You can turn automatic punctuation on or off, or dictate a specific mark by saying its command. The steps depend on whether you use Voice access or Voice typing, which have separate controls.
Can you create custom punctuation rules in Windows 11?
Microsoft’s Windows 11 instructions describe automatic-punctuation toggles and spoken punctuation commands, not a setting for authoring custom recognition rules such as “when I say this phrase, insert a semicolon.” Voice access also supports voice-created shortcuts, but Microsoft’s documentation does not establish those shortcuts as punctuation recognition rules. Turn on automatic punctuation in Voice access
Voice access lets you control the PC and dictate text by voice. To enable its punctuation behavior:
- Open the Voice access bar.
- Select Settings > Manage options.
- Turn on Turn on automatic punctuation.
Microsoft says automatic punctuation is off by default. This toggle enables or disables the feature; it does not let you define custom phrase-to-mark rules. For the official steps, see Dictate text with voice.

How to dictate a specific punctuation mark
When you want a particular mark, say its punctuation command while dictating. Microsoft documents commands such as “Comma,” “Period” or “Full stop,” “Question mark,” “Exclamation mark” or “Exclamation point,” “Colon,” and “Semicolon.” It also lists commands for quotation marks, hyphens, ellipses, and brackets. The available command can depend on the mark and language, so check the current Voice access command list if a command does not work as expected.
Turn on automatic punctuation in Voice typing
Voice typing is a separate dictation interface with its own settings. Start the Voice typing flyout, select its gear icon, then turn on Automatic punctuation. This is another on/off control, not a custom-rules editor. Microsoft says Voice typing uses online speech recognition powered by Azure Speech services; do not assume its recognition works offline. Voice access vs. Voice typing

Voice access is supported on Windows 11 version 22H2 and later. Microsoft describes Voice access as usable offline; that statement does not apply to Voice typing. For Copilot+ PCs, Microsoft also documents Fluid dictation, which can revise grammar, punctuation, and spelling as you speak. Its availability is described as English-language and dependent on installing the required on-device model; it is not a way to define custom punctuation commands. Older Windows Speech Recognition (WSR) command instructions are not the current configuration route for supported Windows 11 versions. Microsoft says Voice access replaced WSR for Windows 11 version 22H2 and later in September 2024. Treat the Windows Speech Recognition commands page as legacy context, and use the Voice access or Voice typing controls described above.
