If a model skips a tool, first check whether the tool was included and allowed in the request, then check whether the tool-choice setting permits the model to answer without calling it. If the response does contain a tool call, the remaining issue is usually in your application’s execution and follow-up loop—not the model’s choice.
1. Confirm the tool is available to this request
A tool mentioned in a prompt is not necessarily available to the model. Check the exact request sent to the provider and confirm it includes the intended tool definition. Also check any application-side routing or allowlist: a tool can be defined but excluded from the tools the model may use.
Read the tool description and argument schema against the user’s task. The description should make clear when the operation is relevant, and the schema should represent the arguments the operation needs. Clear wording helps the model select an appropriate tool, but does not force a call.
OpenAI treats tool availability and tool choice as separate parts of a request. Its function-calling guide explains the available choice modes and notes that, by default, the model determines when and how many tools to use.

2. Check whether your tool-choice setting allows no call
Automatic selection can result in a direct answer with no tool call. In OpenAI’s documented API, tool_choice: "auto" permits zero, one, or multiple calls; "none" prevents calls; "required" requires at least one; and a forced-function choice selects a specific function. An allowed_tools restriction can limit which tools are available under the selected mode. These are OpenAI-specific controls, not universal parameter names.
- If a tool is optional, automatic choice may be appropriate: the model can answer directly when it judges a call unnecessary.
- If your workflow cannot proceed without a tool, use a supported required or forced choice and ensure the intended tool is permitted.
- If you use an allowlist, verify it includes the tool you expect the model to call.
For other providers, check the current documentation for the model and API path you actually use. Tool-choice controls and their meanings are provider-specific.

3. Verify model, endpoint, and schema compatibility
A tool can be present and required yet still fail because the selected model or request path does not support that tool feature or schema mode. Confirm compatibility for the exact model, endpoint, and configuration rather than assuming a setting works everywhere.
Strict argument formatting constrains the arguments when a function call is emitted; it does not itself make the model choose that function. OpenAI documents strict schema adherence for supported models and request configurations. The schema must also fit the supported subset, or the request may be rejected. 4. Read the structured response, not just the displayed text
Inspect the provider’s actual response object. Determine whether it contains a tool call, a final answer with no call, a refusal, or another stop condition. Rendered assistant text alone may hide the structured information your application needs to decide what happened.
If there is no tool call and automatic choice was configured, the model may simply have answered directly. If the request demanded a call, look for a rejected request or an incompatible configuration before debugging execution. Anthropic’s tool-use overview describes tool use as a process in which the model selects a function and the caller on the other side handles it; a prompt describing a tool is not evidence that it ran.

5. If a call exists, check the application’s tool loop
A returned tool call is an instruction for your application to handle, not proof the operation executed. In a typical tool-use loop, the application extracts the call, runs the corresponding operation, sends the matching tool result in a follow-up request, and lets the model continue. Anthropic documents this caller-side flow in its tool-use overview.
- Confirm the application receives and parses the structured tool call.
- Check that it dispatches the call to the intended implementation with the supplied arguments.
- Inspect execution errors, permissions, and the operation’s result.
- Send the result back to the provider in the required format, associated with the correct call.
- Continue the conversation so the model can use the result or return a final answer.
If the response contains a call but the operation never runs, the failure is in dispatch or execution. If it runs but the model never responds using its result, inspect the follow-up request and continuation logic.

A fast diagnostic checklist
- Log the exact request: model, endpoint, tool definitions, choice setting, and allowed-tool restrictions.
- Verify the intended tool is both present and permitted.
- Check whether automatic choice or a no-call setting can explain the response.
- Confirm the selected model and request path support the choice mode and schema.
- Inspect the structured response for a call, refusal, direct answer, or other stopping condition.
- If there is a call, trace dispatch, execution, tool-result submission, and continuation separately.
The exact cause depends on your provider, model, endpoint, SDK, and request. Use the current documentation for that specific path; OpenAI and Anthropic interfaces should not be treated as interchangeable.
