How the nearly $7 billion figure breaks down
Anduril announced the project on October 6, 2026, describing a combined package of up to $6.6 billion. The two parts are different in source and purpose:

The $6.6 billion figure is the company’s combined announcement framing: $3.7 billion in private investment plus a Navy contract ceiling of up to $2.9 billion. It should not be read as money already paid, a grant, or a finalized $6.6 billion Navy award. The contract text and its delivery milestones have not been made public in the reporting cited here. What Anduril plans to build at Sparrows Point
Arsenal-2 is planned for the Sparrows Point industrial site in Baltimore County, Maryland, on the grounds of the former Bethlehem Steel mill, which closed in 2012. Anduril calls the project a “software-defined shipyard” and says it is intended to expand the U.S. submarine industrial base.

Production is intended to grow in stages
The Washington Post reports that production is expected to start with smaller submarine components, including torpedo tubes. The plan then calls for expansion to larger sections such as hulls and sterns when the facility is fully built out. The Post describes a conversion of about 2 million square feet into a defense production hub. Those larger assemblies are a future-stage ambition, not established current production.
The project is aimed at the submarine supply chain; it is not described as a replacement for the incumbent builders of complete Virginia-class submarines. The reporting does not establish a definitive construction schedule or when any particular product will begin delivery.

Why the administration says the project matters
The White House’s August 13, 2026 shipbuilding fact sheet says the U.S. industry faces backlogs, limited capacity and competition, supplier-base weakness, delays, and cost growth. The administration summarized its position this way: “A lack of capacity and competition has resulted in large backlogs of orders across six major Navy shipbuilding programs and a commercial shipbuilding sector that is not globally competitive.” That is the White House’s policy framing, not an independent assessment of Arsenal-2’s likely impact.
The Washington Post, citing a Congressional Research Service report from January, says U.S. builders were delivering roughly 1.1 Virginia-class submarines per year, below the military’s goal of two annually. The Post also reports that U.S. commitments to supply Australia through AUKUS add to demand. The production-rate estimate is the Post’s account of the CRS report, not a figure independently established here from the report itself.

Jobs and possible public support remain projections
The Associated Press reports a projection of 3,100 direct jobs at the planned facility, along with several thousand additional indirect jobs. These are expected jobs, not positions already created.
Maryland Gov. Wes Moore told the Washington Post that the state and Baltimore County could provide matching funds of up to 13 percent of Anduril’s $3.7 billion private investment. That is potential public support, not a confirmed final appropriation.

What is known about Trump’s proposed 40 percent taxpayer stake
Trump said taxpayers would receive a 40 percent stake in the new shipyard. The Washington Post reported that he did not provide specifics. The available reporting does not establish the legal instrument, how a stake would be valued, what governance rights it would carry, when it might take effect, or whether the arrangement has been finalized. It should therefore be treated as a stated proposal or claim, not settled ownership.
