Schools are restricting smartphones to reduce distraction, limit opportunities for online conflict during the school day and encourage more face-to-face interaction. The rules vary: some restrict phones only in lessons, while others require pupils to have no access throughout the day. Early reports describe benefits in some settings, but they do not prove that phone restrictions prevent online harms generally or work the same way in every school.
What does “phone-free” mean at school?
There is no single international definition of a school phone ban. Policies differ in when they apply and how schools control access: a phone might need to be out of sight in lessons, stored in a locker, handed to staff or secured in a pouch. Some rules allow supervised or conditional use. A 2026 report from the Publications Office of the European Union estimated that about 40% of education systems worldwide had some form of smartphone restriction by the end of 2024, ranging from full school-hour bans to conditional use. The EU report examines policies in France, Hungary, Italy and Sweden.

What are schools in England expected to do?
In England, the Department for Education’s July 2026 government response says mobile-phone guidance became statutory on 29 June 2026, with schools expected to follow it from September 2026 unless there is a legally justifiable reason not to. The expected default is no pupil access during lessons, between lessons, breaktimes and lunch. School leaders remain responsible for implementation and justified exceptions. Separately, the Department for Education’s guidance, revised in January 2026, says a school can place its rules in its behaviour policy or publish a separate phone policy. It advises that rules be straightforward, fit the school’s culture and be clearly explained to pupils and parents. Staff are expected to enforce them consistently. The guidance describes lockers and staff collection as approaches schools use; the 2026 response also identifies secure pouches as an option. It does not require schools to buy a particular storage product.
How can a school put a phone restriction into practice?
The choice of storage method should match the policy’s scope and the school’s practical needs. A rule that prohibits access all day needs a reliable way to keep phones inaccessible; a classroom-only restriction may need a less intensive process.

Whichever method is used, the policy should explain what pupils must do, when access is allowed, how breaches are handled and how staff will apply the rule. Families also need a way to reach pupils. The Department for Education says parents who need to contact a child during the school day should go through the school office, rather than relying on the child’s phone. The department’s guidance covers policy communication and this contact route.
Plan for exceptions and accessibility
A phone restriction should not prevent a school from meeting its duties to disabled pupils or supporting pupils with medical conditions. The Department for Education gives diabetes monitoring through a phone-linked continuous glucose monitor as an example of a legitimate need for phone access. Where possible, it recommends tailoring access to a specific purpose, time and location. The guidance explains these considerations.

What do early reports say about outcomes?
Reports from England, New Zealand and the Netherlands describe policy coverage or perceived and reported changes, but they measure different things. Their findings should not be treated as a single, controlled estimate of what a ban will do in every school.

Together, these reports suggest that schools may see benefits when restrictions are implemented and supported, while compliance can remain imperfect. They do not establish a universal effect or show that school restrictions by themselves prevent online harms.

Why can a school-day policy not solve online harms on its own?
A school can set rules for access on its premises and during the school day; it cannot use those rules to govern children’s device use at home or how online platforms are designed and operate. The Children’s Commissioner for England cited a YouGov poll from March 2025 in which 69% of children aged 8–15 reported more than two hours a day using a computer, smartphone, tablet or gaming console, and 23% reported more than four hours. The figures cover device use, not smartphone use alone. The commissioner’s report uses this wider context to argue for an approach to online safety that extends beyond school hours.
Phone restrictions are therefore one possible part of a broader response. Their intended aims—such as reducing distraction or limiting opportunities for in-school online conflict—should be distinguished from evidence of measured outcomes, and from the wider task of keeping children safer online outside school.
