ERP implementations fail for more reasons than faulty software. They can run late or over budget, disrupt operations, be poorly adopted, miss their expected benefits, or be abandoned. These outcomes have different causes, so there is no single failure rate that captures them all. The most useful prevention is to treat ERP as a business and organizational change project: establish clear ownership, verify process fit, plan the work realistically, involve employees, and test data and workflows before go-live.
What does ERP implementation failure mean?
“Failure” can describe several different results. A project might technically go live yet still miss its budget, disrupt business, or leave employees using only a small portion of the system. Another project might deliver the software but fall short of the benefits used to justify the investment. Abandonment is a more complete breakdown, but it is not the only meaningful measure of a poor outcome.

These measures should not be collapsed into one unexplained percentage. A systematic mapping of ERP literature by Evren Coskun and co-authors, published in 2022, included 72 technical articles after screening 353; it describes a varied research field, not a universal failure rate. An August 2026 review by erp.io likewise found inconsistent definitions and weak provenance behind commonly repeated ERP failure statistics. It notes that benefit realization is rarely assessed against a baseline set before a project begins.
Why do ERP implementations fail?
ERP connects processes and teams that may previously have operated separately. That makes decision-making, process design, employee readiness, and project control as important as technical configuration. A 2005 study of Fortune 500 organizations by Kim, Lee, and Gosain identified cross-functional coordination and support, business-process change management, and user resistance among critical impediments. In that study context, coordination problems were more critical than understanding technical features.

Departments cannot make timely shared decisions
Finance, operations, sales, and other groups may have conflicting requirements or different views of how a process should work. If no one has authority to resolve those conflicts, decisions and dependencies stall. Requirements can also expand as each group tries to preserve its existing way of working.
Prevention starts with an empowered executive sponsor and cross-functional decision-makers who have time and authority to participate. Define who owns process, data, and scope decisions, how disagreements are escalated, and how quickly they must be resolved. Track open decisions and dependencies so that a blocked choice is visible before it becomes a schedule problem. These are governance practices, not a universally prescribed committee design.

The software and business processes do not fit
An ERP package comes with workflows and assumptions. If selection overlooks the organization’s size, industry needs, operating model, or essential processes, mismatches may surface only after design work is underway. Late user input can make changes more costly, as Andres E. Diaz argued in a 2006 PMI paper on ERP methods, requirements, and stakeholders.
Document the business outcomes and essential processes before settling on a product or implementation approach. Test fit against real transactions and exceptions, not only a polished demonstration. Involve process owners and end users while requirements can still shape the design. Decide which processes will be standardized, configured, integrated, or customized, and assess the consequences for fit, scope, and maintainability. Customization is not automatically wrong; an unexplained or late customization is a scope and supportability risk.

Planning and estimates omit important work
A project can begin execution with unresolved assumptions about scope, stakeholders, requirements, dependencies, and risk. Diaz’s PMI paper argues that ERP methods may place more emphasis on execution and monitoring than on initiation and planning. A date and a budget are not reliable simply because they have been announced.
Build the business case and baseline scope, schedule, cost, and expected benefits before execution. Estimates should account for internal subject-matter experts, infrastructure, data work, integration, process change, and training—not just software and implementation labor. When assumptions change, revisit the estimate rather than silently absorbing new work. Set readiness criteria for major transitions; a target go-live date alone does not show that the business is prepared.

Employees are asked to change without meaningful support
Resistance is more likely when affected employees have little input into new workflows or do not understand why they are changing. A late software demonstration cannot substitute for change management. The Fortune 500 study identified user resistance and change management as material impediments, and PMI guidance recommends involving people from the field and training users at different levels.
Identify which roles and tasks will change, explain the reason for those changes, and give affected employees a meaningful role in process design and testing. Train by role using realistic tasks and data, rather than relying only on general demonstrations. Budget for communications, training, and support after go-live, and use readiness checks and actual usage measures to identify where people need help.

Data, integration, or end-to-end workflows are not adequately tested
Data conversion and integration recur in ERP research syntheses, including a 2019 synthesis of 53 studies published from 1999 through 2018. The available evidence does not establish a universal ranking of technical causes. An August 2026 industry-authored review also warns that data-quality problems can be underestimated, while noting that its assessment draws partly on deployment experience.
Identify data sources and accountable owners early. Profile representative data, correct quality issues, and reconcile important totals and records after conversion. Rehearse migration and cutover, test interfaces, and run complete business scenarios—including exceptions—with users. These controls reduce avoidable surprises; they are not a guarantee against failure.

Turn the risks above into controls that are owned, funded, and reviewed throughout delivery. Raed M. Skaf’s December 2012 PM Network article for PMI emphasized the same management dimension, writing: “The causes of failure aren’t just technical—they’re managerial slip-ups.” His statement is an author’s characterization, not a measured finding.
- Define success before selecting or configuring the system. Set measurable targets for cost, schedule, continuity, process performance, adoption, and benefits. Record the baseline and the owner for each measure so that post-launch results can be compared with the original case.
- Connect requirements to business priorities. Map the outcomes the organization needs to the processes and transactions that support them. Test product fit and identify the intended balance between standard workflows, configuration, integration, and customization.
- Assign authority and participation. Name an executive sponsor, business process owners, data owners, and cross-functional decision-makers. Make time for affected staff and subject-matter experts to contribute during requirements, design, testing, and readiness reviews.
- Baseline the full delivery effort. Record scope, assumptions, dependencies, schedule, cost, and expected benefits. Include internal staff time, infrastructure, migration, interfaces, process changes, communications, and training in the plan; update estimates when assumptions shift.
- Make readiness evidence-based. Before cutover, verify migrated data, interfaces, end-to-end workflows, and exception cases. Rehearse cutover and recovery plans, confirm role-based training and support arrangements, and resolve critical open decisions rather than treating the calendar date as proof of readiness.
- Manage stabilization and benefits after launch. Track actual usage, operational issues, process performance, and expected benefits during stabilization. Assign owners to unresolved risks and adoption gaps, and compare results with the pre-project baseline.
This sequence synthesizes PMI project-management guidance and the cited ERP studies; no checklist is a validated guarantee of success. PMI’s December 2012 article reported three historical Panorama Consulting Group figures, but its page does not state the original survey year or full method:

These are separate historical findings, not components of a single failure rate, and they should not be presented as current universal odds. The 2026 review’s examination of citation chains found incompatible definitions and gaps in methods; it does not establish a replacement prevalence estimate.
