Moline, Illinois, paused its nine fixed Flock Safety license plate reader cameras in September 2026 even as police cited investigations—including two double homicides—that the system had aided. The city said the current program no longer struck an acceptable balance between public-safety value and public confidence. Officials called the move a pause, not a permanent cancellation, and announced no date for a possible return.
Why did Moline turn off the cameras?
On September 15, 2026, the Moline Police Department announced it was pausing its fixed automated license plate reader (ALPR) program with Flock Safety. The program used nine cameras positioned around the city. Police expected the system to be fully deactivated in about 14 days; removing the hardware could take another 30 to 60 days. The department said deactivation would make the devices inoperative before physical removal (City of Moline announcement).
Chief of Police Darren Gault said the cameras had helped officers investigate serious crimes, locate stolen vehicles, and support crime victims. But the department judged that the arrangement no longer balanced that value with public confidence. Gault described the decision as “not a rejection of ALPR technology or its value to law enforcement,” and pointed to the difficulty of making responsible choices while technology, law, and public expectations change at different speeds.
Mayor Sangeetha Rayapati later told KWQC that public outcry played a large role. She said concerns crossed political perspectives and that reports of abuses elsewhere had led residents to question the need for the technology. Residents cited surveillance, privacy and data-retention worries, as well as questions about how public funds should be spent. Those concerns explain the public debate; they are not, by themselves, proof that Moline’s cameras were misused.

What cases did Moline police say the system helped with?
The department’s ALPR page describes the technology as valuable and lists examples of investigations it says were aided by it. The examples include:
- The January 2024 double homicide of Donna Ericson and Steven Herring.
- A May 2023 Chase Bank robbery and the May 2024 double homicide of Giovanni Flores and Zachery Meincke.
- A March 2025 payment-card skimmer investigation in which suspects were tracked to Arkansas and arrested.
- A June 2025 kidnapping, a November 2025 shooting, and a murder suspect located for another jurisdiction in November 2025.
- Stolen-vehicle cases and an April 2026 reckless discharge of a firearm.
The city presents these as examples, not a complete list. Its wording is that ALPR aided the cases; it does not say a camera independently solved them or establish that any particular case would have remained unsolved without the system. The department’s examples are available on its license plate reader page.

What does “helped solve” establish—and what doesn’t it?
An ALPR system can capture plate images and generate a possible match against information law enforcement is searching for. That can give investigators a lead, such as a vehicle’s location or a route to follow. A lead may contribute to an investigation without being the sole reason it advances or reaches an outcome.

They do not provide a case-by-case independent evaluation, a comparison with investigations conducted without the cameras, or an estimate of how many cases would otherwise have gone unsolved. “Aided” is therefore more accurate than saying the cameras alone solved or cleared a crime.

That distinction also matters when interpreting Flock’s national figures. CBS News reported on September 30, 2026, that Flock’s approximately one million “crimes solved” claim for 2025 was difficult to substantiate as phrased. Flock spokesperson Paris Lewbel told CBS the most precise description was that its technology supported approximately one million investigations and incidents. The company’s categories included investigative leads, cross-jurisdictional assistance, searches during active investigations and other deployments; CBS said Flock did not provide underlying data supporting the “solved a million crimes” wording. The company characterized its estimates as directional, not audited totals.
CBS also reported that about 700 agencies participated in Flock’s 2025 Impact Census, while 307 agencies supplied percentage estimates behind the company’s assertion that its technology assisted in 20% of cleared cases in customer jurisdictions. Those figures are company-reported estimates, not a causal finding that the cameras made those cases solvable. Criminologist Andrew Wheeler told CBS that camera involvement does not establish that a case would not have been solved in a world without the cameras. This national reporting offers context for evaluating broad claims; it is not an audit of Moline’s individual cases (CBS News report).

Is Moline ending the program permanently?
No permanent cancellation was announced. The police department said it would continue to evaluate options and monitor ALPR technology, legislation, privacy protections and law-enforcement practices. Rayapati told KWQC there was no set timeline for when—or whether—the program might return, and that officials would use prior methods while considering how policing technology can align with public sentiment.
The announced deactivation and removal estimates were plans made in September 2026, not confirmation that the work was completed on a particular date. The available city materials do not establish the final deactivation or removal date.

What remains unclear to residents
The city’s announcement and police page describe the decision and list stated safeguards, but they do not provide complete retention and sharing records or an independent verification of how restrictions were followed in practice. That leaves important questions about the system’s operation distinct from the question of whether police found it useful:
- What data was retained, for how long, and when it was deleted.
- Which agencies or personnel could access or share data, and what oversight applied.
- How often the system produced useful investigative leads compared with unproductive or incorrect matches.
- What safeguards or policy changes would be needed for public confidence to support any future use.
These are unresolved information needs, not evidence that a particular failure occurred. Moline’s pause reflects a policy judgment that reported investigative value was not enough, on its own, to sustain confidence in the program under the conditions then in place.
