The practical options are to run the program in a DOS emulator such as DOSBox or, if you have editable ASCII source, test whether QBasic can run it.
Why GW-BASIC does not run natively on many modern PCs
GW-BASIC was built for DOS. Microsoft’s 1986 GW-BASIC Interpreter User’s Guide specifies MS-DOS 3.2 or later for the documented interpreter. That historical requirement does not mean every GW-BASIC program uses every DOS feature, but it explains the environment the interpreter expected.
On x64 and ARM versions of Windows, the key obstacle is operating-system architecture: Microsoft says these versions do not support 16-bit x86 code, including DOS programs, through NTVDM. A compatibility-mode setting cannot provide the missing 16-bit execution environment. Microsoft’s NTVDM and 16-bit app support guidance spells out this limitation.
Why the answer can differ on older Windows
Windows generation and architecture both matter. Microsoft describes NTVDM as a component for IA-32 Windows NT editions that can run DOS applications; its documentation also says NTVDM is in maintenance mode. That is not a promise of DOS support on current x64 or ARM Windows. Check Microsoft’s NTVDM documentation against the architecture and Windows edition you actually use.

Choose a way to run or reuse the program

What else can cause a particular program to fail?
The operating-system limitation explains why the interpreter itself may not start, but it cannot diagnose every program-specific failure. A particular program may depend on a specific GW-BASIC version, DOS behavior, graphics or sound features, file layout, or connected hardware. Whether those details matter depends on the code and how you run it.
If you need to look up a command or requirement, consult the original GW-BASIC User’s Guide or another language reference. Documentation can help identify what the program expects; it does not provide a runtime environment.

What to collect when troubleshooting
For a useful diagnosis, note the Windows edition and architecture, the interpreter or executable version, whether the program is ASCII source or a tokenized file, and the exact error text. Also record whether it uses graphics, sound, or external devices. These details distinguish a failure to start the 16-bit interpreter from a problem inside the program or its dependencies.
