The trigger can apply to a supply, a movement for another reason, or an inward supply from an unregistered person. The threshold is not the whole test: some movements require a bill even below ₹50,000, while specified goods or routes are exempt. State or Union territory rules may also affect intra-state movements.
When does the central GST rule require an e-way bill?
Rule 138 sets the central baseline. A registered person who causes goods to move must furnish the required information before the movement begins when the consignment value exceeds ₹50,000 and the movement is in one of these categories:
- Movement in relation to a supply.
- Movement for a reason other than supply, such as a transfer or return.
- Movement due to an inward supply from an unregistered person.
The rule is about movement, not just a sale. A return, transfer, or other non-sale movement is not automatically outside the requirement. The general threshold applies to the central rule; check the applicable state or Union territory notification for an intra-state movement.
How do you calculate the consignment value?
The official e-way bill system FAQ describes consignment value as the value declared in the invoice, bill of supply, or delivery challan, with applicable central tax, state or Union territory tax, integrated tax, and cess included. For this calculation, exclude transporter freight. If an invoice covers both taxable and exempt goods, exclude the value of the exempt supply.

Because Rule 138 says “exceeding ₹50,000,” a consignment valued at exactly ₹50,000 does not cross the central general threshold. A below-threshold exception or a state or Union territory rule may still make a bill necessary.
Which movements need a bill even below ₹50,000?
Rule 138 includes specified exceptions to the general value threshold. The central rule requires an e-way bill irrespective of consignment value in these cases:

- Inter-state job work: A principal in one state sends goods to a job worker in another state.
- Specified inter-state handicraft movement: A person exempt from registration under the referenced provisions transports qualifying handicraft goods between states.
These are specific rule-based cases, not a general requirement for every job-work or handicraft movement. Confirm that the goods, parties, and route meet the relevant provision.
What movements are exempt?
The official portal FAQ names examples of exempt movements, including empty cargo containers, goods moving under customs seal, and goods in transit to or from Nepal or Bhutan. These examples do not replace checking the full current list in Rule 138(14), the relevant notifications, and applicable state or Union territory orders against the actual goods and route.

Goods transported by rail
The portal FAQ treats railway movement separately: railway personnel need not carry the e-way bill with the goods. If the rules required a bill for the movement, it must be produced when the goods are delivered. This is a rule about carrying and producing the bill, not a blanket exemption from generating one.
Who must arrange the e-way bill?
The person responsible for furnishing the information depends on the movement and transport arrangement. Under Rule 138, it may be the registered consignor or consignee, or the transporter where the rule places the obligation there. Identify the responsible party before dispatch rather than assuming that the seller always generates the bill.

What should you check before dispatch?
- Identify the movement: Decide whether it relates to a supply, is for another reason, or results from an inward supply from an unregistered person.
- Calculate the consignment value: Use the invoice, bill of supply, or delivery challan value, applying the tax inclusions and exclusions described above.
- Check below-threshold cases: Determine whether the inter-state job-work or specified handicraft exception applies even if the value is ₹50,000 or less.
- Check exemptions: Compare the goods and circumstances with the current Rule 138(14) list and relevant notifications; do not infer an exemption merely because the movement is small or is not a sale.
- Verify the route: For intra-state movements, check the current notification for the relevant state or Union territory. The central baseline alone cannot establish every local threshold or exception.
- Confirm current portal operation: Check the e-way bill portal for current generation restrictions and instructions before filing.
What portal and validity details should you verify?
The Goods and Services Tax E-Way Bill System landing page states that validity changed from 100 km per day to 200 km per day with effect from 1 January 2021. Portal FAQ material also contains legacy validity wording, so use the current rule and portal guidance for any distance-based calculation rather than relying on an older FAQ passage.
The portal announced a restriction for Rail mode effective 2 December 2025, as well as restrictions affecting certain supplier GSTIN statuses. Since portal operation can change, check the live portal advisories to confirm whether a restriction applies to your transaction and what steps are currently required.

How to resolve a route-specific uncertainty
The central ₹50,000 rule and its specified exceptions provide the starting point, not a complete answer for every dispatch. For an intra-state route or a less common movement, verify the current Rule 138 provisions, the notification for the relevant state or Union territory, and any current portal instruction before the goods leave. The applicable result depends on the goods, value, reason for movement, transport arrangement, and route.
