The choice supported RMS(one), RMS’s data-intensive catastrophe-risk modeling and portfolio-management platform; it was not simply a bid for lower latency or a wholesale replacement for AWS.
What RMS needed from its cloud
RMS customers wanted to run catastrophe-risk models without buying and maintaining the servers themselves. Those workloads required substantial computing and data capacity. A cloud environment could also make it easier to run more analysis and deliver system and model updates faster.
RMS initially used Amazon Web Services as a development runway, then moved toward a private-cloud design for production catastrophe modeling. The Iceland deployment was therefore part of a specialized infrastructure strategy: RMS could control the computing environment needed for its applications without constructing and operating its own data centers.
Why Iceland fit the deployment
Renewable power and more predictable operating costs
Electricity was a central consideration for a compute-intensive service. Contemporary accounts described Iceland’s hydroelectric and geothermal generation, and Verne Global said its campus ran on 100 percent renewable power in its 2013 announcement. The renewable supply aligned with customers’ sustainability concerns and European emissions pressures, while low, predictable energy costs mattered to RMS’s large computing footprint.

The economics were particularly relevant because the disaster-recovery, load-testing and staging footprint was the largest of RMS’s sites. Those workloads could consume substantial power even when they were not the primary production environment, making energy costs consequential beyond day-to-day customer modeling.
A location between European and North American markets
Iceland offered network routes toward both Europe and North America. Contemporary descriptions also noted redundant cable routes and proximity to AWS facilities in London and Dublin, which could support connectivity, latency-sensitive links and burst capacity. That made the island useful as part of a connected architecture; it does not establish that every customer or workload experienced lower latency than it would from a domestic data center.
A site for a provider-led infrastructure model
The facility was on Verne Global’s 44-acre campus, about 45 minutes from Reykjavík, according to 2013 descriptions. The site had previously served as a NATO command-center and missile-storage location. Those features formed part of the facility’s setting, but the location alone should not be treated as proof of a particular security guarantee.
RMS used Verne Global’s data-center campus and Datapipe’s Stratosphere high-performance-computing and private-cloud services. RMS developed specialized infrastructure for its applications but did not build its own data centers. This arrangement let RMS shape the computing environment while relying on infrastructure providers for the facility and managed-cloud operations.

How the Iceland environment fit into RMS’s architecture
Datapipe’s Stratosphere HPC platform handled peak loads at the Verne Global site. The Iceland environment also supported staging, stress testing and planned disaster recovery. RMS’s cloud materials described hardened, interconnected data centers; low-latency communications; geographically separate disaster-recovery capability; and the option to add processing and storage nodes or bring additional data centers online.
Those capabilities are best understood as features of the broader deployment and its architecture, not as automatic consequences of choosing Iceland. Geographic separation for disaster recovery depends on where the additional site is placed, while capacity expansion depends on adding the required infrastructure. The sources describe RMS’s plan and design, not proof that every capability was deployed in the same way at every point in time.
Why not just use AWS or a domestic data center?
The evidence describes a progression rather than a simple either-or choice: RMS used AWS for early development and moved toward a private cloud for production catastrophe modeling. The production environment needed specialized computing, control over infrastructure and a plan for scaling capacity. Iceland offered a location and power profile that fit those needs, while proximity to AWS facilities in London and Dublin remained useful for connectivity and burst capacity.
A domestic data center might have offered advantages for customers or operations tied to a particular country, but the contemporary accounts do not provide a direct cost, latency or performance comparison with a named domestic alternative. The defensible conclusion is narrower: Iceland combined renewable electricity, a suitable campus and international network options in a provider-led arrangement that RMS judged appropriate for this deployment.

What the date and figures mean
RMS announced the deployment and opened the cloud environment on September 19, 2013. The 44-acre campus description, the estimate of 45 minutes from Reykjavík and the 100 percent renewable-power claim refer to contemporary descriptions of Verne Global’s facility and announcement, not a statement about its present-day operating conditions.
A contemporary CIO report also attributed to RMS cloud architecture and engineering director John Stanford a statement that Iceland’s government charged no VAT to companies operating in Iceland without a local office, as an incentive to encourage partnerships with Icelandic firms. This was an additional business consideration reported at the time; the sources do not establish that it was the primary reason for the location choice.
These details explain a historical deployment decision. They should not be read as a description of RMS’s current architecture, the present status or ownership of the providers, or current AWS-region relationships.
