You can usually disable automatic startup for a recognizable app you do not need immediately after signing in, then check that the app still works as expected. Windows has no universal safe-to-disable list for third-party apps or background processes. Startup launch, background activity, and Windows services are different controls—and Task Manager’s impact label is not a safety rating.

What is safe to disable—and what does each setting change?

For routine cleanup, start with a known app whose automatic launch you do not need. Disabling its startup entry prevents it from launching automatically at sign-in; it does not necessarily stop every process associated with the app. Background permissions separately control whether supported apps can do things while inactive, such as show notifications or update information. Desktop apps may instead have their own background settings.

Microsoft does not provide a universal list of third-party app names that are safe for everyone to disable. The right choice depends on whether you rely on that app for immediate access, syncing, notifications, updates, or a device feature.

How to disable a startup app

Use either of Windows’ built-in controls for registered startup apps:

  1. In Settings, open Start > Settings > Apps > Startup, then switch off the app you do not want to launch automatically.
  2. Or right-click Start, open Task Manager > Startup apps, select the item, and choose Disable.

These controls cover registered startup apps, not necessarily every process that may run on the PC. Microsoft notes that apps can also be registered through Startup folders or registry locations. If an entry is unfamiliar, check its publisher and purpose before changing it. For a missing or broken app path, inspect its details: the app may have been uninstalled, its removable or network drive may be unavailable, or its path may be invalid. Avoid speculative registry edits; Microsoft warns that changing startup registry locations can have unintended consequences and recommends backing up before making registry changes. For ordinary startup decisions, prefer Settings or Task Manager.

What does Task Manager’s startup impact mean?

Task Manager’s impact category describes measured CPU and disk use during startup. It helps identify startup activity, but does not say whether an app is safe to disable or whether turning it off will noticeably speed up your PC. Microsoft’s definitions are:

Medium More than 300 milliseconds but less than 1 second of total CPU usage, or more than 292 KB but less than 3 MB of total disk usage.

None The item is disabled.
Not measured The item is enabled but no measurement is available.

These are Microsoft’s built-in categories; the cited support page does not state a publication year for the thresholds. They are not independent benchmarks or a promise of a particular improvement in boot time. As Microsoft Support puts it, “The Task Manager provides a more detailed view, including the impact each app has on the startup process.” Microsoft’s startup-app guidance explains the categories.

How to limit supported apps’ background activity

Background controls affect supported apps while they are inactive, not simply whether they launch at sign-in. Depending on your Windows release and app, use the path available on your device:

  • Settings > System > Power & battery > Battery usage, open the app’s More options, then select Manage background activity.
  • Alternatively, open Settings > Apps > Installed apps, select the app, open Advanced options, and find its background permissions.

Where available, the choices mean:

  • Always: The app can show notifications, information, and updates while inactive; this may use more power.
  • Power optimized: Windows balances power saving with notifications and periodic updates. Microsoft recommends this option for balancing power and background activity.
  • Never: The app cannot run in the background, so it will not provide inactive notifications or updates.

Not every app exposes these controls. Desktop apps may not appear in the supported-app list and may need to be managed in the app’s own settings. Microsoft explains these limits in its guidance on Windows background apps and privacy and managing background activity.

Why you should not disable arbitrary services

A service is not the same thing as a registered startup app. Turning off a service can remove a function or cause a conflict, and an unfamiliar process name is not enough to determine what depends on it. Microsoft positions System Configuration as a diagnostic tool and cautions that it must be used carefully; misuse can make a PC unusable. System Configuration guidance is intended for troubleshooting, not routine performance tuning.

Use a clean boot to troubleshoot a conflict

If you are diagnosing a startup problem, Microsoft’s clean-boot procedure temporarily disables non-Microsoft services and startup items so you can isolate a conflict. It can temporarily remove functionality; it is not a general-purpose cleanup setting.

  1. Open System Configuration and select its Services tab.
  2. Select Hide all Microsoft services, then disable the remaining services for the diagnostic restart.
  3. Open Task Manager’s Startup apps tab, disable enabled startup items, and keep track of what you changed.
  4. Restart and test to see whether the problem remains. If troubleshooting is complete, restore normal startup, enable services, and re-enable the relevant startup programs.

Managed network policies may restrict clean boot steps. Follow Microsoft’s instructions carefully and restore the previous startup configuration after testing. See Microsoft’s clean-boot procedure.

A practical decision rule

  • Recognize the app and do not need it at sign-in? Disable its startup launch, then verify any features you use.
  • Need notifications, syncing, or updates while the app is inactive? Keep background activity enabled or choose Power optimized where available.
  • Do not recognize an app, process, or service? Identify its publisher and purpose before changing it.
  • Investigating a software conflict? Use a documented clean boot, track changes, and restore normal startup afterward.
