Apple says its partners primarily in Asia perform final assembly of substantially all its hardware. That reflects where suppliers, specialized manufacturing, logistics and production know-how have accumulated—not an inability of American workers or factories to make phones.
What does it mean to “build” an iPhone?
An iPhone is not made in one factory from materials sourced in one country. Its components and manufacturing processes span multiple suppliers and locations; final assembly is only one stage. Apple’s supply-chain page identifies iPhone assembly in mainland China while also showing U.S. manufacturing within its broader supply chain.
Apple’s 2025 Form 10-K says a significant majority of its manufacturing is performed in whole or in part by outsourcing partners, primarily in China mainland, India, Japan, South Korea, Taiwan and Vietnam, as well as through U.S. sources. It says partners primarily in Asia perform final assembly of substantially all Apple hardware. The filing describes Apple’s hardware overall; it does not give a current, independently verified percentage of iPhones assembled in each country.
So the relevant question is not whether a phone can be assembled in the United States. It is whether Apple could reproduce the coordinated, high-volume production network it relies on, and do so at comparable scale and reliability.

Why is the existing production network difficult to reproduce?
Suppliers and specialist processes are concentrated near production
High-volume electronics manufacturing depends on more than access to parts. Suppliers need to work closely with factories and engineers to refine components and processes, resolve problems and adjust production. When many of those capabilities are already clustered in one region, moving final assembly elsewhere can mean rebuilding the connections as well as relocating equipment.
A 2025 report from the U.S.-China Economic and Security Review Commission said that 157 Apple manufacturing or component suppliers were Chinese or based in China in 2023. The Commission also reported that Apple embedded engineers at more than 1,600 Chinese partners and described collaboration on manufacturing processes and technical advances. One example in the report is Apple’s work with Lens Technology on laser glass-cutting methods for screens. Those are the Commission’s figures and descriptions, not Apple’s own supplier count.

Industrial support helped the network grow
A February 2025 Commission hearing transcript describes how Zhengzhou attracted Foxconn’s iPhone factory with tax breaks, loans, factory and housing support, and help recruiting and training workers. The transcript also describes Apple working with Chinese suppliers and local officials pressing for local supplier development. Some details in the transcript draw on outside reporting, so they are evidence of how the regional cluster developed—not a complete accounting of Apple’s present-day manufacturing arrangements.
Over time, factories, trained teams, suppliers, specialized processes and logistics formed a dense production ecosystem. That history helps explain why the location of final assembly is connected to the locations of many other operations. It does not show that labor cost alone determines where phones are made, or that U.S. workers cannot do the work.

Changing suppliers takes time and creates operational risk
Apple’s 2025 Form 10-K says it depends on single-source partners in the United States, Asia and Europe for many components. It warns that new or custom parts may initially face capacity constraints, and that changing or adding supply-chain partners takes considerable time and resources and involves operational risk. A factory move, in other words, would not automatically bring the suppliers and production capacity needed to keep that factory running at scale.
What does Apple already make or plan to make in the United States?
Apple’s U.S. manufacturing announcements show expansion across several parts of its supply chain. They concern components, materials and production capacity—not a move of complete iPhone final assembly to the United States.

The distinction matters: domestic production of glass, chips or sensors can strengthen parts of the supply chain without shifting the final assembly line—or all the suppliers that serve it.

Would a U.S.-assembled iPhone cost more or take years?
There is no firm price or availability date for a fully U.S.-assembled iPhone in the cited primary sources. Apple’s filing supports the broader point that supplier changes require time, resources and risk management, but it does not quantify the cost or schedule of moving iPhone assembly to the United States.

An Associated Press report in April 2025 relayed analysts’ view that a near-term move was unlikely because of the complexity and cost of establishing U.S. plants and the existing supply chain. It also reported analyst projections of a substantially more expensive domestically made iPhone and a shift taking years. Those were projections reported at the time—not Apple’s announced plan, verified manufacturing costs or a current consumer price.
The careful conclusion is that a larger U.S. assembly operation is a possible industrial undertaking, not something the available evidence establishes as either impossible or imminent. Expanding component production is already part of Apple’s announced U.S. program; that is a different step from relocating the complete production system.
