Pivot when well-designed tests repeatedly disprove a key assumption and you have a specific alternative worth testing. Refine when the customer need still appears real and the weakness may be in execution. Restart when the original concept has yielded no viable route; stop when you have no credible test left that you can adequately resource. There is no universal number of failed experiments, months, or metrics that settles the decision.
When should you pivot, proceed, restart, or quit?
A pivot is a deliberate change to a fundamental hypothesis or strategy, informed by what you have learned—not a reaction to every disappointing week. Eric Ries describes it as “structured course correction designed to test a new fundamental hypothesis about the product, business model and engine of growth” (The Lean Startup excerpt).

Compare the options by the quality of customer evidence, the credibility of the problem and target customer, the specificity of the alternative, the cost and time needed to learn, runway, business economics, and the capacity of the team and stakeholders to execute. There is no universal formula for weighting these factors. Academic work cautions against treating pivoting as automatically preferable to termination (Shepherd and Gruber, 2021).
How to decide whether your startup idea is working
1. Write down the assumptions
Make the hypotheses explicit: who the customer is, what important problem they have, what value the solution provides, how customers will find or adopt it, and how the business can work economically. Keep assumptions marked as untested until evidence supports them. Bentley University’s pivoting guidance recommends testing assumptions rather than treating them as facts.

2. Look for behavior, not applause
Useful signals include whether target customers are willing to try the product, return to it, convert, and sustain or grow their engagement. Likes, compliments, and total downloads by themselves are weak indicators of whether a product solves an important problem. Combine actionable measures with interviews, surveys, prototype tests, and observation to understand why customers behave as they do.
3. Diagnose before changing direction
Flat conversion, weak interest, churn, or falling engagement are reasons to investigate—not automatic proof that the entire idea is wrong. Ask whether the problem matters, whether you are targeting the right people, and whether the product delivers the value it promises. Competitor moves, technology changes, or shifting customer needs can also invalidate assumptions that once seemed sound.

4. Test a smaller change where possible
Form a replacement hypothesis, define what success would look like, set a decision date, and run a limited experiment if practical. Compare the new approach with the old one. Changing several major parts of the business at once makes it harder to tell what customers responded to. Business Victoria’s guidance on staying the course or pivoting likewise emphasizes learning from prototypes and customer responses.
5. Set a review cadence that fits the experiment
Review results regularly, but choose a pace that reflects how long a meaningful test takes. No evidence establishes a universal 90-day rule, fixed customer count, revenue target, or ideal number of pivots. A small or poorly designed test may not provide enough evidence to justify a major decision.

How runway changes the decision
Cash runway affects how long you can keep testing, but calendar time alone does not describe your capacity to learn. Consider how many meaningful experiments you can still afford, how quickly the team can get reliable feedback, the cost of a pivot, available resources, stakeholder support, and the changes already attempted. Cutting costs may extend the calendar while slowing the feedback loop and reducing learning capacity. The academic review by Shepherd and Gruber treats runway as a multidimensional issue, not simply a countdown to a fixed pivot limit (2021 review).
Before committing to a pivot, estimate what it will take to test the new approach and whether its economics could support a viable business. A change that consumes scarce runway without a specific, measurable learning goal is not a rescue plan.

What founder surveys and startup studies can—and cannot—tell you
Wilbur Labs reported that 81% of founders said their company pivoted from its original idea at least once, 42% wished they had pivoted sooner, and 54% named understanding product-market fit as their most important lesson from failure. Wilbur Labs says it surveyed 200 U.S. tech founders by email and online questionnaire from February 3–12, 2026, with Wakefield Research assisting with administration; the stated margin of error is ±6.9 percentage points at 95% confidence (Wilbur Labs’ 2026 report release). These are self-reported findings from that sample. They do not show that pivoting causes success or establish what any particular company should do.
A 2017 multiple-case study examined four software startups and identified negative customer feedback among factors that triggered pivots. It illustrates one possible trigger; the small case set does not make it a universal rule (Bajwa et al., 2017).

A practical decision check
- Evidence: Are the signals consistent and based on enough meaningful tests, or could they reflect a temporary setback or small sample?
- Problem and customer: Does the underlying need remain credible, and are you testing with the right target group?
- Alternative: Can you state a different hypothesis clearly and define how a test would prove or disprove it?
- Learning cost: What time, money, and operational effort will the test require, and how soon will it produce useful feedback?
- Viability and capacity: Could the new approach work economically, and can the team and stakeholders execute it with the resources available?
If the problem is still credible and the evidence points to a fixable product or execution gap, refine. If a core assumption is failing and a better hypothesis can be tested, pivot. If the current concept has no viable path but a fundamentally new attempt is grounded in what you learned, consider a restart. If no adequately resourced, credible test remains, termination is a legitimate decision—not a failure to keep trying. Kauffman’s “Pivot or Proceed: How to Decide” frames the choice as pivot, proceed, restart, or quit rather than treating one answer as right for every startup.
