Crude oil getting cheaper does not mean the pump price drops by the same amount straight away. Crude is only one input in the price of finished petrol. Refining, distribution, retailer margins, taxes, exchange rates, local competition and plain timing all sit between a crude benchmark and the number on the forecourt sign. (US sources call the same fuel “gasoline”; this article uses “petrol” except where it quotes them.)

A slow fall does not on its own prove that retailers are padding margins. Equally, the pattern of prices rising faster than they fall is real in some datasets. The sections below separate what the evidence supports from what it does not.

What is actually in a litre of petrol’s price?

The US Energy Information Administration (EIA) lists four broad components of the pump price: crude oil, taxes, refining costs and profits, and distribution and marketing. The European Central Bank (ECB) uses a similar split for the euro area: crude, refining and distribution margins, and taxes.

A useful mental model is a chain:

  1. Crude oil is bought and priced against a benchmark.
  2. It is refined into petrol, which has its own supply, demand and specification.
  3. The petrol is sold at wholesale or terminal level.
  4. It is distributed and sold by a retailer.
  5. Taxes are applied according to the local tax system.

Every link has its own costs, margins and timing. A crude benchmark also does not necessarily match the grade, location, currency or delivery date behind the petrol at a given station. The EIA notes that gasoline characteristics and refining costs vary by region and season, with formulations, ethanol blending, demand, transport and local conditions all playing a part.

How big is crude’s share? It depends on the country. The Reserve Bank of Australia (RBA), in a May 2026 paper, put global crude at around 40% of Australia’s final retail fuel price. Treat that as an Australian figure, not a global one.

Why a crude drop can reach the pump late, or only partly

It takes time to move through the chain

Crude passes through refining, wholesale deals, distribution and then retail. Inventories and delivery schedules mean the fuel on sale today may have been bought at an earlier price. The US Bureau of Labor Statistics (BLS) describes these delays through refining and distribution.

The regional estimates differ:

These are regional descriptions, not a universal timetable. The RBA also cautions that refinery or shipping disruptions can make the local change depart from the crude-price movement.

Petrol has its own price, separate from crude

Refiners sell petrol, not crude, to wholesalers. Refinery outages, capacity limits, seasonal formulations and blending rules can keep refined-product costs high even when crude eases. The ECB’s 2026 account of the euro-area fuel-price shock shows refining margins can amplify a crude shock rather than simply pass it along. The same logic works in reverse: if refining margins stay wide, a crude fall is partly absorbed before it reaches wholesale.

Taxes dilute percentage moves

Many fuel taxes are fixed amounts per litre or gallon, so they do not shrink when crude does. A 20% drop in crude therefore cannot produce a 20% drop at the pump. For illustration, the EIA reported US federal gasoline taxes and fees of 18.40 cents per gallon and average state taxes and fees of 33.55 cents per gallon as of January 2026. Other countries have different structures, so do not carry these numbers over to your own market.

The ECB framing makes the distinction clear. It described pass-through from crude to pre-tax pump prices as complete in levels: an extra €0.10 per litre in crude usually meant about €0.10 per litre more in the pre-tax pump price. In money terms the pass-through is close to one-for-one, but in percentage terms the final price moves less because the tax and margin components do not move with crude.

Currency matters

Where crude is priced in a foreign currency, a weaker local currency can offset some or all of a falling dollar crude price. This is part of the ECB’s euro-area framing. A crude benchmark chart in dollars can look like a large fall while the local-currency cost barely moves.

“Rockets and feathers”: do prices fall slower than they rise?

In some markets, yes. Researchers use the phrase “rockets and feathers” for retail petrol prices that jump quickly when wholesale costs rise and drift down when they fall. A Federal Trade Commission (FTC) paper on asymmetric pass-through in US gasoline prices found evidence of this in its data: retail prices rose, on average, more than four times as fast as they fell in response to wholesale rack-price changes. The paper dates from 2010 and the figure applies to its studied data, not as a universal multiplier.

The FTC also says results vary with geography, aggregation and the price series compared. Crude, rack, wholesale and pump prices are different series, and a national average can hide very different local behaviour.

The BLS adds a caution: delays alone do not explain why decreases are slower. Timing, local competition and consumer behaviour (for example, drivers not noticing or not shopping around) may all contribute. The pattern is evidence worth taking seriously, but it is not proof that every retailer raises prices quickly and cuts them slowly.

Margins and competition: what the evidence can and cannot show

A wide gap between input costs and the pump price can reflect timing, changing costs or higher margins. Telling them apart needs market-specific data. The UK Competition and Markets Authority (CMA) offers a recent example. In its 1 May 2026 monitoring update on road fuel, it reported:

  • Average retail fuel margins of 10.3 pence per litre in February 2026 and 10.7 pence per litre in March 2026.
  • That these were broadly unchanged, and close to or equal to the 2025 average of 10.7 pence per litre, despite a rapid price rise.
  • That margins nonetheless remained above historic levels and that competition concerns persisted.

The analysis was based on confidential financial information from large firms representing about 40% of UK petrol stations, so it is not a census of every forecourt.

CMA Chief Executive Sarah Cardell said: “The conflict in the Middle East has driven sharp increases in road fuel prices, putting real pressure on households and businesses across the UK. The CMA’s job is to ensure these rises reflect genuine cost pressures — especially given our previous work showing competition among fuel retailers isn’t as strong as it should be.” She added: “We will remain vigilant to ensure any fall in costs is passed on quickly to motorists.”

How long can a recovery take? A US illustration

An August 2026 article from the Federal Reserve Bank of St. Louis, titled “When Oil Prices Drop, Why Do Gasoline Prices Stay Elevated?”, ran a model scenario. If oil had returned to its pre-conflict level by 20 July 2026 and stayed flat, gasoline would take about six months to get within 25 cents of its pre-conflict price. The authors explicitly call this a hypothetical illustration, not a forecast. It shows how slow the tail of an adjustment can be, but it is not a prediction for any current price.

What this means for you at the pump

You cannot infer the next pump price from a single crude benchmark. A more reliable approach:

  • Check current local prices rather than headlines about crude.
  • Compare nearby stations. The CMA reported in May 2026 that local variation could allow savings of up to £9 per tank by shopping around. That is a UK finding and not a guaranteed saving elsewhere.
  • In the UK, the CMA described Fuel Finder data being used by apps and websites. Elsewhere, use your national or regional official price source or a comparison service, and check that the price shown is current.
  • If you want to judge whether a country’s prices are reacting fairly, look at the right comparison: wholesale or rack prices against pump prices, over a period long enough to cover the lag, with taxes stripped out.

Checklist: comparing one market with another
