Windows 10 Insider Preview Build 16176, announced for PC Fast ring Insiders on April 14, 2017, continued Microsoft’s OneCore code-refactoring work and added direct access to Windows COM ports from a Windows Subsystem for Linux (WSL) process. It was an early preview update, not a guide to setting up serial devices or evidence of present-day compatibility.
What changed in Windows 10 Build 16176?
Microsoft’s April 14, 2017 announcement presented Build 16176 primarily as a refinement flight rather than a feature-heavy release. The notable WSL addition was access to Windows COM ports; the rest of the announcement described ongoing OneCore work, fixes, and known issues for that build.
Microsoft’s Build 16176 announcement was for PC users in the Windows Insider Fast ring. Its notes describe what Microsoft announced in 2017, not whether this build remains available or supported now.
What did OneCore mean in the announcement?
Microsoft described OneCore as “the heart of Windows across PC, tablet, phone, IoT, HoloLens, Xbox and more.” In that context, the company said it was continuing to refine OneCore through code refactoring so teams could begin checking in new code. This was Microsoft’s description of its code-convergence work; the announcement did not detail the underlying architecture or specify user-facing changes resulting from the refactoring.

Did Build 16176 add serial-port support to WSL?
Yes. Microsoft’s feature summary said: “Windows COM ports can now be accessed directly from a WSL process!” In practical terms, the announcement identified a way for a process running in WSL to access Windows COM ports.
The release note did not provide setup steps, name a supported serial device or adapter, explain implementation details, or guarantee that every COM-port device would work. A PC without built-in serial connectivity might use a USB-to-serial adapter to expose a Windows COM port, but Build 16176’s announcement does not certify any particular adapter. For current setup directions or compatibility, this historical note is not sufficient evidence.

Other PC fixes in the Build 16176 notes
Microsoft listed these changes for the 2017 preview build:
- On newer devices without legacy ACPI power buttons, holding the power button for seven seconds could trigger a bugcheck.
- Narrator was working again.
- Crashes in some apps and games linked to an advertising-ID misconfiguration in a prior build were addressed.
- Animation frame-rate drops in Start and Action Center were fixed under the conditions described in the announcement.
- Notification dismissal behavior was corrected.
- Agenda integration in the Clock and Calendar flyout was restored for some Insiders.
- A Surface Book disk-check issue after waking from sleep was addressed.
- Some Win32 app text-rendering problems were fixed.
- An Edge Extensions Process suspension issue that could make Edge unresponsive after Connected Standby was addressed.
