If Windows 11 setup will not let you continue because Microsoft account sign-in fails, first determine whether the problem is internet connectivity or account access. Microsoft states that an internet connection is required to finish setting up a device running Windows Home or Pro. Once the PC is online, use the recovery path that matches the failure: reset a forgotten password, find an unknown username, troubleshoot missing verification codes, or submit Microsoft’s account-recovery form.
After you reach the Windows desktop, Microsoft documents switching from a Microsoft account to a local account in Settings. The official guidance reviewed here does not establish which current Windows 11 editions and OOBE builds offer a direct local-account choice during setup, so do not rely on a particular offline command or bypass.
Start by separating the network problem from the account problem
Windows setup can appear to be an account failure when the computer has not actually established a usable connection. On the setup screen, check whether Windows is still asking you to select a network, enter a Wi-Fi password, or install a network driver. If so, fix connectivity before repeatedly entering account credentials.
If the network is connected and the Microsoft sign-in page rejects your details, move to account recovery. These are different problems with different remedies:

- Network problem: Windows cannot reach Microsoft’s setup or sign-in service.
- Account problem: the connection works, but the username, password, verification code, or account status is preventing sign-in.
Microsoft Support summarizes the setup requirement this way: “An internet connection is required to finish setting up a device running Windows Home or Pro.” That statement establishes the internet requirement for Home and Pro; it does not, by itself, prove that every Windows edition and every Windows 11 build always requires a Microsoft account at the same point in setup.
Do a quick pre-recovery check
Before changing an account password, confirm that the computer’s clock and keyboard input are not causing a misleading failure. Check the selected keyboard layout, Caps Lock, and Num Lock. If the password contains symbols, make sure the setup keyboard layout produces the characters you expect. A password that works on a phone can appear wrong when a different layout is active.
Also check whether another device can use the same Wi-Fi network. If every device is offline, focus on the router or internet service. If other devices are online but the new PC is not, focus on the PC’s Wi-Fi selection, adapter, or driver.

Reconnect to a trusted Wi-Fi network
- Open the network list in Windows setup and select the correct network name.
- Re-enter the Wi-Fi password carefully. Passwords are case-sensitive, and a nearby network with a similar name may belong to someone else.
- Move the PC closer to the wireless access point and try again.
- If the router offers separate bands, try the other trusted band.
- Restart the modem and router, wait for them to reconnect, and then retry setup.
- If possible, test a different trusted Wi-Fi network. This distinguishes a problem with the PC from a problem with the original router or service.
A phone hotspot is another documented option. Use it only when you have sufficient mobile data and a stable signal; setup can download files and updates, so data usage may be higher than a short sign-in session. Keep the hotspot password private, and disconnect it after setup if you do not want Windows to continue using mobile data.
Use wired Ethernet when it is available
Connect an Ethernet cable directly to the router or network jack, then return to the setup network screen. Wired networking can avoid wireless-password errors and temporary Wi-Fi compatibility problems. If setup does not immediately notice the cable, unplug and reconnect it, verify that the router port has link lights, and try the network screen again.
If the laptop or desktop has no Ethernet port, a compatible USB-to-Ethernet adapter can provide a wired connection. It is a conditional solution, not a universal requirement: check the computer’s available USB ports and the adapter’s Windows compatibility before buying one. Many systems already have working Wi-Fi or a built-in Ethernet port. An adapter is most useful when the wireless driver is unavailable, the router is nearby, and a reliable wired connection is easier than troubleshooting Wi-Fi.
When no Wi-Fi networks appear
If the network list is empty, the wireless adapter may be disabled or missing its driver. Microsoft provides an advanced setup path in which you use a second computer to obtain the appropriate driver, copy it to a USB flash drive, and install it on the PC during setup. The exact driver must match the computer’s wireless hardware and Windows architecture.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Identify the computer’s exact model from its label or manufacturer documentation.
- On another device, obtain the network driver from the computer manufacturer’s support site.
- Copy the driver package to a USB flash drive.
- Connect the drive to the Windows 11 PC and follow the setup driver-installation instructions.
- Return to the network list and connect after the adapter appears.
Do not assume that purchasing a replacement Wi-Fi adapter is the first step. Microsoft’s setup guidance emphasizes checking or reinstalling the existing driver. A replacement device can introduce another compatibility problem, while the manufacturer’s driver is designed for the PC’s actual wireless hardware.

Network pitfalls that waste time
- Captive portals: hotel, airport, and some public networks require a browser sign-in. They may not work reliably during Windows setup, so use a private trusted network when possible.
- Hidden or incorrectly named networks: verify the exact network name rather than selecting a similarly named signal.
- Router filtering: parental controls, MAC filtering, or a paused device can block a new PC even when the password is correct.
- Weak signal: moving closer to the access point can be more effective than repeatedly retrying the same connection.
Recover Microsoft account access after the PC is online
Use the recovery route that matches the symptom rather than trying random passwords. The table below maps the common failures to Microsoft’s documented options.
| What is wrong | Use this Microsoft route | What to expect |
|---|---|---|
| You forgot the password | Password-reset flow | Verify your identity through the available recovery method and create a new password. |
| You do not know which email address or username belongs to the account | Account lookup | Use the identifying information requested to find the account username. |
| The password is known, but sign-in still fails or shows an unclear error | Sign-in Helper | Follow the diagnostic path for a rejected password or another sign-in error. |
| A verification code never arrives or is rejected | Verification-code troubleshooting | Work through Microsoft’s checks for unavailable, delayed, or invalid codes. |
| The normal recovery routes do not restore access | Account-recovery form | Provide as much accurate account history and contact information as possible for Microsoft’s review. |
If you forgot the password
Choose the password-reset option on the sign-in screen and follow the identity-verification prompts. A successful reset changes the password for the Microsoft account itself, so the new password may also be needed on other devices and Microsoft services using that account.
After resetting, allow a short period for the new credential to be accepted everywhere. Enter the new password manually rather than relying on an old password saved in a browser or password manager. Never give a verification code or password to someone claiming to be able to “unlock” the setup.
If the username is unclear
Use Microsoft’s account-lookup path instead of guessing addresses. A person may have more than one Microsoft account, or may have used an older email address as the account name. Once the correct username is identified, return to sign-in and use the matching recovery route.
Be precise about the account type. An address issued by an employer or school may look like a normal email address but be managed by that organization. It should not be recovered through the personal-account path.
If a known password is rejected
Use Microsoft’s Sign-in Helper when the password should be correct but Windows displays an unexplained sign-in failure. The helper is also the appropriate starting point when the message does not clearly identify whether the issue is the password, account lockout, or another account condition.
Avoid repeated guesses. Multiple unsuccessful attempts can make the situation harder to diagnose, and changing the password unnecessarily can sign out other devices. Record the exact error wording and use it to choose the helper’s route.

If verification codes fail
Select the verification-code troubleshooting route. Check that you are using the current recovery email address or phone number, allow for delivery delays, and avoid requesting many codes in quick succession. If the listed verification method is unavailable, continue through Microsoft’s recovery instructions rather than attempting to bypass verification.

Use only the newest code if several arrive late; older codes may no longer be valid. Check spam or junk folders for email codes and verify that the phone has service. Do not publish a code in a forum or send it to a purported support contact.
If recovery still fails
Submit the account-recovery form with truthful, specific information. Include any details Microsoft requests about the account and a reachable contact address. Support agents cannot bypass identity verification or retrieve and disclose a lost password; account ownership must be established through Microsoft’s recovery process.
Use an address you can access while waiting for the response. Guessing information can reduce the chance of a successful match, so provide accurate details and keep a record of what you submitted.

Do not treat an organization-managed sign-in like a personal Microsoft account. Work, school, and Microsoft Entra ID password problems are directed to the organization’s IT administrator or the organization’s work-or-school reset flow. If the address belongs to an employer or school, contact that administrator instead of repeatedly submitting a personal-account recovery form.
What to do if you want a local account
Understand the difference
A Microsoft account can provide access to Microsoft services and cross-device synchronization. A local account is specific to one Windows device and, according to Microsoft, does not require an internet connection to sign in after it exists. A local account may therefore suit a device that is intentionally kept separate from cloud services, while a Microsoft account may be more convenient for synchronization and integrated services.
The official material reviewed does not establish a current, build-by-build rule for creating a local account directly inside Windows 11’s initial OOBE. Setup screens and available choices can vary by edition and build. For that reason, do not promise that a particular command, intentionally invalid address, network-disconnect trick, or modified installer will work on the reader’s PC. Such workarounds can fail after an update and can leave setup in an inconsistent state.
Switch after reaching the desktop
Once setup is complete and you can open Windows, Microsoft documents this route:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Open Settings.
- Select Accounts.
- Open Your info.
- Choose Sign in with a local account instead.
- Follow the prompts to create the local username and password, confirm the change, and sign out when Windows requests it.
Switching account type is a post-setup operation. Before changing, make sure you know the Microsoft account password and have saved any files or settings that depend on the existing profile. Keep the new local password somewhere secure; Microsoft’s local-account recovery options are different from Microsoft account recovery.

Do not confuse setup with a later Windows sign-in failure
OOBE account setup and signing in to an already configured Windows installation have separate recovery paths. If the PC completed setup previously, use Windows sign-in troubleshooting rather than repeating the OOBE steps.
Microsoft account, PIN, or verification-code problems
Microsoft’s Windows sign-in guidance covers a forgotten Microsoft password, a forgotten PIN, missing verification codes, and a damaged user profile. Restarting is a basic first check. If the normal sign-in options remain unavailable, the troubleshooting flow may direct you to additional recovery steps.
A Windows Hello PIN is device-specific and is not the same credential as the Microsoft account password. If the PIN option is unavailable, select the password sign-in option or follow the PIN-reset route shown on screen. Keep the distinction in mind when diagnosing a failure that began after changing the Microsoft account password.
Using Safe Mode
Safe Mode can help diagnose a sign-in problem, but it changes which credentials are accepted. In Safe Mode, PIN and biometric sign-in options are unavailable; you need the account password. Do not enter Safe Mode expecting a fingerprint or Windows Hello PIN to work there.
Resetting a local-account password
For a local account, select Reset password on the sign-in screen and answer the security questions created for that account. A password-reset disk can also be used if one was made earlier.
If another administrator account exists on the PC, that administrator can reset the local password. If there is no other administrator and the security-question or reset-disk methods are unavailable, Microsoft says the device may need to be reset. A reset can remove applications and, depending on the selected option, personal data, so treat it as a last resort and use any available backup first.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Accessibility during initial setup
Voice access can be launched from the accessibility flyout on the OOBE screen and used to navigate setup. Microsoft says setup needs an internet connection to download the Voice access language model and configure the feature. If Voice access does not start while the PC is offline, restore connectivity first.

Frequently Asked Questions
Does Windows 11 Home or Pro need internet during setup?
Microsoft says an internet connection is required to finish setting up a device running Windows Home or Pro. The statement confirms the network requirement, but it does not establish one universal Microsoft-account rule for every Windows edition and Windows 11 build.
What should I do when no Wi-Fi networks appear during setup?
Try Ethernet or a phone hotspot. If the list remains empty, use another computer to download the correct wireless driver from the PC manufacturer, copy it to a USB flash drive, install it during setup, and then reconnect.
Can I use a USB-to-Ethernet adapter?
Yes, when the PC has no Ethernet port and wired networking is practical. Check the available USB port and Windows compatibility first. It is an optional solution, not a requirement for every computer.
PC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteHow do I recover a forgotten Microsoft account password?
Use Microsoft’s password-reset route on the sign-in screen and complete identity verification. The resulting password applies to the Microsoft account and may be needed on other devices and services.
What if I do not know the Microsoft account email address?
Use Microsoft’s account-lookup path rather than guessing addresses. If the account belongs to a school or employer, use the organization’s administrator or work-or-school reset process instead.
What if my password is correct but Windows still rejects it?
Use Microsoft’s Sign-in Helper for a rejected password or unclear sign-in error. Avoid repeated guesses and follow the diagnostic path that matches the message.
Can Microsoft support bypass verification or tell me my lost password?
No. Microsoft says support agents cannot access or change account details in that way. Use the official recovery process and provide accurate information.
Can I switch to a local account after Windows 11 setup?
Yes. In Windows, open Settings, select Accounts, choose Your info, and select Sign in with a local account instead. Microsoft describes a local account as device-specific and says it does not require internet to sign in after it exists.
What if I cannot sign in after Windows was already set up?
Use Windows sign-in troubleshooting. For a local account, try Reset password with the security questions, a password-reset disk, or another administrator account. If none is available, Microsoft says a device reset may be necessary.
Can Voice access help during setup?
Voice access can be launched from the accessibility flyout on the OOBE screen. Microsoft says setup needs internet to download its language model and configure the feature.
The Bottom Line
Get the PC online first, then match the recovery tool to the exact failure: password reset, username lookup, verification-code help, Sign-in Helper, or the account-recovery form. Treat work or school credentials separately. After setup, you can switch to a local account through Settings, but do not depend on an unverified OOBE bypass that may vary by Windows 11 build.
