AI safety tests can miss deployment risks when they focus on benchmark scores or adversarial prompts that do not reflect how people will actually use an application. A stronger evaluation combines controlled model tests, red teaming, and realistic user or field testing; documents what the evidence covers and misses; and continues after release. No test result proves a system safe in every context.

What’s wrong with AI safety testing?

A test result is conditional evidence. It describes how a particular system performed on particular prompts, tasks, populations, configurations, and conditions. Change those conditions and the result may not carry over. The National Institute of Standards and Technology (NIST) advises documenting evaluation methods and the limits on generalizing results beyond the conditions in which a system was developed or tested.

That is why a high score on a benchmark cannot, by itself, show that an application is safe for its intended users. A benchmark can support a controlled comparison, but its value for a real deployment depends on whether its tasks and test set resemble the application’s actual use. A score may also leave out risks the benchmark was not designed to measure.

There is a related problem with treating one kind of evaluation as if it answers every question. A red team deliberately probes for failures, often by trying to defeat safeguards. That can reveal weaknesses that routine use does not expose, but it is not a substitute for observing ordinary interactions in realistic settings. Conversely, a small set of realistic interactions cannot guarantee that adversarial misuse has been covered.

Finally, evaluation can have gaps that are easy to miss in a headline result. NIST’s ARIA pilot report says that not every submitted application was evaluated at every testing level, and most were submitted for only one scenario. Those are limits of that pilot’s evidence, not an estimate of how well all AI safety testing works.

Can AI safety benchmarks prove a model is safe?

No. A benchmark result can tell you how a system performed under the benchmark’s stated conditions and criteria. It does not establish that the system will behave safely across different users, tasks, environments, or attempts at misuse.

NIST recommends using realistic test sets representative of expected conditions, documenting the methods and measures used, and recording limits on generalization. For a useful result, readers need to know not just the score but also what was tested, what was excluded, which system configuration was evaluated, and how uncertain the findings are. If a relevant risk was not measured, the absence of a failure in the test is not evidence that the risk is absent.

What do model testing, red teaming, and field testing reveal?

NIST’s Assessing Risks and Impacts of AI (ARIA) program structures evaluation around three complementary levels. Each addresses a different question, so a program should explain what each method contributes rather than collapsing them into a single pass/fail label.

Evaluation method What it examines What it can miss
Model testing Performance on defined tasks, prompts, test sets, and criteria. Behavior outside the chosen tests, including deployment conditions or risks not represented in the test set.
Red teaming Whether deliberate probing can elicit unsafe or prohibited behavior or expose weaknesses in safeguards. How people use the application in ordinary, realistic settings. Adversarial probing is not a proxy for normal use.
User or field testing How people interact with the application in settings intended to resemble real use. Every possible user, scenario, or adversarial strategy; a field test is still bounded by its participants and conditions.

In ARIA 0.1, NIST instructed red teamers to try to elicit prohibited information and explicitly said this activity was not intended to mimic real-world use. The pilot included 51 red teamers between December 2024 and January 2025, and 19 field testers in January 2025. These figures describe participation in that pilot, not a general standard for how many people an evaluation needs.

What does the NIST ARIA pilot show—and not show?

NIST’s 2025 ARIA pilot report describes three scenarios—TV Spoilers, Meal Planner, and Pathfinder—and combines dialogue annotation with tester questionnaires. Five organizations submitted seven AI applications. Because applications were not all evaluated at every level and most submissions covered just one scenario, the report’s results focus on a subset of the data collected.

The report describes the Contextual Robustness Index (CoRIx) as a transparent, multidimensional instrument combining evidence about technical and contextual robustness. NIST says CoRIx is under active development. The report identifies ongoing work on measuring robustness across broader contexts, capturing and propagating uncertainty, summarizing heterogeneous data, and formalizing the mathematics of its measurement trees. CoRIx is therefore an evolving measurement approach, not a settled index that certifies safety.

The broader direction is more useful than any claim of a single definitive score. NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, describes an approach that combines model testing, red teaming, and user testing. The practical lesson is to make the evidence structure visible, explain what it does and does not establish, and improve the methods as limitations become clear.

How should companies test AI systems before release?

Build the evaluation around the application and the decisions its results will inform. NIST’s AI Risk Management Framework (AI RMF) Core calls for testing before deployment and regularly while a system is in operation. Before release, an evaluation plan can follow these steps:

  1. Define the intended use and the stakes. Specify the application, expected users, operating conditions, affected groups, and failures that could cause harm. Use domain expertise to identify risks that a generic benchmark may not capture.
  2. Choose complementary tests. Use controlled model tests for defined tasks, red teaming to probe for weaknesses, and realistic user or field testing where appropriate. For each, state the question it answers and the limits of the method.
  3. Document the evidence. Record test sets or datasets, metrics, tools, procedures, system configuration, evaluation conditions, and uncertainty. Compare results with suitable benchmarks, but do not treat benchmark performance as proof that deployment conditions are covered.
  4. Seek independent and affected perspectives. NIST says independent review can improve testing effectiveness and help mitigate internal bias or conflicts of interest. Consult domain experts, users, external AI actors, and affected communities as appropriate to the application.
  5. Record gaps as findings. State which scenarios, users, or risks were not measured, could not be measured, or were outside the evaluation. Do not turn missing evidence into a safety claim.
  6. Connect results to a decision. Decide how findings will change mitigation, monitoring, operating limits, release plans, or whether deployment should proceed. Testing informs risk management; it does not replace it.

How do you test AI safety after deployment?

Pre-release testing cannot anticipate every change in real use. NIST recommends regular evaluation during operation, monitoring, feedback channels, and tracking new or unanticipated risks. A deployed system should therefore remain under review rather than being treated as permanently cleared by an earlier evaluation.

  • Reassess behavior regularly under the application’s operating conditions, not only on a fixed pre-release test set.
  • Monitor for emergent risks and changes in how people use the application; maintain a way for users and other relevant parties to report problems.
  • Review new evidence against the original evaluation’s assumptions, including the users, tasks, and contexts it covered.
  • Connect findings to risk treatment: update safeguards, narrow or restrict use, increase monitoring, or stop deployment when risks are unacceptable.

The cadence and specific monitoring signals depend on the system and its context; the cited NIST guidance establishes the need for regular in-operation evaluation, not a universal schedule for every application.

How to judge whether an evaluation is useful

When comparing evaluation plans or interpreting a published result, ask whether the evidence is fit for the deployment decision—not just whether the plan produced a number.

  • Context match: Do tasks, populations, and conditions resemble intended deployment?
  • Failure discovery: Is the method designed to find expected errors, adversarial misuse, or effects that emerge through user interaction?
  • Coverage: Which scenarios, users, and system components are included, and which are omitted?
  • Measurement quality: Are validity, reliability, uncertainty, repeatability, and methods explained?
  • Independence: Could evaluator incentives, internal bias, or conflicts of interest affect the findings?
  • Actionability: Can the result change monitoring, mitigation, release, or operating decisions?

These questions reflect NIST’s recommendations on representative testing, uncertainty, independent review, deployment context, and risk management. A credible evaluation makes its boundaries legible and ties its findings to decisions, rather than presenting a score as a universal verdict.
