Some AI coding agents load project instructions before handling your first request so they can work with repository-specific guidance already in context. That does not necessarily mean they have read the whole project: depending on the product, instructions may load at session start, apply only when their scope matches, or be discovered later as the agent explores files.
Why an agent checks files before you ask for a change
A coding agent needs context to make a useful change. Project instruction files can explain conventions, architecture, or workflows that a general-purpose model would not know. When a product loads those instructions early, the agent can use them while interpreting your first task.
That early setup can appear as file activity before the agent has replied, even if you have not asked it to edit anything. The exact sequence depends on the product, configuration, and working directory. The phrase “reads project files” can also be misleading: loading selected instructions is different from reading every source file in the repository.
What “reading project files” can mean
There are three distinct patterns in the product documentation:

- Session-start instructions: applicable instruction files are loaded when a session begins.
- Scoped or relevance-based rules: a rule is included when its configured path or relevance applies, rather than being treated as universal project guidance.
- Later exploration: the agent searches or reads ordinary source files as it works out what is relevant to your request.
These mechanisms can coexist. A tool might load a short set of instructions at startup, then read code from relevant directories after you provide a task.

What early context does—and does not—guarantee
Making instructions available can help an agent follow project-specific conventions, but availability is not proof of perfect compliance. The model still has to interpret and apply the guidance to the task. If a result conflicts with a project rule, inspect the instruction file and the agent’s proposed change rather than assuming that startup loading guarantees the rule was followed.

Instruction files are most useful when they are concise and relevant. OpenAI’s September 11, 2026 guidance cautions against requiring extensive documentation or a full repository map for every small edit, noting that “Requiring a stack of docs or a full repo map before every edit is excessive for a typo fix.” OpenAI’s Codex best-practices article

- Identify the product and mode. A desktop editor, command-line interface, and hosted agent may follow different documented rules.
- Check the working directory. It can determine which root-level or ancestor instructions apply.
- Look for instruction files and scope rules. Common examples in the cited documentation include
AGENTS.md,CLAUDE.md, and Cursor rule files. - Distinguish setup from task-driven exploration. Early instruction loading can happen before your request is handled; searching and reading source code may happen later to answer it.
