First identify what you are using to scroll: an external mouse wheel or a laptop touchpad. For a mouse, check Windows’ scrolling settings and the mouse’s connection; for a touchpad, check the two-finger gesture and its driver. If the pointer itself also fails, investigate the device or connection before changing scroll settings.

Identify the device and the kind of failure

Windows scrolling problems fall into two different paths. A mouse wheel is a physical input device, while touchpad scrolling is a gesture. The fix for one does not necessarily apply to the other.

  • External mouse: Move the pointer, then test the wheel in more than one application. If the pointer moves but the wheel does nothing, focus on scrolling settings and the wheel. If pointer movement also fails, check the mouse’s power and connection first.
  • Laptop touchpad: Place two fingers on the pad and slide them vertically or horizontally. That is Microsoft’s documented touchpad scrolling gesture. Some gestures require a precision touchpad, so gesture availability can depend on the hardware.
  • Only an inactive window fails: Windows has a setting that allows a window to scroll when you hover over it without making it active. Check that setting before treating this as a mouse fault.
  • Only one application fails: Compare behavior in another application before changing device drivers. A failure limited to one app is not, by itself, evidence that the whole mouse or touchpad has failed.

Microsoft’s mouse, touchpad, and gesture guidance covers Windows 10 and Windows 11. The Settings paths below differ by version.

Change mouse scrolling settings in Windows

On Windows 11, open Start > Settings > Bluetooth & devices > Mouse. On Windows 10, open Start > Settings > Devices > Mouse. The Windows 10 path is included for users still on that edition; Microsoft says Windows 10 support ended on October 14, 2025, so it no longer receives free software updates, technical assistance, or security fixes.

Under the Scrolling controls, review the option that matches the symptom:

Setting What to check When it helps
Roll the mouse wheel to scroll Choose whether one wheel notch moves multiple lines or one screen at a time. Use this when scrolling works but moves too little or too much.
Lines to scroll at a time Adjust the number of lines moved by each wheel notch when the multiple-lines option is selected. Use this to tune the distance of each wheel movement.
Scroll inactive windows when hovering over them Turn on the option if you want to scroll a window under the pointer without selecting it first. Use this if the wheel appears not to work until you click the window.
Scrolling direction Choose the direction that feels natural for your setup. Use this if the wheel responds but moves content in the opposite direction you expect.
Horizontal scrolling Check whether the mouse supports horizontal scrolling. This is relevant only when the mouse has the hardware support for it.

After changing a setting, test the wheel again in the situation that failed: with the intended window active or, if you enabled hover scrolling, while it remains inactive. This distinguishes an option mismatch from a wheel that is not registering input.

Check the mouse, port, receiver, and power

If Windows settings do not resolve a mouse-wheel problem—or the pointer also fails—check the physical device and its connection before concluding Windows is responsible.

  1. Reconnect a wired USB mouse. Unplug it and connect it again. Try a different USB port. If it is connected through a USB hub, connect it directly to the computer to see whether the hub is involved.
  2. Inspect the cable and sensor. Look for visible cable damage and dirt around the sensor. These checks are relevant if pointer movement is erratic or absent, as well as when diagnosing a device that is not responding normally.
  3. Check power or batteries. For a powered or battery-operated mouse, confirm it has power and replace or recharge batteries as appropriate for that device.
  4. Reset a wireless mouse if it has a reset control. Follow the device’s available reset control. If it uses a USB receiver, unplug the receiver briefly and reconnect it.
  5. For a Bluetooth mouse, investigate the Bluetooth connection. A Bluetooth connection issue is different from a USB receiver problem, so use Bluetooth troubleshooting rather than repeatedly changing wheel settings.
  6. Test the mouse on another PC. If it fails there as well, Microsoft says it might need replacement. If it works on the other PC, that comparison points back toward the original computer’s settings or connection rather than proving a particular cause.

These are checks, not a guarantee that every mouse fault can be diagnosed without service. Microsoft’s steps are listed in Mouse and keyboard problems in Windows.

Use the touchpad gesture and check driver updates

Test the documented two-finger gesture

Place two fingers on the touchpad and slide horizontally or vertically. If this scrolls, the touchpad is recognizing the gesture; if it does not, a gesture setting, hardware capability, or driver may be involved. Microsoft notes that some gestures work only on precision touchpads. Do not assume that every touchpad supports every gesture.

Update or reinstall the touchpad driver

Microsoft says a touchpad that is not working might have a missing or outdated driver. Its recommended route for touchpad driver updates is Windows Update. Device Manager is another route: use it to update the touchpad driver, or reinstall the driver if updating does not help.

  1. Check Windows Update for available driver updates.
  2. If the problem remains, open Device Manager and locate the touchpad device to update its driver.
  3. If updating does not resolve the issue, use Device Manager to reinstall the touchpad driver.
  4. If updating or reinstalling still does not fix it, contact the computer manufacturer, as Microsoft recommends.

The exact touchpad device name and the available driver options can vary by computer. Follow the entries shown for your device rather than choosing an unrelated pointer or mouse device. Microsoft’s touchpad-specific steps are at Fix touchpad problems in Windows.

Troubleshoot by symptom

The wheel works only after clicking a window

In Mouse settings, enable scrolling inactive windows while hovering. Hover over the window you want to scroll and test the wheel without clicking first. If that resolves it, the original behavior was consistent with inactive-window scrolling being off.

The wheel responds, but the distance or direction feels wrong

In the Mouse settings Scrolling section, choose lines or one screen per notch, adjust the line count if using multiple lines, and set the direction you prefer. Change one control at a time and retest so it is clear which setting affects the result.

The mouse pointer also does not move

Do not treat this as only a scrolling preference. Reconnect the mouse, try another USB port or bypass the hub, inspect the cable or sensor, check power, and reset a wireless device or reconnect its receiver where applicable. A cross-PC test can help determine whether the same mouse fails away from the original computer.

The two-finger touchpad slide does not scroll

Confirm that you are sliding two fingers together, not using the mouse-wheel instructions. Some gestures depend on precision touchpad support. If the touchpad still does not work, follow Microsoft’s update and reinstall guidance for its driver, then contact the computer manufacturer if those steps do not help.

Horizontal wheel scrolling is unavailable

Windows’ horizontal scrolling behavior depends on a mouse that supports it. If the device lacks that capability, changing the vertical wheel settings will not add horizontal-wheel support.

Windows 10 support note

The Microsoft support pages linked above include guidance for Windows 10 and Windows 11, but the Windows 10 end-of-support date matters when deciding what to do beyond these input checks. Microsoft states support ended October 14, 2025. The scroll-setting and touchpad steps may still be useful on an existing Windows 10 installation, but that does not mean the operating system continues to receive free updates, technical assistance, or security fixes.
