Headless browsers work on a laptop because the workstation quietly supplies a compatible browser binary, native libraries, fonts, permissions, writable storage, display support, and spare CPU and memory. CI runners, Docker containers, and serverless services change or restrict those conditions. Production failures that look like flaky tests are usually packaging, isolation, resource, version, networking, or process-lifecycle problems.

What changes between a laptop and production?

A local Playwright or Puppeteer run is not a portable environment description. Your package manager may have downloaded a browser, the operating system may already contain every shared library Chromium needs, and your user account may have a working sandbox and writable cache. A hosted runner or container may provide none of those assumptions.

The production failure layers

Browser and framework versions drift

Playwright and its browser binaries are released as a unit. A Docker image built with one Playwright version and a project using another can leave the framework unable to locate the expected executable. Puppeteer has a similar failure mode when Chrome for Testing is not downloaded or when package-manager policy suppresses its download.

Pin the framework, browser image, and exact image tag together. Update them as a tested unit rather than allowing a floating base image or an unpinned package to change independently.

Minimal images lack native dependencies

Chrome for Testing can start locally and fail in a minimal Linux image because shared libraries, fonts, certificates, or other system packages are absent. The error may appear as an immediate launch failure, a blank page, or a crash after navigation. Build the image with the browser dependencies and the fonts your pages require; do not assume a Node.js runtime includes them. Puppeteer’s documentation specifically notes that the default Node.js runtime on Google Cloud Run does not include the system packages needed for Headless Chrome.

Sandbox permissions differ

Running Chromium as root disables its normal sandbox. A safer production arrangement is a non-root user with a compatible seccomp profile and the sandbox enabled. --no-sandbox is documented as a workaround for some container setups, not as a general production fix; disabling a security boundary should require an explicit, reviewed decision.

PID 1 and zombie processes

Containers often run the browser process tree under PID 1 without a proper init process. When workers exit or a browser crashes, child processes can remain as zombies and eventually exhaust process limits. Playwright recommends starting the container with --init, or using an equivalent init entrypoint that reaps children.

Shared memory is a functional requirement

Chromium uses shared memory for browser processes. Docker’s default /dev/shm can be too small, producing renderer crashes or unexplained launch failures. Playwright recommends --ipc=host; an appropriately sized --shm-size is an alternative when host IPC is not acceptable.

Choose the isolation and shared-memory setting that fits your security policy, and measure it under the concurrency you intend to run.

Headed and headless are different modes

Headed Linux execution needs an X server. In CI, Playwright’s guidance is to run Xvfb for headed tests. Switching to headless removes the display-server requirement, but it does not remove the browser binary, native libraries, fonts, sandbox, or shared-memory requirements.

Container networking changes what localhost means

Inside a container, localhost refers to that container. A browser trying to open a service running on the host may therefore receive a connection refusal or an unrelated page. Use the hostname or network alias reachable from the browser container, and make service startup and DNS dependencies explicit.

Parallel workers share more than browser state

Browser contexts isolate cookies, local storage, and pages inside the browser process. They do not isolate accounts, databases, queues, rate limits, files, or third-party services. Parallel workers can therefore produce failures that look random while competing for the same external state. Allocate CPU and memory from measured concurrency, cap worker counts, and give each test the data and account isolation it actually needs.

Serverless lifecycle can stop your work

On Cloud Run, CPU allocation can change after an HTTP response. If browser work continues in the background after the handler responds, it may take minutes or appear stalled. Finish the browser operation before responding, or configure the service for CPU allocation after the response when that platform mode is available to your deployment.

Build a reproducible browser runtime

  1. Pin the release set. Lock the Playwright, Puppeteer, or Selenium version, the browser version or image tag, and the operating-system base image. Record the exact tag used by CI.
  2. Install deliberately. Ensure the image contains the browser executable, required shared libraries, fonts, certificates, and any Xvfb package needed by headed tests. Verify the executable path during the image build.
  3. Run with least privilege. Create a non-root runtime user. Keep Chromium’s sandbox enabled with the container’s approved seccomp profile; document any exception instead of adding --no-sandbox automatically.
  4. Give the container a real init and enough shared memory. Start with --init and either --ipc=host or a measured --shm-size.
  5. Make display mode explicit. Use headless mode when a display is unnecessary. For headed Linux runs, start Xvfb before the test process and export the display it provides.
  6. Make networking explicit. Replace assumptions about localhost with container-reachable service names, wait for dependencies, and verify outbound access to every site the test visits.
  7. Set resource and worker limits. Size CPU, memory, shared memory, and file/process limits for the maximum concurrent browsers, then cap workers so the host and shared services remain healthy.
  8. Preserve evidence. Upload traces, screenshots, videos, console output, browser-launch logs, and the container image tag from failed jobs. For Playwright launch diagnostics, set DEBUG=pw:browser.
  9. Handle serverless timing. Await browser work before sending the response, or select a platform configuration that keeps CPU allocated for post-response work.
  10. Secure remote control. If you expose Selenium Grid, apply firewall rules and authentication appropriate to the deployment; never treat a Grid endpoint as a public unauthenticated service.

How Playwright, Puppeteer, and Selenium differ operationally

No framework is a universal production winner. The useful choice depends on browser coverage, language, installation model, and whether you need remote grid execution.

Reproduce the failure with the same image, user, browser version, worker count, resource limits, and network topology as CI. A successful run on a developer laptop is not a control experiment for a different runtime.
