San Francisco had not canceled its Flock Safety license-plate-reader network as of September 2026. Mayor Daniel Lurie instead announced tighter rules for data retention and police access while the cameras remained in operation. The contract was expected to come up for renewal in February 2027, but the city had not yet decided whether to renew it.

What “keeping” the cameras means

The city’s choice was to keep the existing arrangement running while adding safeguards—not to make a confirmed long-term commitment. Reporting in September 2026 said the contract was expected to reach renewal in February 2027. The precise vote date and formal decision process were not established in that coverage. The San Francisco Standard reported the mayor’s September 29 announcement, while its September 8 coverage discussed the renewal timing and candidate positions.

That makes “keeping” a description of the status quo, not proof that officials had approved another contract term. The practical choice ahead was whether to continue the system under restrictions or let the contract lapse.

What the new safeguards change

Under the rules announced by Lurie on September 29, Flock was required to remove license-plate-reader data from its systems after 30 days. The mayor’s office said SFPD would have sole control of the data after that point; previously, Flock had access for 12 months. The announcement also set limits on police access and required deletion in most cases.

Issue Announced rule
Vendor retention Flock must remove ALPR data from its systems after 30 days.
Police access after 30 days Personnel need command approval and must document use in connection with an ongoing investigation.
Police retention SFPD must delete data after 12 months in most cases.

These are safeguards announced by the mayor; they do not mean the cameras were switched off or the contract canceled. The Standard’s report on the announcement described the retention and access changes.

Why privacy and access are central to the dispute

License-plate readers capture vehicle plate information that can be searched to support investigations. The controversy is not only about whether police may use cameras, but also how long records remain available, who can search them, whether outside agencies can obtain access, and what happens when rules are broken.

Reports of outside-agency access describe different findings and should not be merged into a single count. The San Francisco Standard reported that an internal audit disclosed hundreds of access events by out-of-state and federal agencies that violated state law or department policy. In a separate September 2025 investigation, the Standard described 1.6 million illegal accesses by out-of-state agencies. The latter figure is not the same measure as the later audit’s reported events. The September 17 report covered the access concerns; the separate investigation used its own timeframe and characterization.

The scale of the network is also easy to overstate. Axios reported on September 14, 2026, that volunteers had documented 488 ALPRs in San Francisco in the public Finding Flock database. That is a volunteer-documented count, not an official city inventory. Axios reported the dated count.

What San Francisco’s camera laws do—and do not establish

San Francisco’s Administrative Code addresses public-safety cameras in Chapter 19 and surveillance-technology policies in Chapter 19B. The code includes community feedback before certain camera-placement decisions and annual reporting for cameras installed under Chapter 19. Those provisions should not automatically be treated as applying to every requirement for this vendor network; the specific policy and approval record matter. See Administrative Code Section 19B.2 and Section 19.4.

Voters approved Proposition E in March 2024, changing aspects of the city’s rules for police use of cameras and other technology. That broader voter-approved policy context is distinct from both the Flock contract and the mayor’s 2026 administrative safeguards. The SFPD’s Chapter 19 page explains the public-safety camera ordinance. Local disagreement over the cameras and their oversight was also reported by The San Francisco Standard on September 24, 2026.

How to judge the renewal decision

The key question is not simply whether a city with liberal politics should use police cameras. It is whether the system’s investigative value justifies its privacy risks—and whether safeguards can be enforced in practice. The available reporting does not establish an independent effectiveness figure for San Francisco’s Flock network, so it cannot support a claim that these cameras reduced citywide crime.

  • Public-safety utility: what investigations the system meaningfully supports, and how that contribution is measured.
  • Retention: whether vendor and police deletion rules are implemented as announced, including exceptions.
  • Access and sharing: who can search the data, who approves searches, and what restrictions apply to out-of-jurisdiction agencies.
  • Auditability: whether access records are reviewed and findings are made public in a useful form.
  • Accountability: what consequences follow misuse, and whether controls are contractual, administrative, or required by law.

As The San Francisco Standard reported on September 29, Lurie said: “San Franciscans expect us to keep them safe and protect their privacy.” The renewal decision will test how the city balances those two expectations.
