For a typical concrete slab or foundation, start with a general-purpose portland or blended hydraulic cement that meets the project specification. Change that choice when the plans or exposure classification require sulfate resistance or high early strength. For masonry mortar and plaster or stucco, use products specified for those applications rather than treating ordinary concrete cement as a one-size-fits-all binder.
The right cement designation depends on local standards and the job. Cement is only the binder: concrete performance also depends on its aggregates, water, mixture proportions, reinforcement, placement, curing and exposure.
Which cement fits each application?

These designations are U.S.-oriented examples from the American Cement Association’s cement-type guide. Type I is general purpose; Type II is associated with moderate sulfate conditions; Type III is for high early strength; and Type V is for more severe sulfate conditions. Blended-cement labels include GU for general use, MS for moderate sulfate resistance, HS for high sulfate resistance and HE for high early strength. Labels, standards and product availability differ by region, so the project specification and locally adopted standard take precedence.
Choosing cement for slabs and foundations
Begin with the plans and specification
For ordinary slab or foundation concrete, a general-purpose cement is the starting point—not a complete specification for the concrete. The design may establish the required concrete properties, exposure class, mixture and placement requirements. A cement bag’s general-purpose label cannot determine the foundation’s structural design or the right mixture for a particular site. Check sulfate exposure
Sulfates in soil or groundwater can affect concrete. If the plans or an exposure assessment identify moderate conditions, a specified moderate-resistance cement—such as Type II or an MS blended cement in the U.S. system—may be required. More severe conditions may call for Type V or an HS blended cement. The actual classification and full mixture requirements matter: even high sulfate-resistant cement may not withstand severe sulfate exposure if the water-to-cementitious-materials ratio is too high. A cement designation alone is not a guarantee of sulfate resistance.
Use high early strength only when the job calls for it
Type III portland cement and HE-designated blended cement are options when the specification or construction schedule requires high early strength. They are not automatic upgrades for every slab or foundation. Strength development depends on the mixture and temperature as well as the cement; use the designation only when it fits the project requirements.

Why masonry and plaster need different products
Masonry mortar
Mortar joins masonry units and is specified for that work. Masonry cement and mortar cement are purpose-made products with distinct definitions; neither should be casually substituted for general-purpose cement based on the word “cement” on the bag. Choose according to the masonry specification, unit, exposure and local requirements. The ACA glossary distinguishes masonry cement, mortar cement and plastic cement using cited ASTM definitions.
Plaster and stucco
Plaster and stucco require a suitable system and proportions for the substrate, lath or other backing, exposure and finish. Plastic cement is made primarily for plastering. General-purpose cement may also be an ingredient in plaster mixes, but that does not make it a complete plaster or stucco system. Follow the specified product and installation requirements.

What cement type does—and does not—tell you
Cement is not the whole concrete mixture
Cement is the hydraulic binder: it reacts with water and hardens. Concrete combines cementitious binder, water and aggregates. Cement choice is one part of mixture design; water content, aggregate, reinforcement, placement, consolidation and curing also affect the result. All portland and blended cements are hydraulic and can harden under water, but concrete still needs suitable moisture and temperature conditions for hydration and strength development.
Freeze-thaw durability is not a bag-label decision
Where concrete faces freeze-thaw exposure, air entrainment is a common durability strategy. The ACA says it is generally achieved by adding an air-entraining admixture during batching rather than relying on air-entraining cement. The mixture and exposure requirements should guide the decision; choosing a cement bag alone does not address freeze-thaw durability.

Blended cement is a category, not a single recipe
Blended cements can contain portland cement or clinker along with materials such as limestone, slag, coal ash, silica fume, calcined clay or other pozzolans. Products differ, so performance depends on the particular cement and concrete mixture. The ACA says blended cement can enhance durability and reduce concrete’s carbon footprint. It reported that blended cement accounted for roughly two-thirds of the U.S. cement market as of August 2025 in an article published September 22, 2026; that is a dated market estimate, not a recommendation for an individual project. - Identify the application. Determine whether the cement is for concrete, masonry mortar, or plaster or stucco; each has different product requirements.
- Read the plans and specification. Use the cement designation, concrete properties, exposure class and mixture requirements stated for the work.
- Confirm local exposure and standards. Check sulfate conditions and, where relevant, freeze-thaw requirements against the adopted local standard. Do not assume U.S. ASTM labels apply unchanged elsewhere.
- Match strength timing to the schedule. Use Type III or HE cement only when high early strength is actually required and specified.
- Verify the complete product and installation requirements. Check supplier technical data and the specified proportions, placement and curing instructions; ask the project’s qualified design professional when the plans or site conditions are unclear.
