Eligibility decides whether an entry may compete; judging decides how a qualifying entry is evaluated. The distinction matters, but published rules do not prove that judge bias generally has a greater effect than eligibility problems across hackathons. They do show why organizers and participants should look closely at scoring discretion, evidence formats, rubric design, and conflict safeguards—not just entry requirements.
Eligibility and judging are different decisions
Eligibility is a gate: an entry either meets the event’s conditions or it does not. Judging typically evaluates or ranks entries that pass that gate. Some events also build award-specific eligibility into judging, so the boundary is not always clean. For example, Microsoft’s Inside the Game Hackathon rules describe a pass/fail viability screen followed by a separately scored stage, while GovHack lists specific award eligibility among its judging considerations. Read the rules for the particular event rather than assuming a standard format.
This distinction helps explain why an entry can be technically strong yet ineligible for an award, or eligible to compete but score poorly. It does not establish which kind of problem is more common or more consequential.
How do hackathon projects get judged?
Published rubrics illustrate how much criteria and weighting can differ. The examples below are event-specific, not representative statistics about hackathons as a whole.

The table reveals different design choices, not which event is fairer. A public rubric can make expectations more legible, but weights alone do not show how consistently judges apply criteria or how scores affect outcomes.
Why the evidence judges see can matter
A working project may not be the only evidence used to assess it. Microsoft’s rules explicitly allow judges to evaluate entries using text, images, and video without testing the project. That policy makes documentation and presentation part of the practical evaluation context: a judge may have to infer functionality or impact from the material submitted. It does not prove that the policy causes biased results.

For participants, the useful question is not simply whether a demo works, but what evidence the rules say judges will consider. For organizers, a clear submission format and common evaluation conditions can make the intended basis for scoring easier to understand. The cited rules do not establish that one evidence format produces fairer outcomes.
What safeguards do events publish?
Conflict policies are event-specific. GovHack’s competition rules say: “Sponsor Judges: Where possible, in the interests of impartiality and removing unconscious bias, Sponsor Judges should be individuals who were not a part of the event.” The rules also bar officials from judging or shortlisting a challenge sponsored by their immediate employer. These are concrete safeguards in GovHack’s rules, not evidence that all hackathons use comparable procedures or that conflicts are eliminated.

- Are eligibility checks separate from scoring, or are some eligibility questions embedded in award criteria?
- Are criteria and weights public before submissions close?
- Do judges test projects, or assess demos, written descriptions, images, or video?
- Are judge selection, conflicts, and any restrictions described?
- Does the rubric consider only execution and presentation, or also accessibility, social impact, safety, and inclusion?
- Does the event describe feedback, a review route, or a process for disputes?
Published policies can answer some of these questions and leave others unstated. An unstated procedure should not be assumed to exist—or to be absent—without further evidence.
Can AI judging solve the problem?
Not by itself. Kaggle’s competition setup guidance discourages relying solely on AI to judge hackathon submissions, pointing to diverse and unstructured inputs, adversarial vulnerability, possible bias or unfairness, and low correlation with human ratings. If organizers still use an LLM judge, Kaggle recommends well-defined structured outputs, binary pass/fail rubrics, and manual grading of realistic examples.

Those cautions concern AI judging; they do not establish that human judges are unbiased. Replacing or supplementing people with an automated evaluator changes the risks rather than proving the process fair.

A 2022 peer-reviewed paper, “The Future of Hackathon Research and Practice,” identifies equitable hackathons and socio-technical event design as areas for further work. It discusses participation diversity, inclusion, mentoring, and support. It does not provide a universally validated judging fix or a direct comparison showing that judge bias outweighs eligibility problems.

Does judge bias matter more than eligibility?
The available examples support treating judging fairness as a real design concern: rubrics vary, some rules permit evaluation without hands-on testing, and at least one event publishes conflict safeguards. But the published rules and research cited here do not measure how often bias changes results, compare its effect with eligibility failures, or justify a universal ranking of the two. To make that claim for a particular event would require evidence such as participant accounts or event-level scoring data, not the existence of a rubric or a conflict policy alone.
