Some TikTok users explored RedNote, also known as Xiaohongshu, as a protest-linked response to the threatened U.S. ban in January 2025. But the available reporting does not establish how many people switched, how long they stayed, or whether TikTok lost a measurable share of its U.S. audience. The countdown was real; a lasting mass exodus is not established.
What was the January 2025 TikTok ban countdown?
Congress passed the Protecting Americans from Foreign Adversary Controlled Applications Act in 2024. The law’s challenged provisions applied to covered ByteDance-operated apps, including TikTok, and prohibited their distribution, maintenance, and updates in the United States unless they qualified for divestiture.
On January 17, 2025, the Supreme Court upheld those provisions. They were due to take effect on January 19. The Court called the law a conditional ban: the restriction was tied to whether ByteDance completed a qualifying divestiture. It also recognized TikTok as a distinct outlet for expression, engagement, and community for more than 170 million Americans. That figure describes the Court’s account of TikTok’s U.S. audience—not the number of protesters or people who left for another app.
Before the deadline, TikTok said it would have to go dark unless the Biden administration provided a definitive assurance that critical service providers would not be penalized for keeping the service running. That was TikTok’s stated position, not an independent finding about what the law required.

Why did some users go to RedNote?
Contemporaneous reporting described some TikTok users seeking alternatives, including RedNote, the English-language name commonly used for Xiaohongshu. The move was linked to protest against the threatened shutdown as well as interest in finding another social platform.
“TikTok refugees” appeared in coverage of users heading toward RedNote, but that phrase should not be read as a measured migration count. Reporting supports the narrower conclusion that some users explored the app. It does not show how many merely downloaded or browsed it, how many became regular users, how long they stayed, or whether TikTok’s U.S. audience materially declined.

Why was the law contested?
The dispute brought together national-security concerns and questions about speech, community, and government power over a communications platform. The government’s security rationale and the challengers’ objections addressed related but distinct risks:

The Supreme Court concluded that the challenged provisions served the government’s interest in addressing data-collection risks and were not substantially broader than necessary. Attorney General Merrick B. Garland said the ruling enabled the Justice Department to prevent what he characterized as the Chinese government’s weaponization of TikTok. Those statements describe the government’s rationale; they are not independent proof that data had been misused or that content manipulation had occurred.

Did TikTok actually get banned on January 19?
TikTok’s U.S. service went offline for several hours around the deadline, according to later Associated Press reporting. On January 20, President Donald Trump directed the Attorney General not to enforce the Act for 75 days while his administration pursued a resolution. The service returned, so the deadline brought a brief outage rather than a lasting shutdown.
The pause did not itself erase the law or settle the underlying dispute. It gave the administration time to seek an arrangement that would allow the platform to continue operating under a changed ownership and oversight structure.

What changed after the countdown?
The 2025 proposed framework
On September 19, 2025, ByteDance said it would work under applicable laws to keep TikTok available to American users through TikTok U.S. A September 25 White House order described a contemplated divestiture framework: it called for monitoring software updates, algorithms, and data flows, and for recommendation models using U.S. user data to be retrained and monitored by U.S. security partners. The order directed 120 days of non-enforcement to allow the contemplated transaction to be completed. Those were the administration’s framework and directions, not independent confirmation that security risks had been resolved.
The January 2026 joint venture
In January 2026, the Associated Press reported that TikTok had finalized a U.S. joint venture with Oracle, Silver Lake, and MGX. According to AP, users could continue using the same app, Oracle would operate the U.S. data-hosting system, and the recommendation algorithm would be retrained, tested, and updated using U.S. user data.

AP also reported an unresolved legal question about ByteDance’s continued involvement and the law’s limits on cooperation over the recommendation algorithm. TikTok’s January 27, 2026 newsroom notice directed users to the TikTok USDS Joint Venture website for statements about technical issues affecting U.S. service. Operational details can change; that notice is a place to check for service updates, not a guarantee that every issue has the same cause or remedy.
