Microsoft released Windows 10 Insider Preview Build 19628 to Windows Insiders in the Fast ring on May 13, 2020. It temporarily switched the active development branch to MN_RELEASE, but Microsoft said those builds were not matched to any specific Windows 10 release. The build’s practical changes included opt-in DNS over HTTPS support, a Korean IME rollback, and a fix for update error 0xc0000409.

What did Microsoft change with Build 19628?

In its May 13, 2020 announcement, Microsoft said builds would come from MN_RELEASE starting with Build 19628. Brandon LeBlanc, signing the Windows Insider Blog post, wrote: “Some Windows Insiders might notice that the name of the branch we’re releasing builds from has changed to MN_RELEASE starting with today’s build.”

This was a change to the branch used for Insider Preview builds, not an announcement that a new Windows 10 edition or consumer release was ready. Microsoft said MN_RELEASE builds were not matched to a specific Windows 10 release. It described the switch as short-term, explaining that engineers may prioritize work in different development branches and that Insiders may move between them. Microsoft intended to resume RS_PRERELEASE builds soon.

What features and fixes were in the build?

Opt-in DNS over HTTPS

Build 19628 introduced initial support for DNS over HTTPS (DoH), which encrypts DNS queries. The feature was off by default; users could choose to enable it. The announcement described initial support, not an automatic change for every Insider.

Korean Microsoft IME rollback

Microsoft reverted the updated Korean Microsoft Input Method Editor (IME) to its previous version while it considered feedback. The updated IME had been introduced in Build 18941.

Update error fix

Microsoft said it fixed an issue that caused some devices to fail to update with error code 0xc0000409.

What issues did Microsoft list?

The release notes also described several known issues in the preview build:

  • Some users reported that installing updates could hang for an extended period.
  • IIS configuration could revert to its default settings after installing a new build.
  • Taskbar preview thumbnails could display inconsistently.
  • Narrator and NVDA users could have difficulty navigating some web content in Chromium-based Edge. Microsoft said the Narrator, NVDA, and Edge teams were aware of the issue, and noted that NVAccess had released NVDA 2019.3 to resolve the known Edge issue.
  • In a future Insider Preview build, the icon beside Documents and Downloads in Settings > Privacy could be broken.

When was Build 19628 released?

Microsoft announced the Fast ring build on May 13, 2020. Its older-build index places it after Build 19624 on May 6 and before Build 19631 on May 21. Those names and the Fast ring label refer to the 2020 Insider program; they should not be read as current Windows Insider channel names.
