In April 2019, Microsoft and GitHub employees signed a solidarity petition urging the companies to keep the 996.ICU repository available and uncensored. It was a protest against alleged extreme overtime in China’s technology sector and a call against platform censorship—not a reported strike against Microsoft’s own China operations.
What does “996” mean?
“996” describes a schedule of working from 9 a.m. to 9 p.m., six days a week: a nominal 72 hours. The name 996.ICU alludes to the risk that sustained overwork could send workers to intensive care. It became a rallying point for people documenting excessive overtime and debating working conditions at technology companies.

What happened in the 2019 campaign?
An anonymous activist launched 996.ICU on GitHub in late March 2019. Workers used the project to share examples of overtime and vote on companies they considered to have poor or better working conditions. The campaign drew attention both to workplace practices and to whether online platforms would leave workers’ accounts accessible.

These are snapshots from two contemporaneous reports, not current counts or a measure of how many people supported the campaign. Reuters quoted one anonymous participant asking, “What’s the difference between these 996 companies and the old landlords who oppressed peasants???”

Why did Microsoft and GitHub employees get involved?
The employees’ petition asked the platforms to protect access to the project: “We encourage Microsoft and GitHub to keep the 996.ICU GitHub repository uncensored and available to everyone.” The appeal combined solidarity with workers challenging long hours and concern about censorship of a public repository. Its stated demand was about keeping the project accessible, rather than changing Microsoft’s own work schedule.
Did Microsoft employees in China revolt against their employer?
The available contemporaneous reports describe employees supporting Chinese technology workers through a petition. They do not report that Microsoft staff in China went on strike or revolted against Microsoft over a company-imposed 996 schedule. Describing the episode simply as a revolt against Microsoft would therefore misstate what the letter was about.
Was 996 legal in China?
The 2019 petition cited Chinese labor-law limits of 40 working hours per week and a maximum of 36 overtime hours per month. In August 2021, China’s Supreme People’s Court and the Ministry of Human Resources and Social Security published guidance and examples stating that 996 overtime was illegal. That establishes the official legal position described in those materials; the cited reporting does not establish how consistently the rules were enforced in workplaces.

The campaign made complaints about overtime highly visible online, but the reports cited here do not establish how widespread 996 was across all Chinese employers, whether every company named in the project formally required that schedule, or the repository’s present-day status. In May 2024, Reuters reported that Microsoft offered optional overseas transfers to about 700–800 China-based cloud and AI employees amid U.S.-China technology tensions; Microsoft said it remained committed to the region. That later staffing development is separate from the 2019 petition and does not show what became of 996.ICU.
