The Windows 11 taskbar speed-test command is a shortcut to a browser-based test, not a separate Windows measurement engine. Microsoft says it opens your default browser; technology reports identify the destination as a Bing-hosted Ookla Speedtest. If you open that same test directly, the main difference is how you get there. Results can differ when you compare it with another service because the service, server, test design, and conditions may change.
What the Windows 11 speed-test command does
Microsoft says the command opens from Wi-Fi or Cellular Quick Settings, or by right-clicking the network icon in the system tray. It opens in the default browser and measures Ethernet, Wi-Fi, and cellular connections. The feature was announced for Windows 11 versions 24H2 and 25H2 in Release Preview builds 26100.7918 and 26200.7918. Its rollout is gradual, so the entry may not be available on every PC.
Microsoft’s feature note does not name the test provider. Reports from Tom’s Hardware and PCWorld describe it as a Bing page with an Ookla Speedtest interface. That attribution comes from reporting, not Microsoft’s release note.
Why two speed tests can show different numbers
A speed test estimates performance along the path between your device and the test service’s servers. It is a snapshot under particular conditions, not a single definitive speed for every website, app, or network route.

- Different service or server: Test operators use different server locations and infrastructure. Even server choice within one service can affect a result.
- Different test design: Services can differ in connection count, transfer size, test duration, and how they aggregate measurements.
- Different conditions: Wi-Fi signal, room location, device and router configuration, other users on the network, and latency can all affect the reading.
- Different metrics: Tests may emphasize download speed or also show upload and latency, including latency under load.
FAST.com, for example, estimates speed using downloads from and uploads to Netflix servers. It focuses on download by default and can show upload and latency when expanded, including unloaded and loaded latency. FAST.com describes the result as a general-purpose estimate for individual users, not a certification tool for enterprise use. Its explanation of the service is at FAST.com. Netflix’s 2016 engineering post, “Building fast.com,” describes design factors such as server location and load, connection count, content size and type, and measurement aggregation. Treat those as design principles described in that post, not a guarantee that every implementation detail remains unchanged today.
A 2023 peer-reviewed comparison of Ookla Speedtest and Measurement Lab’s NDT7 found broadly similar speeds under most controlled lab conditions, while Ookla reported higher throughput under high latency. In a wide-area deployment, the authors collected more than 80,000 paired measurements across nine months and 126 households. They also found that some Ookla servers reported speeds 10% lower than other servers. Those are study-specific findings: the paper did not compare Windows’ taskbar shortcut with manually opening the same browser test, and the 10% figure is not a general expected difference. How to compare results fairly
- Keep the setup consistent. Use the same PC, connection type, and location. Avoid comparing a Wi-Fi result in one room with an Ethernet result or a different device.
- Note the service and server. Record which test you used and, if shown, which server it selected. A different server or provider can change the result.
- Repeat the test. Take several readings rather than relying on one run. Microsoft recommends testing in different places around the home, recording results, and testing again after network changes in its home Wi-Fi guidance.
- Compare like with like. If you are checking whether the Windows shortcut differs from opening the same Ookla test directly, compare the same service under similar conditions. A test against another provider is a comparison of services and server paths too, not just launch methods.
When a wired test helps diagnose Wi-Fi
If results change substantially from room to room, the Wi-Fi link may be part of the issue rather than the wider internet connection. Microsoft’s home Wi-Fi guidance discusses signal strength, congestion, band range and throughput trade-offs, and analyzer apps for checking channel conditions. If both the PC and router have Ethernet ports, a wired test can provide an optional comparison that helps isolate Wi-Fi’s contribution; an Ethernet cable is not required to compare the shortcut with a manually opened browser test.
If FAST.com results repeatedly fall short of the speed you pay for, FAST.com advises contacting your internet service provider about the results. Treat readings as useful diagnostic evidence, not proof of performance for every app or service path.

What to compare when choosing between tests
