Pinyon-juniper woodlands are declining in some places, but they are not disappearing everywhere. Drought-related tree stress, insects and disease, and high-severity fire can shrink or remove stands; elsewhere, woodlands are expanding or filling in. The direction and pace of change depend on local climate, species, stand history and disturbance.

What does “declining” mean for these woodlands?

A decline can mean rising tree mortality, fewer seedlings and saplings replacing older trees, or the loss of woodland after a severe disturbance. Those processes do not always move together: a stand may lose mature trees but still have recruitment, or it may remain wooded while becoming less dense. Expansion and contraction can happen at the same time in different parts of the western United States.

There is no single current figure in the cited evidence for how much total pinyon-juniper woodland has been lost across the entire West. The available studies use different geographic areas, species and methods, so a local die-off or a modeled population trend should not be read as a range-wide acreage estimate.

Why are some pinyon-juniper populations declining?

Heat and drought stress trees and limit replacement

Warmer, drier conditions can reduce the moisture available to trees, increase stress and mortality, and make it harder for seedlings to establish. In a 2022 U.S. Geological Survey analysis of modeled demographic rates for two pinyon and three juniper species across the western United States, four of the five species had declining populations in parts of their ranges. Pinus edulis had the largest share of populations declining: 24%. Under the warmest and driest conditions studied, up to about 50% of populations were declining.

Those percentages describe modeled populations in that study, not the share of trees killed or woodland acreage lost. The study found that both mortality and recruitment mattered in explaining where populations declined. As its summary puts it, “Mortality and recruitment were both essential to explaining where populations are declining.”

Drought can compound insect and disease damage

Moisture-stressed pinyon can be more vulnerable to insects and disease. Pinyon Ips beetles and other agents can add to drought-related stress rather than acting as an independent explanation for every die-off. A USDA Forest Service inventory summary from 2005 reported mortality approaching 100% in some local areas, while other areas had little or no mortality. That contrast is a warning against treating severe local losses as a regional average.

High-severity fire can remove a stand

Fire effects depend on woodland type and fire severity. A high-severity, stand-replacing fire can kill most overstory trees; not every fire has that effect. Prior wet periods may support new growth and denser stands with more continuous fuels, while a following drought can create conditions conducive to large fires. The National Park Service’s ecosystem-drivers overview, last updated in 2015, describes climate, insects, disease and fire frequency as factors that can act alone or in combination.

Direct land conversion removes woodland

Development can remove woodland directly. This is distinct from climate-driven mortality or a fire: land conversion changes whether woodland remains at a site, while other disturbances may alter its density, composition or ability to regenerate.

Why are some woodlands expanding or infilling?

Expansion elsewhere does not disprove declines. Climate shifts, grazing, fire suppression and recovery of historically cleared stands have all contributed to expansion or infilling in some locations. The same broad landscape can therefore include stands losing trees, stands with poor recruitment and areas where woodland is increasing.

A USDA Forest Service bulletin published in 2021 synthesized more than 1,000 research and management papers on pinyon-juniper systems. That breadth reflects how many interacting ecological and land-use histories shape these woodlands; it does not establish one universal cause or trend for every site.

Which conditions help explain the difference between places?

To understand why a particular stand is changing, consider several factors together rather than assigning a single cause:

What can managers do as conditions change?

Neither removing trees everywhere nor trying to preserve every stand is a sound universal rule. A 2023 resilience paper recommends prioritizing decisions using historical woodland structure and landscape change, current vegetation, future climate suitability, and habitat or resource value. It also emphasizes adaptive management and remaining knowledge gaps.

A USGS-indexed 2026 climate-adaptation strategy menu is aimed particularly at Colorado Plateau management. Its options include mitigating disturbance, maintaining biodiversity, conserving ecotones, timing actions and accepting climate-driven change where appropriate. It is a decision-support resource for that context, not a prescription for every pinyon-juniper woodland.

For a site-level assessment, the USGS Piñon and Juniper Field Guide (Circular 1335) is a practical manual for examining woodland conditions and considering management options. Any management choice should match the stand’s condition and history, the disturbance risks, and the values the site supports.
