Changing a PDF’s title, author, or other metadata can trigger a signature warning, but it does not automatically prove tampering or invalidate every signature. A digital signature authenticates specific bytes in a particular version of the file. If saving metadata rewrites bytes covered by that signature, its digest may no longer match; if the edit is appended as a later revision, the original signed version may still verify. The result depends on how the PDF was saved, the signature’s permissions, and what the validator checks.

What a PDF signature verifies

A PDF signature is tied to a defined range of bytes in the document. During validation, software recomputes a digest for the signed bytes and compares it with the value protected by the signature. The PDF specification describes this mechanism through the signature’s ByteRange. If an application rewrites any covered bytes while saving a metadata change, the digest comparison can fail. ISO 32000-1:2008, hosted in Adobe’s developer documentation, describes the byte-range and validation model.

Metadata is descriptive information, not a separate cryptographic trust check. But editing metadata still writes to the PDF, and different applications may save it differently. A full rewrite can change bytes inside the signed range; an incremental update can append a new revision while preserving the bytes of the earlier signed version. Consequently, the signature might remain valid for that earlier revision even when the current file contains a later change.

Why the result varies by save method and signature permissions

A rewrite can break integrity validation

Some save operations reconstruct the PDF rather than preserving the original signed bytes. If that process changes bytes covered by the signature, the original digest will no longer match. The validator may then report that the signature is invalid or that the document was modified.

An appended revision can preserve the signed version

PDF incremental updates add new data after an existing revision. Because the earlier bytes remain in the file, a validator may be able to verify the signature against the version that was signed while also reporting that later changes exist. A valid signature on an earlier revision does not, by itself, mean the current revision is unchanged.

Certification rules are a separate question

A certification signature can define which later changes are permitted. Whether a metadata edit complies with those permissions is distinct from whether the original signed bytes still pass the digest check. A validator’s result may therefore distinguish a valid earlier signature from a later modification that was not allowed. Separate the possible causes of a warning

A warning is not a diagnosis on its own. Check which part of validation failed before concluding that the document was altered.

  • Integrity: Do the bytes covered by the signature still match its digest?
  • Revision and permissions: Did the file change after signing, and did the certification signature permit the change?
  • Certificate trust: Does the application trust the signer’s certificate chain?
  • Timestamp and revocation evidence: Can the validator verify the timestamp and establish certificate status at the relevant time?

Trust and time warnings can occur even when they are not evidence that a signed byte range changed. Adobe notes, for example, that a timestamp may be unverified when its server certificate is not trusted, and that timestamp expiration can be reported separately. How to check a signed PDF safely

  1. Keep the received file unchanged. Save a separate copy for examination and retain the original as the evidence you received. Do not overwrite it with a metadata edit or a re-saved copy.
  2. Validate in a signature-aware application. In Adobe Acrobat or Reader, open the Signatures panel and choose Validate Signatures. Review the validation details rather than relying only on a summary icon. Adobe’s validation instructions describe this workflow.
  3. Identify the failed check. Determine whether the message concerns the digest, a later document change, certificate trust, the timestamp, or revocation information. These are different findings and require different explanations.
  4. Inspect signed versions and later revisions. Where supported, use the application’s version or revision details to see whether the signature verifies for an earlier version and what was added afterward. Acrobat and Reader can track previously signed versions through a document’s lifecycle, according to Adobe’s signature guidance.
  5. Check long-term validation evidence. Review whether the file contains the relevant certificate-status information and a trusted timestamp. Adobe describes circumstances in which this information can be added at signing or later; obtaining it may require an internet connection and saving the PDF.   6. For an official publication, compare with the issuer’s copy. Follow the issuing agency’s instructions and obtain the file from its official source. The U.S. Government Publishing Office (GPO) says altered content invalidates its certification and asks users to contact GPO if a file downloaded directly from GovInfo does not validate. GPO recommends Acrobat or Reader for its signed publications because some browser PDF viewers may not validate digital signatures. See its authentication guidance.

Do not substitute a printed or re-saved copy

A print-to-PDF file or a copy saved after editing is not a replacement for the original signed evidence: it may no longer contain the original signature or the same signed bytes. GPO notes that its workaround for adding annotations creates a new PDF without the digital signature. Preserve the original and treat any edited copy as a separate file.

What a warning does—and does not—establish

The GPO describes document integrity as “Providing evidence of document integrity means that measures have been taken to prevent unauthorized or accidental changes to the data.” That is a technical assurance about a document’s data, not a universal legal ruling. A signature warning alone does not establish whether a document is admissible, valid, or enforceable; those questions depend on the jurisdiction and circumstances. The technical sources cited here explain PDF signature behavior, not a general rule of evidence.

Limits of standards and conformance labels

The cited byte-range and incremental-update explanation comes from ISO 32000-1:2008 text hosted in Adobe’s developer documentation. It describes the mechanism, but implementation details and applicable standards can vary; for implementation-sensitive decisions, consult the specification applicable to the PDF and software in question. A PDF/A label does not settle signature validation: the PDF Association notes that PDF/A-1 neither defines signature semantics nor requires readers to validate signatures.
