The Menu key opens a context menu for the item or control that currently has keyboard focus; it is not a universal Windows menu button. First select an item that supports a context menu and press Shift+F10. If that works but the Menu key does not, check whether your keyboard has the key, whether it has been remapped, and whether the problem is limited to one app.
What the Menu key does—and why it can appear unresponsive
The Menu key, also called the Context Menu key or Windows key menu key, requests a shortcut menu for the focused item. For example, select a file in File Explorer before testing. If focus is in a text box, on an irrelevant control, or on an area with no applicable context menu, pressing the key may have no visible effect.
The key’s behavior can also vary by application. Microsoft notes that “The behavior of some keyboard shortcuts may vary in different applications.” If the key fails in only one app, confirm the intended item has focus and consult that app’s keyboard guidance rather than assuming Windows itself is at fault. Diagnose the problem in order
- Select a suitable item. In File Explorer, select a file, then press the Menu key. Avoid testing on a blank area or while typing in a text field.
- Try Shift+F10 on the same selection. Microsoft documents this as a way to display the shortcut menu for a selected item. If it works while the dedicated key does not, the context supports the action; investigate the keyboard, key layout, or remapping next. - Test another application. Select an item with a known context menu in a different app and try both methods. If only one app behaves differently, check that app’s own shortcut guidance and focus rules.
- Check the physical keyboard. Confirm it has a dedicated Menu or Context Menu key. Microsoft describes the conventional location on a Windows keyboard as between right Alt and right Ctrl, but layouts vary. If possible, try another keyboard to help isolate whether the behavior follows the keyboard or the computer. Microsoft’s Word keyboard shortcuts
- Check for a replacement key or remapping. Some Windows 11 devices use a Copilot key in place of the Context Menu key or Right Ctrl. Look under Settings > Bluetooth & devices > Keyboard for a Copilot-key remapping option if it is available on your device and Windows version. The option is not universal; Microsoft says implementation can depend on the manufacturer, firmware, and hardware. How to open a context menu without the Menu key

- For a taskbar button’s window menu: press Shift+right-click on the taskbar app button. This opens that button’s window menu; it is distinct from opening a context menu for a selected file or control. Microsoft’s Windows keyboard shortcuts
What to conclude from the tests
- If neither the Menu key nor Shift+F10 works for an item, first check that it is selected and supports a context menu; then compare the behavior in another application.
- If Shift+F10 works but the Menu key does not, focus the investigation on whether the keyboard has a dedicated key and whether that key is replaced or remapped.
- If the behavior changes with a different keyboard, the original keyboard or its layout becomes a more likely place to investigate. This is a diagnostic comparison, not a guaranteed test.
- If the problem is limited to one app, use that app’s shortcut documentation; shortcut handling may differ across applications.
A Windows update, driver reinstall, registry change, or generic keyboard troubleshooter is not established as a universal repair for this symptom. Avoid making those changes without a specific reason tied to your device.
