Windows 11 does not store every icon in one file. Classic Windows icons are commonly in %SystemRoot%\System32\imageres.dll and %SystemRoot%\System32\shell32.dll, while some newer assets are in resource containers under %SystemRoot%\SystemResources\. Application icons may be embedded in program files or stored in app packages.
To find the source currently assigned to a shortcut, open its icon selector. For a broader search, check the relevant Windows library, application folder, or package directory.
Where Windows 11 stores its built-in icons

Use %SystemRoot% instead of assuming Windows is installed in C:\Windows. On most PCs those paths are equivalent, but the environment variable also works if Windows is installed on another drive.
imageres.dll and shell32.dll
These are useful places to start when looking for a traditional Windows icon. Enter either path in File Explorer’s address bar:

%SystemRoot%\System32\imageres.dll
%SystemRoot%\System32\shell32.dll
File Explorer cannot display the individual resources inside a DLL as a gallery. Use an icon or resource viewer that can open DLL files. Do not replace or edit these system files; Windows protects them, and updates can restore them.
Microsoft’s theme documentation gives these examples of standard desktop-icon references:

The number after the comma is a resource identifier or icon index used by Windows. These are documented theme-file examples, not a promise that every current Windows 11 visual asset still comes from those classic DLLs.

Some icons introduced or updated for Windows 11 are stored below %SystemRoot%\SystemResources\. One documented example is the newer Downloads folder icon, including its green folder and down-arrow overlay, in:
%SystemRoot%\SystemResources\imageres.dll.mun
A .mun file is a Windows resource container rather than an ordinary icon file. The exact file varies by icon and Windows build, so this does not mean every Windows 11 icon is in imageres.dll.mun.
How to inspect a protected .mun file
- Open File Explorer and go to %SystemRoot%\SystemResources\.
- Copy the suspected .mun file to a writable folder, such as one in Documents.
- Open the copy with a resource viewer that supports Windows resource containers.
- Export the required image or icon to a separate .ico file if you need it for a shortcut.
Copying first matters because SystemResources contains protected system files. You may receive “Access denied” when opening or manipulating a file directly in that folder.
Where application icons are stored
Traditional desktop programs
A desktop program’s icon is usually embedded in its executable or one of its DLLs. Check the application’s installation directory, commonly:

The icon may be in the main .exe, but it can also be in a supporting DLL. Applications do not have to use imageres.dll or shell32.dll.
Microsoft Store apps
Packaged applications normally keep their assets in package directories below:
C:\Program Files\WindowsApps\
These packages commonly contain image files such as PNGs, along with package manifests and other resources. WindowsApps is protected, so access may be denied even when you are an administrator. Changing its permissions can damage application installation and update behavior; use the app’s package metadata or a suitable inspection tool instead of modifying the folder.

You often do not need to search the entire Windows folder. Windows can show the source currently assigned to a shortcut.
- Right-click the shortcut.
- Select Properties.
- Open the Shortcut tab.
- Select Change Icon….
The dialog shows the file path Windows is using for the icon. It may also show an icon index. Depending on the shortcut, the source can be an .ico file, an executable, a DLL, or another resource file.
If the shortcut points directly to an executable, the icon is often in that executable. If it points to imageres.dll or shell32.dll, the icon comes from a shared Windows library. The displayed path may not reveal every layer used by a modern packaged app or shell component.

- Open Settings.
- Go to Personalization > Themes > Desktop icon settings.
- Select the icons you want to display.
- Select OK.
The dialog includes Allow themes to change desktop icons, which is enabled by default. Clear it if a theme keeps replacing your standard desktop icons.
To change the display size or hide desktop icons, right-click an empty part of the desktop and use View > Large icons, Medium icons, or Small icons. Clear Show desktop icons to hide them.
What to do when icons are blank
A blank icon does not necessarily mean the original icon file has disappeared. Windows may be displaying a damaged icon cache, or the shell component responsible for shortcut icons may be misregistered. The affected shortcut may still launch normally when double-clicked.
Clear the icon cache using Microsoft’s procedure
Save open work first. Restarting Windows Explorer temporarily disrupts the desktop, taskbar, and other shell features.
- Press Ctrl+Shift+Esc to open Task Manager.
- In Processes, right-click Windows Explorer and select End task.
- Select File > Run new task.
- Enter cmd.exe, enable the option to create the task with administrative privileges, and run it.
- Run these commands exactly:
CD /d %userprofile%\AppData\Local
DEL IconCache.db /a
- In Task Manager, select File > Run new task again.
- Enter explorer.exe and press Enter.
The cache file being removed is %USERPROFILE%\AppData\Local\IconCache.db.
If blank icons remain, Microsoft also documents re-registering Shell Experience Host. Open Windows PowerShell as administrator, run this command, and restart Windows:

Persistent shortcut-icon failures can also involve the IconHandler registry entries under HKEY_CLASSES_ROOT\lnkfile\shellex\IconHandler and HKEY_CLASSES_ROOT\CLSID\{00021401-0000-0000-C000-000000000046}. Registry editing is a separate repair step and should not be attempted casually. Microsoft lists the expected InProcServer32 value as C:\Windows\System32\windows.storage.dll.
If a notification-area or taskbar icon is missing, a policy may be responsible: User Configuration\Administrative Templates\Start Menu and Taskbar\Hide the notification area. Microsoft lists this as a possible cause; it is distinct from a damaged shortcut icon cache.
Why an icon may change after an update
Windows updates can replace system resource files, and Windows protection mechanisms can restore them. An icon extracted directly from a Windows DLL or .mun file may therefore change or become unavailable after an update.
If you need a stable custom shortcut, export the icon to a standalone .ico file and assign it through Properties > Shortcut > Change Icon…. This removes the shortcut’s dependence on a mutable system resource path.

Besides the two broad libraries, Windows includes more specialized icon-containing files in %SystemRoot%\System32\, including:
accessibilitycpl.dll, aclui.dll, actioncentercpl.dll, autoplay.dll, calc.exe, comctl32.dll, ddores.dll, filemgmt.dll, fsquirt.exe, mmres.dll, moricons.dll, netshell.dll, pifmgr.dll, setupapi.dll, taskmgr.exe, url.dll, wiashext.dll, and wmploc.dll.
imageres.dll and shell32.dll are the best first checks for general shell artwork. The other files are more relevant when looking for an icon belonging to a particular Windows component.

Built-in themes are stored in %WinDir%\Resources\Themes. Per-user themes are stored in %LOCALAPPDATA%\Microsoft\Windows\Themes.
Theme references are useful for identifying classic desktop icons, but they do not provide a universal map of all current Windows 11 icon assets.

Are all Windows 11 icons in imageres.dll?
No. imageres.dll is a major classic icon library, but Windows 11 also uses shell32.dll, other system DLLs and executables, resource containers under %SystemRoot%\SystemResources\, and application-specific files.

Where is the Windows 11 Downloads folder icon?
A documented newer Downloads-folder asset is in %SystemRoot%\SystemResources\imageres.dll.mun. The exact resource and file can vary between Windows 11 builds.
How do I see which file supplies a shortcut icon?
Right-click the shortcut, select Properties, open Shortcut, and select Change Icon…. Windows displays the icon-source path and may show an icon index.
Why are my Windows 11 icons blank?
The icon cache may be corrupted, or Shell Experience Host or shortcut icon-handler registration may have a problem. Microsoft also identifies a taskbar policy that can hide notification-area icons. Can I edit imageres.dll or a MUN file to change an icon?
Do not edit the original protected system resource. Windows updates or system protection may replace it, and modifying it can cause further problems. Copy and export the resource, then use a standalone .ico file for a custom shortcut.
