Chrome’s on-device AI model may not download because the device is ineligible, the On-device AI setting is off, the network is metered, there isn’t enough free space, device performance is insufficient, or an organization’s policy blocks it. Start by identifying which feature is failing, then check Chrome’s setting and Google’s eligibility requirements. A missing Gemini icon is a separate issue: Gemini in Chrome has its own rollout and availability rules.
First, identify which Chrome AI feature is failing
Chrome’s on-device Generative AI models support browser features such as writing help, scam warnings, page summaries, and tab organization. Gemini in Chrome is a separate browser assistant with its own rollout and eligibility checks. If your problem is that Gemini’s icon is missing or its panel will not open, troubleshoot Gemini availability rather than assuming a local model download failed.
Google says on-device models are downloaded only to eligible devices. The requirements can change, so check the current Chrome Help page for managing on-device Generative AI models alongside the checks below.

Check the On-device AI setting
In Chrome, open More > Settings > System > On-device AI. If the setting is off, turn it on to allow required model downloads. Google says turning the feature off deletes the model files and prevents them from downloading again while it remains off.

Do not try to fix the problem by searching for and deleting model files yourself. Google does not recommend manual deletion, and it may not prevent Chrome from downloading the files again.
Check the network, storage, and device requirements
Google’s consumer help page lists three requirements for downloading Chrome’s on-device models:

- Screen Size: 11.6"
- Unmetered network: Connect using a network that is not marked as metered.
- Free disk space: The consumer page specifies approximately 20 GB of free space. Check the volume Chrome uses, not just another drive on the computer.
- Sufficient device performance: Chrome downloads models only on supported, eligible devices.
Developer-built-in AI APIs have a separate set of documented thresholds. The Chrome for Developers guide specifies at least 22 GB free on the volume containing the Chrome profile. It also lists either strictly more than 4 GB of GPU VRAM, or a CPU configuration with at least 16 GB of RAM and at least 4 CPU cores. These are developer API requirements; they are not a replacement for the consumer help page’s approximate 20 GB figure. Google notes that model size can vary as Chrome updates it.

A download may start only when a built-in AI API first needs the model. Chrome for Developers explains that the initial download is triggered by the first call to a relevant API’s *.create() function, such as Summarizer.create(). This describes developer API behavior, so it does not mean every consumer-facing AI feature uses the same visible download flow.

Downloads are designed to continue in the background if the tab that initiated one is closed, and to resume when connectivity returns. If Chrome itself closes, the download can resume after the next restart if Chrome is reopened within 30 days, according to Thomas Steiner’s October 21, 2025 article, Understand built-in model management in Chrome.
Check diagnostics for a developer API download
If the device appears to meet the developer API requirements but a local test remains stuck, use Chrome’s documented diagnostic steps:

- Restart Chrome.
- Open
chrome://on-device-internalsand select the Broker State tab. Look for reported errors. - In DevTools, check whether the API is available. The guide’s example is
LanguageModel.availability().
Chrome checks device hardware and selects a model variant or CPU fallback. Unsupported hardware will not receive a model; repeated download attempts cannot make an ineligible device eligible.
If Gemini in Chrome is missing, troubleshoot its availability separately
Google describes Gemini in Chrome as gradually rolling out. Its computer help page lists supported Chromebook Plus, Mac, or Windows computers; a current Chrome version; a signed-in profile; a supported device language and region; and an eligible age among its requirements. Incognito and unsigned-in profiles are excluded. See Use Gemini in Chrome and Gemini in Chrome availability for current eligibility details.

If those conditions appear to be met, Google’s Gemini troubleshooting guidance recommends trying these steps:
- Restart Chrome and update it.
- Turn off a VPN if it may interfere with region detection.
- Reset Chrome flags as an advanced step, then reload the Gemini panel.
- Exit a virtualized environment if you are running Chrome in one.
- If Chrome is managed by an organization, ask the administrator whether Gemini is disabled.
Check organization policy on managed Chrome
Chrome Enterprise policy can affect whether on-device models download or are used. For Gemini in Chrome on a managed installation, Google’s administrator guidance says to inspect chrome://policy for GeminiSettings and GeminiActOnWebSettings. See Troubleshoot Gemini in Chrome. If a policy controls the feature, contact your administrator rather than trying to work around the setting locally.
