Refactor when a specific problem in the code is making a current or likely change harder, and you can improve the structure in small steps without changing observable behavior. Leave it alone—or record the cleanup for later—when the benefit is speculative, the starting point is unstable, the work is too broad, or the change would alter behavior.

What counts as refactoring?

Martin Fowler defines refactoring as “a change made to the internal structure of software to make it easier to understand and cheaper to modify without changing its observable behavior.” In practice, users and dependent systems should see the same behavior after a refactor. If the change also affects behavior, identify and review that as a separate behavior change rather than describing the whole change as a refactor. Fowler’s definition of refactoring and book emphasize making small transformations that keep the software working as you proceed.

When should you refactor?

A feature or fix has exposed friction

If the code you need to touch is confusing or awkward to modify, a focused cleanup may make the requested change easier to implement and maintain. Fowler’s opportunistic-refactoring guidance recommends taking a reasonable opportunity to clarify code encountered during other work; his workflow guidance explains how to fit refactoring into development.

A recurring maintenance problem has a clear target

Refactor when you can point to the code causing unnecessary effort to understand or modify, and describe how the proposed structure will reduce that cost. A concrete target keeps the work tied to a real maintenance need instead of expanding into a general cleanup.

You can make small, reviewable changes

Break the work into steps that preserve behavior, and build or run relevant tests as you go. Avoid bundling a broad structural rewrite with unrelated feature work: smaller changes are easier to inspect, and you can tell more clearly which step caused a problem.

The baseline is stable enough to give useful feedback

Start from a working state with passing tests when possible. If tests already fail, first understand that baseline; otherwise, a later failure may not tell you whether the refactor introduced a regression. Fowler’s workflow article recommends refactoring on a stable codebase with passing tests.

When should you leave code alone or defer the cleanup?

  • The benefit is only aesthetic or hypothetical. A style preference alone is a weak reason to take on risk. Connect the proposed change to a real cost in comprehension or future modification.
  • The current task is unstable. Establish a reliable working baseline before adding structural changes.
  • The cleanup is too large for the current feature or fix. Record or set aside the larger refactoring and return to it after the immediate work, rather than letting its scope grow inside the current task.
  • The change is likely to alter behavior. Separate that work into an explicitly behavior-changing task, or narrow the refactor until it preserves behavior.
  • You cannot explain the maintenance problem or the improvement. Defer until the need is clearer instead of refactoring for its own sake.

Use this decision check before starting

  1. Name the friction: What specific code is making a current or likely change harder?
  2. State the intended improvement: How will the proposed structure make that code easier to understand or cheaper to modify?
  3. Protect behavior: Can you keep the change behavior-preserving and split it into small steps?
  4. Check the baseline: Is the codebase stable, with tests or another useful way to detect regressions?
  5. Set a scope boundary: Can the work stay within the current task, or should you record it for a follow-up?

These questions are prompts, not a scoring system. If you are choosing among several candidate refactorings, favor the one that addresses the clearest maintenance problem, supports current work directly, has a useful test signal, and can be done in small, reversible steps.
