AI agent isolation can fail even when the agent never breaks out of a container. Untrusted content can redirect what an agent tries to do; the permissions, tools, services, and shared state available to its runtime determine whether that attempt can cause harm. A jailbreak changes behavior. An escape crosses the agent’s intended task, tool, or system scope. Strong external controls can block the second even when the first occurs.

How an agent can act beyond its intended scope

Agents often combine developer instructions with information gathered from emails, files, web pages, retrieval systems, and tool responses. If a resource contains malicious instructions, the agent may treat those instructions as part of its task. The attack arrives through an ordinary input path; the agent can then misuse capabilities that its runtime was legitimately given.

The Center for AI Standards and Innovation at NIST describes the underlying design problem as a failure to separate trusted instructions from untrusted data. Its January 17, 2025, technical blog calls agent hijacking “the latest incarnation of an age-old computer security problem” caused when systems lack that separation. This is an attack path, not proof that every injection works or that every agent can escape its runtime.

Failure path What goes wrong Why isolation matters
Instruction and data are mixed An email, file, page, or tool response carries instructions that redirect the agent. The runtime must limit what the agent can do even if its reasoning is manipulated.
Capability exceeds the task A reader can also edit or delete, or a database identity can write when the task only needs reads. Excess functionality, permissions, or autonomy gives a mistaken or hijacked agent more ways to cause impact.
A legitimate tool is used out of scope The tool is approved generally, but this invocation targets the wrong resource or exceeds the current task. Authorization must check each action, not just whether a tool appears on an allowlist.
Memory or auxiliary services provide a lateral path Poisoned or stale memory, a shared cache, queue, artifact store, or mutable service carries influence between contexts. Separate runtimes can still affect one another through shared state they can reach.
The runtime boundary is too broad or mutable Unnecessary network routes, credentials, or services remain accessible, or state survives after a task. A container boundary alone does not constrain every route to data or side effects.

Jailbreak, prompt injection, and escape are different failures

Prompt injection is a way untrusted content can influence an agent’s behavior. A jailbreak is a behavioral failure: the agent follows instructions it should not follow while still operating within its environment. An escape is a scope failure: the agent crosses its task, tool, or system boundary. For example, an agent might be induced to attempt an unauthorized database query; whether that attempt succeeds depends on authorization and runtime controls, not merely on the prompt.

OWASP’s guidance treats out-of-scope use of an otherwise legitimate tool as an escape event. That makes a static tool allowlist insufficient by itself. The enforcement point needs to evaluate the actor, current task, target, and parameters for each invocation. A model’s statement that an action is authorized is not an authorization check.

Put authorization in the execution path

Use external policy enforcement and downstream authorization rather than relying on the model to judge whether an action is permitted. Before execution, verify the identity acting, the task’s scope, the requested target, and the exact operation and parameters. Deny by default when required authorization is missing, ambiguous, or out of scope.

  • Give each task only the tools and operations it needs. Separate read and write capabilities when practical.
  • Use the user’s identity and minimum necessary downstream permissions rather than a broad shared identity, so actions inherit the right access limits.
  • Require human approval for high-impact actions. Bind approval to the specific action and check it immediately before execution; a general approval or a model-generated rationale is not a substitute.
  • Apply rate limits and monitoring to detect unusual activity and limit its scale. These are useful supporting controls, but they do not replace preventive authorization.

Make the sandbox constrain the paths that matter

“Sandboxed” describes neither a complete threat model nor a guarantee of containment. A useful execution boundary constrains what code can run, what it can reach, which credentials it can use, and what state it can leave behind. OWASP’s isolation guidance includes reachable services and shared state—not only direct connections from one sandbox to another.

  • Execution: Use bounded environments with separate namespaces and restricted capabilities. Keep credentials outside the agent’s control and expose only the scoped credentials required for the task.
  • Network: Default-deny unnecessary egress and allowlist destinations that the task genuinely requires. Assess internal services and metadata endpoints as well as public destinations.
  • Shared infrastructure: Include caches, queues, package services, artifact stores, and other mutable services in the boundary review. A route through one of these can connect runtimes that appear isolated from each other.
  • Lifecycle: Destroy transient execution state when work ends. Do not assume replacing a sandbox also resets external service state, persistent data, or credentials.

Evaluate these controls as a system: a locked-down container with a broadly privileged database identity or unrestricted route to an internal service can still have excessive reach. Conversely, a reasoning-layer failure need not become a security incident if the runtime and downstream systems independently reject the unauthorized action.

Isolate memory and retrieved content

Treat retrieved material, tool responses, and persistent memory as untrusted input. Memory can outlive the task that created it, so it can carry malicious or misleading content into a later session unless its provenance, integrity, and access are controlled.

  • Record where stored content came from and which agent or session wrote it.
  • Restrict memory reads and writes by session or agent; avoid shared writable memory where tasks do not require it.
  • Validate stored content before using it as context, and sanitize or reset context at task boundaries.
  • Limit retention to what the task needs, and test whether stale or poisoned entries can influence later work.

Test containment against realistic paths

A benign one-turn prompt check is weak evidence that a deployed agent is contained. NIST recommends measuring task-specific performance as well as aggregate results, using adaptive red-teaming, and making multiple attempts. In its 2025 AgentDojo-based evaluation, NIST CAISI reported that it was frequently able to induce the agent to follow malicious instructions in three added risk areas: remote code execution, database exfiltration, and automated phishing. The cited passage does not give an overall success-rate percentage. These findings describe a particular evaluation, not a prevalence estimate for deployed agents or a result that can be generalized to every model.

Build tests around the actual tools, data, identities, and reachable services in the deployment. Include:

  • Tool misuse and attempts to escalate privileges or act outside task scope.
  • Prompt injection through retrieved documents, tool output, and multi-turn conversations.
  • Memory poisoning, cross-session influence, and access to another agent’s state.
  • Exfiltration routes, recursive tool use, and scope drift over a long session.
  • Actions with different consequences, including reversible internal changes and externally visible or administrative operations.

Repeat tests after material changes to prompts, tools, memory, retrieval, models, permissions, or network access. Assess both whether the agent resists manipulation and whether external controls prevent harm when it does not.

A practical design review

For each agent task, write down its allowed actions and compare them with the authority its runtime can actually exercise. Review the full path from input to side effect:

  1. Define scope: Identify the task, permitted targets, required operations, and actions that need approval.
  2. Reduce capability: Remove unused tools and permissions; separate read from write and use task-appropriate identities.
  3. Enforce each invocation: Check identity, task, target, operation, and parameters outside the model before the action reaches a downstream system.
  4. Map reachability: Inventory egress destinations, internal services, credentials, shared queues, caches, and persistent stores available to the runtime.
  5. Control state: Partition memory, preserve provenance, validate writes, and define cleanup and retention at task boundaries.
  6. Exercise failure cases: Run task-specific, adaptive, repeated, and multi-turn abuse tests, then verify that denial and monitoring behave as intended.
