That pairing of combat and base-level decisions is the important distinction. If you like a game that gives your squad a continuing identity and asks you to think about what comes after each operation, XCOM 2 belongs near the top of your shortlist. If you would rather solve a self-contained tactical problem with less emphasis on a sprawling campaign, Into the Breach is a better match.
