What happened after Stack Overflow announced its OpenAI partnership?
On May 6, 2024, Stack Overflow and OpenAI announced a partnership involving Stack Overflow’s OverflowAPI and community feedback. The companies said OpenAI would use them to improve model performance and that validated Stack Overflow knowledge would be surfaced in ChatGPT with attribution. Stack Overflow also said it would use OpenAI models as it developed OverflowAI. The announcement described Stack Overflow’s collection as more than 59 million questions and answers; that figure is the company’s description of its content scale, not an independently verified count of material provided to OpenAI. Stack Overflow’s announcement said the aim was to make validated technical knowledge available in ChatGPT with attribution.
Users objected to their contributions being used in AI products. Tom’s Hardware reported that some tried to delete or edit posts, and that moderators reversed changes and suspended users. One user told the publication that he replaced highly rated answers with protest text and received a seven-day suspension within an hour. That is a reported individual account, not an independently verified account of every suspension or a measure of the protest’s overall scale. Tom’s Hardware’s May 8, 2024 report does not give a verified total number of suspended users.
What did the partnership announcement establish—and what did it leave open?
The public announcement established the broad product arrangement: API access and community feedback for model improvement, attributed Stack Overflow knowledge in ChatGPT, and Stack Overflow’s planned use of OpenAI models. It did not publish the complete agreement, financial terms, contract duration, or exact licensing mechanics. The word “selling” in the headline characterizes the commercial data partnership and the ensuing debate; it should not be read as confirmation of a disclosed price or a particular contractual transfer.

Community discussion raised questions about what happens to deleted answers, but participant interpretations are not the partnership contract. A discussion on Meta Stack Exchange asked whether deleted answers could be given to OpenAI for training; it does not establish what data was transferred under the agreement. The discussion about deleted answers is useful context for the dispute, not proof of the agreement’s terms.
Why could moderators reverse edits and suspend users?
Stack Overflow’s current Acceptable Use Policy bars automated scraping or copying of network content for generative-AI development without express written consent. Separately, a Meta Stack Exchange discussion quotes Terms of Service language granting Stack Overflow continuing rights to use subscriber content even if it is later removed. These are platform policy and terms context; they do not, on their own, resolve every contributor’s rights or establish how a particular transfer under the OpenAI partnership was handled.

Changing or deleting an answer as a protest could therefore collide with the platform’s moderation rules and procedures, even where the user’s motive was opposition to AI use. The reporting describes moderator reversions and suspensions, but it does not provide the full account history or a complete explanation for each individual moderation decision. It is not a legal finding about ownership, deletion, privacy law, or the partnership contract.
Was this the same dispute as the 2023 moderator strike?
No. In June 2023, Stack Exchange moderators went on strike over company instructions and policy concerning AI-generated answers and AI-detection tools. The strike announcement said it opposed recent and upcoming platform and policy changes, including concerns about the rollout of private moderator instructions. It reported that 11% of moderators had stopped some activities at that time; that figure describes the company-reported share of moderators involved in that action, not lost workload or suspended users in 2024. In a statement reproduced in the strike discussion, Stack Overflow CEO Prashanth Chandrasekar said ChatGPT-detection tools had “an alarmingly high rate of false positives” and that the company stood by requiring moderators to stop using the tools they had previously used. That was the company’s stated rationale in the 2023 dispute, not an explanation for the May 2024 suspensions. The statement in the strike discussion also describes the company’s position on those detectors.
Negotiations after the 2023 strike described plans for a user-facing warning about the prohibition on AI-generated content and a process and tools for moderators to communicate and vote about possible Moderator Agreement violations. Those developments provide context for the earlier governance dispute; they do not show that moderators were striking when users protested the OpenAI partnership in 2024.
