For personal image wallpapers, start in ~/.local/share/wallpapers/. System-installed images are typically in /usr/share/wallpapers/, while locally administered system wallpapers may be in /usr/local/share/wallpapers/. A wallpaper you selected manually may still be in its original folder rather than copied into any of these locations.

KDE’s wallpaper discovery locations are offered in Plasma settings for desktop, screen-lock, and SDDM login wallpaper selection. The exact contents can vary with Linux distribution and Plasma release, so treat these as standard locations rather than a guarantee about every installation. KDE Discuss
Why isn’t the selected wallpaper in ~/.local/share/wallpapers/?
Plasma does not necessarily copy a manually selected image into its wallpaper directory. The wallpaper setting can point to an image at its existing location using a file URI, for example file:///usr/share/wallpapers/Next/contents/images/1920x1080.png. KDE Plasma scripting documentation
If you chose an image using the wallpaper picker’s Open command, check the folder from which you selected it. For a packaged wallpaper, look in the standard system wallpaper directories instead.

Where do Plasma’s default wallpapers come from?
A default such as Breeze or Next may be part of a Look-and-Feel package or Plasma theme, not a standalone image saved beside your personal photos. Plasma’s workspace source describes a lookup that reads the Look-and-Feel package’s Wallpaper/Image setting, resolves wallpapers/<name> through KDE’s generic data locations, then checks the Plasma theme’s wallpaper path. If no valid package is found, it falls back to wallpapers/Next. Plasma workspace source
Where should you install a custom wallpaper?
For your account
Put an image wallpaper or wallpaper package in ~/.local/share/wallpapers/ to make it available to your user. This is the appropriate location when you do not need the wallpaper installed system-wide.

For all users
Use /usr/share/wallpapers/ for system-wide image wallpapers. Administrators may use /usr/local/share/wallpapers/ for locally managed additions.
For a QML wallpaper plugin
Plugins are not ordinary image files. KDE defines a wallpaper plugin as “A plugin written in QML that draws the desktop wallpaper.” Install a user-level plugin under ~/.local/share/plasma/wallpapers/ or a system-level plugin under /usr/share/plasma/wallpapers/, rather than treating it as a static wallpaper image.
