Confidential computing protects data while it is being processed, complementing encryption for stored and transmitted data. It merits priority when a business handles sensitive information, runs workloads on shared infrastructure, or needs to analyze data across organizational boundaries. It is not a universal prerequisite: the case depends on the workload, threat model, and business need.

What confidential computing protects

Data can be exposed in three states: at rest, in transit, and in use. Encryption at rest protects stored information; encryption in transit protects it as it moves between systems. Confidential computing addresses the third state, when software must access data to perform a calculation.

The Confidential Computing Consortium defines it as “protects data in use by performing computation in a hardware-based, attested Trusted Execution Environment,” as reproduced in Microsoft Learn’s Azure Confidential Computing overview. A trusted execution environment (TEE) is a hardware-backed, isolated environment intended to protect code and data during execution. Microsoft’s page also reproduces the Consortium’s explanation that these environments prevent unauthorized access or modification while applications and data are in use.

The goal is to reduce or remove access to executing code and data by cloud operators or other actors within a tenant’s domain, when the system is configured appropriately. That goal does not mean every part of a workload is protected: the boundary depends on the technology and configuration.

Why a business may want to prioritize it

At-rest and in-transit encryption do not, by themselves, protect information from every party with access to the environment where it is being processed. A TEE can add a hardware-enforced boundary around execution, which can be valuable when sensitive workloads run on shared infrastructure or when an organization needs stronger assurance about who can inspect data during computation.   • Sensitive or regulated workloads: Reduce exposure of patient, financial, identity, or business-confidential data while it is actively used.
  • Shared infrastructure: Add a protection layer where an organization wants to limit the ability of infrastructure operators or other privileged actors to inspect a workload’s data in execution.
  • Data collaboration: Support agreed analysis across organizations while limiting each party’s exposure to the others’ underlying data.
  • AI processing: Protect prompts, inference requests, datasets, or model intellectual property during computation, subject to the chosen platform’s capabilities and availability.

There is no general business-outcome figure in the cited official documentation that establishes a typical return on investment, breach reduction, or performance gain. Treat the business case as workload-specific rather than assuming a guaranteed financial or compliance result.

Where confidential computing can help

Healthcare and life sciences

Hospitals, research institutions, and life-sciences organizations may want to analyze sensitive patient data across institutions for research or disease prediction without broadly sharing raw records. Confidential computing can be part of a design for that collaboration; it does not, by itself, authorize data sharing or resolve governance and consent requirements. Examples are described in Google Cloud’s architecture guidance and Microsoft’s confidential AI documentation.

Financial services

Financial institutions can explore protected analysis for anti-money-laundering and fraud detection across institutions, or privacy-preserving credit-risk assessment. The point is to enable a defined computation while reducing unnecessary exposure of each participant’s data—not to eliminate the need for access controls, data-sharing agreements, or model oversight.

AI and analytics

Confidential computing may protect sensitive inputs or model assets while AI and analytics workloads run. Microsoft documents examples involving health, finance, speech, and face recognition, but that page was last updated in 2023; check current platform availability before relying on a named offering. Google’s architecture material also discusses analytics, AI, and federated learning.

Cross-organization analysis

Organizations that need a shared result but should not see one another’s raw datasets can consider running an agreed workload in a protected environment. This is a possible deployment pattern, not a promise that a TEE alone guarantees privacy: the workload, output, identity policy, and permitted data flows still need review.

How to choose a confidential-computing approach

Options include application enclaves, confidential virtual machines (VMs), and confidential GPUs. They differ in what is inside the trusted boundary and how much of an existing application must change. Google and Intel describe categories and deployments in their architecture guidance and confidential computing overview.

These are broad categories, not interchangeable guarantees. For example, Google’s documented confidential VM configuration places the cloud stack, administrators, BIOS/firmware, host OS, and hypervisor outside its stated trust boundary while guest VM components remain inside. Its Confidential Space description narrows the boundary further to the application and associated memory. Those are Google-specific architecture descriptions; another provider or configuration may define a different boundary.

Before choosing, compare the options against the workload and deployment:

  • Trusted boundary: Identify which hardware, firmware, host, guest, application, and accelerator components are included or excluded.
  • Attestation and key release: Determine how the TEE’s identity or measured state is verified and how that result controls access to secrets or encryption keys.
  • Application changes: Establish whether the existing application can run unchanged or requires redesign for an enclave or other environment.
  • Availability: Check supported hardware, cloud regions, service status, and preview limitations for the exact configuration.
  • Operations and performance: Validate the real workload, monitoring, deployment, and recovery process. The cited sources do not establish a universal performance advantage.

What attestation does—and does not—prove

Attestation helps a relying party verify the identity or measured state of a TEE. A system can use that evidence as part of a policy decision—for example, whether to release a key to a workload that meets specified conditions. Google’s architecture guidance discusses attestation in this context.

Attestation is one input to trust, not proof that an application is secure or that its access policy is sound. A verified environment can still run vulnerable code, accept excessive permissions, expose data through its outputs, or be misconfigured. Tie attestation results to a deliberate key-release policy, and review the workload and identities that can request access.

Risks and limits to assess

  • It complements, rather than replaces, other controls. Continue using encryption at rest and in transit, appropriate access controls, and sound security operations.
  • The trusted boundary varies. Review what is protected and what remains outside it for the specific product, hardware, and configuration.
  • Application and identity design still matter. Check guest OS and application exposure, authorization, key handling, configuration, and incident response.
  • Deployment does not automatically establish compliance. A technology feature alone does not demonstrate that a named legal requirement has been met; assess the applicable obligations and controls for the workload.
  • Other privacy-preserving methods have trade-offs. Microsoft’s comparison notes that de-identification can be brittle and may reduce utility, while fully homomorphic encryption (FHE) or secure multi-party computation may constrain expressiveness or add performance overhead. Those are comparisons in Microsoft’s documentation, not a universal ranking of techniques.

A practical way to decide whether to prioritize it

  1. Identify the data and processing. Name the information that is exposed during execution, who can currently access the environment, and what harm would follow from exposure.
  2. Set the threat model. Decide whether the concern is infrastructure operators, other privileged actors, collaboration partners, or a combination. Confidential computing is most useful when the chosen TEE boundary addresses a real part of that threat model.
  3. Define the workload boundary. Select an application enclave, confidential VM, confidential GPU, or other supported approach only after documenting which components are inside and outside the trust boundary.
  4. Specify attestation and key policy. Decide what measured state is acceptable, who verifies it, and under what conditions a workload receives secrets or keys.
  5. Test the intended deployment. Confirm provider and hardware availability, application compatibility, operations, and workload-specific performance before expanding beyond a pilot.

For a business with no sensitive processing or cross-boundary collaboration need, confidential computing may not be an immediate priority. For one that does have such a need, it is worth evaluating as a targeted layer in a broader data-protection strategy—not as a substitute for the rest of that strategy.
