Microsoft released Windows 11 Insider Preview Build 25295 to the Dev Channel on February 9, 2023. Its main administrative change was a policy for enabling selected Windows features delivered through servicing before the next annual feature update. The flight also added a copy button for detected two-factor authentication codes in notifications, expanded taskbar search availability, and included fixes alongside a lengthy list of known issues.
What was Windows 11 Build 25295?
Build 25295 was an experimental Windows 11 Insider Preview flight for the Dev Channel, not a retail release or a preview tied to a particular future version of Windows. Microsoft’s February 9, 2023 announcement described it as including a new commercial policy, improvements, and fixes. The announcement was authored jointly by Amanda Langowski and Brandon LeBlanc.
Microsoft cautions that Dev Channel builds represent long-lead work and experiments. Features may change, be removed, or never reach general customers, and the builds may be unstable.
What changed for users?
Copy detected two-factor authentication codes from notifications
Windows could attempt to detect a two-factor authentication code in a notification toast and show a button to copy the detected code. Detection was best-effort; the release note did not promise that every code or notification would be recognized.

Taskbar search reached all Dev Channel Insiders
The taskbar search experience became available to all Dev Channel Insiders. Its appearance could be adjusted at Settings > Personalization > Taskbar > Taskbar Items.
What does the new commercial policy do?
The policy, named Enable features introduced via servicing that are off by default, is for commercial organizations that manage Windows updates through policy, including Windows Update for Business and WSUS. It addresses qualifying features introduced outside the annual feature update and kept off by default. It is a deployment-timing control, not a switch that automatically makes every new Windows feature available.

Microsoft explicitly said that no Dev Channel features were behind the policy in Build 25295. The announcement expected the policy to become available in the Beta Channel shortly, with features behind it; policy availability should not be confused with a feature being controlled in this Dev Channel flight.
How administrators configure it
Microsoft’s IT Pro guidance gives this Group Policy path: Windows Components > Windows Update > Manage end user experience > Enable features introduced via servicing that are off by default. The corresponding Policy CSP setting is /Policy/Config/Update/AllowTemporaryEnterpriseFeatureControl.

Microsoft Learn documents the setting as follows:
- 0 (default): Features shipped off by default remain off.
- 1: Allows features in the latest monthly cumulative update to be enabled. Features that are currently off turn on at the next reboot.
Under Microsoft’s description, features kept off through servicing become enabled in the next annual feature update. For an organization, enabling the policy can therefore allow qualifying features to be tested or activated earlier; leaving it off retains the default delay.
What did Build 25295 fix?
These are fixes claimed in Microsoft’s release notes, not independent test results. The notes also say some fixes in Dev Channel builds may later reach servicing updates for released Windows 11; that is a possibility, not a promise for each fix.

Reliability and updates
- Addressed repeated bugchecks affecting some Insiders after upgrading to Build 25284 or later.
- Fixed freezes reported in recent flights, including freezes while using apps during gameplay.
- Fixed an Update history page that appeared blank for some users after Build 25290.
File Explorer, input and window management
- Fixed add-tab and close-tab buttons in maximized File Explorer windows when Arabic or Hebrew was the display language.
- Addressed app windows becoming unresponsive after multi-finger touchscreen gestures.
- Fixed an apparent pointer-trails effect that could occur during screen sharing.
- Addressed slow movement of some apps while dragging them.
- Fixed a recent-flight Desktop Window Manager crash that could make the screen flash black.
- Fixed snapped windows losing their remembered positions after a monitor was disconnected and reconnected.
Capture and printing
- Fixed crashes in apps using Graphics.Capture for screen capture.
- Fixed crashes in certain apps when printing to PDF.
What known issues remained?
The following were issues documented for this particular flight. They should not be read as a description of all Windows 11 installations today.
- The system-tray clock’s seconds could disappear after updating.
- Some Azure Active Directory-joined users could see “Getting ready for you” screens. Microsoft also reported integrated Windows authentication failures on some enterprise sites.
- Group Policy Editor could show a displayName error.
- Facial recognition sign-in could fail on Arm64 devices.
- A combase.dll issue could cause crashes in certain apps for users of the Input Method Editor (IME).
- Rendering problems could occur in Windows Recovery Environment (WinRE) or clean installs.
- Updates could take a long time, and the Insider settings page could incorrectly indicate that a newer build was available.
- Widgets could be affected; taskbar app icons could appear incorrectly across multiple monitors.
- In some cases, users could not select the icon-only taskbar search option.
- Windows Spotlight could behave incorrectly across multiple monitors or monitors with mixed resolutions.
Microsoft advised Insiders to check the flight-specific known issues before installing Dev Channel builds.
