India’s All India Notebook Manufacturers Association is seeking a minimum import price for finished notebooks and an anti-dumping probe into imports from Indonesia, according to PrintWeek’s 5 October 2026 report. These are requests, not government measures shown to be adopted. The GST schedule separately lists notebooks at 12% and certain other stationery articles at 18%, so the classification matters when assessing the tax context.
What import curbs are notebook makers seeking?
PrintWeek reported on 5 October 2026 that the All India Notebook Manufacturers Association wants two steps: a minimum import price for finished notebooks and an anti-dumping investigation into Indonesian imports. The report establishes the association’s requests; it does not establish that the government has accepted them, opened an investigation, or imposed a price floor.
Minimum import price
A minimum import price would set a floor for the price at which covered finished notebooks could be imported. The report describes this as a request. It does not provide a proposed price, product definition, implementation details, or evidence that such a floor is in force.
Anti-dumping probe
An anti-dumping probe would examine the specified imports and could lead to a trade remedy if the relevant authorities determine that the legal conditions are met. A request for an investigation is not itself a finding of dumping or a duty. PrintWeek’s report identifies Indonesian imports as the proposed focus but does not establish that an investigation has begun or reached any finding.

What does the GST schedule say about notebooks?
The Central Board of Indirect Taxes and Customs (CBIC) schedule lists notebooks, exercise books, graph books, and laboratory notebooks under heading 4820 at 6% CGST plus 6% SGST, or 12% combined for intra-state supplies. It lists other stationery articles under the same heading separately at 18%. The separate entry for other stationery should not be treated as the rate for notebooks. PrintWeek’s headline links the association’s request to a GST shift and changing notebook economics. The available reporting does not establish the exact product, period, exemption, or input-credit rules behind that argument. In particular, it does not support a blanket claim that finished notebooks are exempt: the CBIC schedule lists the specified notebook categories at 12%.

What is known—and not known—about the request?

A minimum import price, as described in the report, concerns finished notebook imports generally; the proposed anti-dumping inquiry is directed at Indonesian imports. An inquiry would require examination before any resulting remedy, while the report establishes only that the association has asked for action.
The practical effects remain open questions rather than established outcomes. Assessing them would require evidence about domestic producers’ costs and capacity, importer and retailer costs, school and household prices, and the availability of notebooks. The cited report and GST schedule do not quantify those effects.
