If those files contain passwords or other secrets, the breach can extend beyond the vulnerable device: attackers may use the stolen credentials to access other systems, move through a network, or establish persistence. A patch closes the vulnerable route, but it cannot take back data already stolen or undo activity that happened before the fix.
What “pre-authentication file read” means
“Pre-authentication” means the attacker does not need to prove their identity before exploiting the flaw. A file-read vulnerability lets an attacker request files the software or device should not expose. Depending on the flaw, the request may reach files outside the intended directory or cross another file-access boundary.
CISA described CVE-2019-11510 as “a pre-authentication arbitrary file read vulnerability affecting Pulse Secure VPN appliances.” The advisory says a remote attacker could request arbitrary files through a directory-traversal flaw. That description applies to this specific Pulse Secure vulnerability; it is not a claim that every file-read flaw works the same way.
Why exposed files can create risks beyond disclosure
Files may contain credentials or account details
The impact depends on which files are accessible, what they contain, and how the affected system is configured. In CISA’s test environment for CVE-2019-11510, the exposed files revealed Active Directory credentials—including a domain administrator password—and a local appliance administrator password. CISA also reported that the flaw could expose basic local-account information.

That example shows what can happen when sensitive material is readable; it does not mean every arbitrary file read reveals administrator credentials or leads to a complete compromise.
Stolen credentials can become a route into the network
With valid credentials, an attacker may be able to access other services as a legitimate user, making malicious activity harder to distinguish from normal use. In incidents described by CISA, attackers used credentials stolen through CVE-2019-11510 to access networks and move laterally. CISA also documented persistence activity, file collection, and ransomware in victim environments. It noted that conventional antivirus and endpoint-detection products did not detect the activity described because the actors used legitimate credentials and remote services.

The important risk chain is conditional: a flaw exposes useful files; those files contain secrets; and the attacker can use the secrets to reach additional resources. A file-read vulnerability does not guarantee each link in that chain.
Why patching may not be enough after exploitation
Applying a patch can close the vulnerable path, but it cannot invalidate credentials that were already copied or automatically remove persistence established before the fix. CISA observed compromised Active Directory credentials being used months after the appliance had been patched when the organization had not changed those credentials.

For CVE-2019-11510, CISA’s advisory urged organizations to upgrade to the corresponding patches. Its recommendations also addressed the possibility that an attacker had already exploited the appliance. The advisory was revised on September 5, 2023, and initially published on April 16, 2020; consult current CISA and vendor guidance for current product instructions.
What organizations should do if exploitation is suspected
CISA’s advisory recommends combining remediation with investigation and containment when there is evidence of exploitation. Its source-specific steps include:

- Review logs for exploit attempts and unauthorized sessions.
- Change passwords for relevant Active Directory accounts, including administrator and service accounts, if exploitation is found.
- Look for unauthorized applications, scheduled tasks, remote-access tools, and remote-access trojans that could indicate persistence.
- Consider reimaging affected systems when suspicious activity is confirmed.
These steps reflect CISA’s guidance for the Pulse Secure case, not a universal incident-response checklist for every product. If an organization finds indicators of compromise, it should use current vendor and CISA advice and consider qualified incident-response support appropriate to its environment.

Other vulnerabilities can also bypass file-access protections, but their mechanics and authentication requirements differ. For example, NIST’s NVD entry for CVE-2025-55130 describes a Node.js Permissions model flaw in which crafted relative symlink paths could bypass --allow-fs-read and --allow-fs-write restrictions, enabling access outside a permitted path and potentially leading to system compromise. That is a file-access-boundary bypass; it is not the same vulnerability as CVE-2019-11510, and the NVD description does not establish that it is pre-authentication.

For any specific vulnerability, check the relevant vendor advisory for whether authentication is required, what component and paths are affected, what sensitive data could be exposed, whether exploitation has been observed, and which versions have a fix. Do not infer those details from the broad label “arbitrary file read.”
