If Windows signs in but leaves you with a black or incomplete desktop, open Task Manager and run explorer.exe. Microsoft documents that as a temporary workaround for a specific Windows 11 version 26H1 desktop-loading problem—not as a universal fix for every missing Start menu. First identify whether the desktop shell failed to load or whether only Start is unavailable.
When the Explorer workaround applies
Microsoft’s September 22, 2026 release notes for the Windows 11 version 26H1 preview update describe devices whose desktop fails to load after sign-in. The issue is associated with installing the August 2026 non-security preview update KB5120996 and later updates. Microsoft says it was observed primarily on Azure Virtual Desktop hosts using FSLogix and appeared more often with some existing profiles; this is not evidence that ordinary home PCs are broadly affected.
If your screen is black or the desktop is incomplete after signing in, use this temporary workaround:
- Press Ctrl+Shift+Esc to open Task Manager.
- Select Run new task.
- Enter
explorer.exe, then select OK.
If the desktop returns, Explorer has restarted the Windows shell for the current session. This does not prove the underlying issue is fixed. Install the latest update applicable to your Windows version and restart when practical. Microsoft describes launching Explorer as a temporary mitigation. Tell a shell-loading failure from a Start menu problem
Explorer provides the desktop shell, including the taskbar and Start interface. If the taskbar and desktop icons are also missing, or the desktop never appears after sign-in, the 26H1 workaround may be relevant. If the desktop and taskbar work but Start alone does not open, that is a different symptom and the workaround may not address its cause.
Check your Windows version, build, and recent update history before following a version-specific fix. You can open Settings > Windows Update > Update history to review installed updates. Then check Microsoft’s Start menu troubleshooting guidance and Windows release health for known issues affecting your version.

A separate Start and Explorer issue affects some managed devices
Microsoft documents a different problem on some enterprise-managed Windows 11 24H2 and 25H2 devices provisioned with monthly cumulative updates released from July 2025. In that scenario, Explorer, Start, Settings, the taskbar, or Windows Search may fail to start or close unexpectedly because XAML dependency packages did not register in time after an update. Microsoft says this is very unlikely on personal devices.
Microsoft says the issue is addressed starting with updates released June 23, 2026 (KB5095093), with resolution rolling out through subsequent monthly updates. The associated guidance includes package-registration workarounds for enterprise administrators. If your work or school device matches this pattern, ask your IT administrator to check the applicable update and follow the organization’s approved steps; do not change managed-device policy yourself. Check Start menu configuration and package registration carefully
A missing Start menu is not automatically an update failure. Microsoft recommends checking whether the problem began immediately after an update and whether registry, folder, Group Policy, mobile device management, or customization changes preceded it. Those changes can affect how Start is configured or made available.

Microsoft’s troubleshooting page also gives a non-elevated PowerShell command for registering the package for the affected user when the package exists but is not registered. Follow that command only as written in Microsoft’s Start menu guidance, which explains how to check the package and register it.

If the package is missing for every user, Microsoft says there is no supported method to install the Start AppX files. Its recommended recovery options are to return to a known-good configuration—such as rolling back the update, resetting the PC, or restoring from backup. Choose based on your backup and device-management situation rather than running unofficial package-reinstallation scripts.

Microsoft’s general File Explorer support guidance recommends checking Windows Update and restarting. It also says resetting the PC might help when File Explorer still will not start. That advice concerns File Explorer; it does not make a reset the first step for every Start menu problem. Use the narrower checks above to identify the symptom before considering a reset.
