To prevent excessive user access, combine least-privilege role design with time-limited privileged access, recurring access reviews, approval and expiration rules for requests, and reliable joiner-mover-leaver automation. These controls address different points in the access lifecycle; no single setting replaces the others. Microsoft Entra provides concrete examples, but availability and licensing vary by capability.
Start with least privilege and explicit access
Give each person only the permissions needed for their work, and approve access for a defined purpose rather than granting broad access by default. Microsoft describes least privilege as minimizing unnecessary permissions while still allowing users to perform their jobs. See Microsoft’s identity guidance.
Where built-in roles are too broad or too narrow for a responsibility, consider a custom role with only the required permissions. A role design limits what a user can do; it does not by itself ensure that a user still needs the role months later. Microsoft’s role best practices describe custom roles, privileged access, reviews, and context-based controls as distinct measures.
Limit standing administrator access
For administrator roles, prefer eligible assignments that users activate only when needed over permanent active assignments where feasible. Just-in-time activation reduces the time privileged access is available, while activation requirements add checks before it is granted.

Microsoft Entra Privileged Identity Management (PIM) supports settings such as time limits, approval, justification, multifactor authentication (MFA), notifications, and review of role assignments. Apply requirements according to the role’s risk and your operating needs; activation can be made subject to approval and MFA rather than treating every role identically. Make access reviews recurring and consequential
As people change teams or leave, their former access can become stale. Microsoft warns that “Excessive access rights can lead to compromises.” Reviews help determine whether access remains necessary, but they only reduce access if the review has an accountable owner and its outcomes are acted on.

Review the access types relevant to your environment, such as group membership, application assignments, privileged roles, access-package assignments, and guest access. Choose reviewers who can judge business need, such as a manager or resource owner, and set the frequency according to risk and policy. Microsoft documents weekly, monthly, quarterly, and annual cadence options; these are choices, not a universal recommended schedule. Govern access requests and temporary assignments
For access that people need to request, bundle related resources into access packages and define who may request them, who approves, and how long the access lasts. Expiration is especially useful for temporary projects, contractors, or other assignments with a known end date. It reduces reliance on someone remembering to revoke access later.

Set separation-of-duties checks for incompatible combinations, so a request that would create a prohibited combination can be blocked or flagged according to policy. These controls are useful only when the organization has defined which combinations conflict and assigned approvers who understand the business context. Automate changes when identity data is dependable
Use trusted identity attributes and lifecycle processes to update or remove group and access-package assignments as people join, move roles, or leave. Provisioning and lifecycle workflows can reduce delay and manual effort, but automation is only as reliable as its source data and rules: an incorrect department, manager, or employment status can trigger the wrong access change.

Before relying on automation, identify the authoritative source for each relevant attribute, define which changes should add or remove access, and monitor failures and exceptions. When assessing a deployment, check which identities and resources each control covers, how long access lasts, who approves or reviews it, whether incompatible access is blocked, whether outcomes remove access automatically, and what audit evidence is retained. Microsoft’s licensing requirements differ among PIM, access reviews, and entitlement management; verify current licensing and feature availability for your tenant before implementation.
