AI agents need more than a capable model: they need a system that can identify who is acting, limit what the agent may do, enforce rules while it works, and preserve an auditable record. As agents connect to tools, services, and internal data, those controls become an infrastructure concern—not just a feature of the model.

Why agent control is an infrastructure problem

A chatbot can produce a bad answer; an agent can also take a consequential action. It may call a business application, retrieve internal data, or pass work to another agent. In those situations, evaluating the model’s response alone cannot show whether the system was authorized to act, whether it stayed within its limits, or what it changed.

Control therefore has to span the path from identity to action and evidence. The system needs to know which human, service, or agent initiated a task; what permissions apply to that task; where rules are enforced during execution; and what records are available afterward. If those capabilities are scattered across individual models and integrations, organizations have a harder time applying consistent policy or investigating an incident.

This is the infrastructure shift: treat an agent as an actor operating within an environment, rather than as a model that only returns text. The broader system must constrain and inspect its actions as they happen.

What control needs to cover

Identity and delegation

Every action should be attributable to an identity: a person, service, or agent. When a person delegates work to an agent—or one agent delegates to another—the record should preserve that relationship. Otherwise, an organization may see that an action occurred without being able to establish which principal authorized it or which agent carried it out.

NIST identifies agent authentication and identity infrastructure as an area of research. Its initiative page states: “NIST conducts fundamental research into agent authentication and identity infrastructure to enable secure human-agent and multi-agent interactions.”

Authorization with meaningful boundaries

Authorization determines which resources and actions are allowed for a particular identity and context. A user’s broad application credential should not automatically be treated as proof that every downstream agent action is appropriate. Access needs to reflect the delegated task and the agent’s role, rather than simply inheriting the widest permission available to the initiating user.

NIST’s agent initiative includes identity and authorization work. The initiative describes an area of standards and research activity, not a finished, universal authorization model.

Policy enforcement at runtime

Rules are useful only if they can affect an action before or while it occurs. Runtime controls can inspect an operation, allow it, block it, or apply a policy decision at a point where the agent interacts with a tool or system.

OWASP’s Agent Control Standard (ACS), dated September 1, 2026, describes middleware hooks and declarative policies intended to make controls portable across agent frameworks. That is an emerging standard resource, not evidence that agent platforms already implement those hooks consistently.

Visibility and audit

Organizations need records that help answer practical questions: what was the agent, what could it access, what did it do, and why was the action permitted? Useful auditability depends on enough information to connect an action to its identity, authorization, policy decision, and execution context. A transcript of the model’s text alone may not establish what happened in connected systems.

OWASP frames agents as needing to be inspectable, traceable, and instrumentable. The Cloud Security Alliance (CSA) also places governance and accountability within its reference architecture.

Interoperability

Controls need to work across the frameworks, agents, and connected systems an organization actually uses. If policy enforcement or identity records are tied to one agent framework, moving to another can leave gaps or require rebuilding controls. NIST emphasizes interoperable protocols and a trusted agent ecosystem; OWASP describes ACS as aiming for portable controls across frameworks.

What the current standards and architecture work says

Together, these efforts indicate that agent security is being addressed through standards, protocols, runtime enforcement, and architecture—not only through model behavior. They remain developing frameworks and resources. Their existence does not show that a given vendor implements them or that a particular deployment is secure.

How to apply the control idea across an agent lifecycle

CSA’s Identify-Classify-Control-Monitor-Assure lifecycle is a useful way to organize governance work. It links technical controls to decisions that need to be made before deployment and evidence that needs to be retained afterward.

  1. Identify: Establish the agent’s identity, its human or service principal, and any delegation relationships.
  2. Classify: Record the agent’s capabilities, connected tools and data, and the kinds of actions it can take. Classification helps distinguish a read-only assistant from an agent that can make changes or initiate transactions.
  3. Control: Define permitted actions and resources for the relevant identity and context, then enforce those rules at runtime where operations are requested.
  4. Monitor: Collect enough operational visibility to detect actions and policy decisions across the agent and its connected systems.
  5. Assure: Preserve evidence that lets responsible teams assess whether controls operated as intended and investigate exceptions or incidents.

The lifecycle is not a substitute for implementation detail. It is a way to check that identity, policy, monitoring, and accountability are considered together rather than treated as disconnected setup tasks.

How to assess an agent-control implementation

When evaluating an architecture or platform, ask for evidence about the control behavior, not only a list of security features. The relevant dimensions in the current standards and architecture work are:

  • Identity and delegation: Can the system distinguish the initiating principal from the agent executing an action, including in multi-agent workflows?
  • Authorization: Can permissions be scoped to a task, identity, and context instead of relying on a broad inherited credential?
  • Runtime enforcement: Can policy actually allow or block operations as they occur, and where does that enforcement happen?
  • Coverage: Do controls cover the agent frameworks, tools, and connected services in use, or only one part of the workflow?
  • Audit and monitoring: Do records connect the actor, requested action, policy decision, and resulting operation well enough for investigation?
  • Interoperability: Can identity, policy, and monitoring integrate with existing security processes and remain usable across frameworks?
  • Lifecycle governance: Is there a process to identify and classify agents, set controls, monitor operation, and assess evidence?

These questions provide comparison criteria, not a vendor scorecard. The NIST, OWASP, and CSA materials described here do not rank commercial products or provide comparative product test results.

What the signals do—and do not—show

There is visible community activity around AI security: the OWASP GenAI Security Project announced that its community had surpassed 30,000 members in 2026. That figure describes the project’s membership; it does not measure agent deployment, adoption of ACS, implementation coverage, or security outcomes. The announcement text and the page’s date metadata differ by a day, so no precise announcement date is needed to interpret the figure.

The standards and architecture work makes the infrastructure case clearer, but it does not establish how widely any control is deployed or which commercial implementation performs best. Organizations still need to verify a product’s actual identity model, runtime enforcement, audit detail, and coverage against their own architecture and threat model.
