Start by checking what is using system resources and which power mode is selected. Microsoft’s fan-specific guidance covers Surface devices; on other Windows 11 PCs, the exact cause depends on the manufacturer and model.
1. Check for apps using system resources
Heavy workloads can make a computer warmer and prompt more cooling. Microsoft describes this behavior for Surface devices, where fan speed adjusts to workload. Task Manager can help you find apps using substantial resources.
- Press Ctrl+Shift+Esc to open Task Manager.
- Review resource use and identify apps you recognize that are consuming significant resources.
- Close an app only if you do not need it at the moment. To reduce unnecessary background activity at startup, review the startup-app controls and disable only apps you recognize and do not need to launch automatically.

2. Select a less performance-focused power mode
On Surface, Microsoft recommends the Recommended power mode for quieter fan operation. Its suggested path is Settings > System > Power & battery > Power mode > Recommended. Higher-performance modes can allow more heat and faster fan operation.

Power-mode names and availability can vary by device. Windows 11 also provides power-efficiency settings that can reduce consumption by limiting background activity. See Microsoft’s instructions for power settings in Windows 11.
3. Check whether charging or warm surroundings are contributing
Microsoft says Surface devices may run their fans more often or faster while charging or in warm surroundings. Its Surface guidance identifies ambient temperatures above 25°C (77°F) as one condition that may increase fan activity. This is guidance for Surface devices, not a universal temperature threshold for every Windows 11 computer.

If your PC is a Surface, compare fan behavior while charging and on battery, and consider whether the room is warm. The manufacturer’s guidance for your specific model is the right reference for interpreting its cooling behavior: Fan behavior and fan noise in a Surface device.
4. Use a clean boot to check for a software conflict
If the fan remains active when you are not running demanding apps, a clean boot can help determine whether startup software or a nonessential service is involved. It starts Windows with essential drivers and startup programs; some functions may temporarily be unavailable, so use it as a diagnostic rather than a permanent setup.

- Follow Microsoft’s steps to perform a clean boot in Windows.
- Check whether fan behavior changes in the clean-boot state.
- Restore normal startup after the check, following Microsoft’s instructions. If the fan quiets, the result points toward software or startup items as something to investigate; it does not by itself identify a specific app.
When to contact the PC manufacturer
If the fan stays continuously loud after these checks, or the computer overheats or shuts down, consult the support guidance for the exact PC make and model or seek appropriate service. The available Microsoft fan guidance cited here is Surface-specific, so it cannot establish whether another manufacturer’s computer has a firmware issue, obstructed airflow, or a hardware fault. Windows settings alone cannot diagnose those possibilities.
