When evaluating a private AI platform, start by defining where data must stay, then verify its complete data flow, the vendor-customer responsibility split, security evidence for the exact deployment, and performance on your own workloads. “Private” does not necessarily mean on-premises: it can also describe deployment in a customer-controlled cloud environment, such as a virtual private cloud (VPC).

What does “private AI” mean for your organization?

There is no single deployment boundary implied by the word private. Before comparing platforms, write down the control your organization actually needs. For example, must processing stay on your premises, within a named cloud account or region, or is the requirement instead that access and retention be restricted by contract?

Cohere describes its private deployments as allowing organizations to “implement and run AI models within a controlled, internal environment.” That is Cohere’s description of its offering, not an industry-wide definition. Its documentation describes both on-premises and VPC deployment paths: Cohere’s Private Deployment Overview.

  • On-premises: Models run on infrastructure at your organization’s site. Establish what hardware is required and who operates it.
  • Customer VPC: Models run using cloud-provider infrastructure in a customer cloud environment. Confirm which components remain in that environment and whether any data or service calls cross its boundary.
  • Other private tenancy or mixed arrangements: Ask the provider to map the actual boundary component by component rather than relying on a general “private” label.

Can prompts and documents stay inside your environment?

Do not answer this from a headline or deployment diagram alone. Trace every data type through the workflow, including prompts, responses, retrieved documents, embeddings, logs, backups, and telemetry. For each, ask where it is processed and stored, who can access it, whether it is used for training, and how and when it is deleted.

  • Which components process prompts and responses, and where are those components located?
  • Where are uploaded or retrieved documents and their embeddings stored?
  • What is written to application, security, and diagnostic logs? Are prompts or outputs included?
  • Are data or logs copied to backups, support systems, or monitoring services, and what deletion schedule applies?
  • Can the provider or its support staff access content? Under what conditions, and can your team audit that access?
  • Does the answer differ by model, feature, or workflow?

Published privacy designs are scoped to particular systems and workflows. Apple’s Private Cloud Compute security guide describes a goal of using personal data to fulfill a request and making it inaccessible after the response; this describes Apple’s design, not a general property of private AI platforms. OpenAI’s documentation for ZDR with Private Safety Processing describes customer-controlled storage and workflow-specific handling. Who is responsible for infrastructure and operations?

A deployment can place model infrastructure in a controlled environment without making the vendor responsible for running it. Cohere says customers manage private deployment infrastructure, including hardware compatibility and prerequisites. On-premises customers procure GPUs, servers, and other hardware; VPC deployments use cloud-provider infrastructure. The responsibilities for a particular offer still need to be confirmed with the vendor.

Ask for a written responsibility split covering:

  • Hardware procurement or cloud-account prerequisites, installation, and initial configuration.
  • Operating-system and platform patching, security monitoring, and vulnerability response.
  • Model and endpoint upgrades, including notice, testing, and rollback procedures.
  • Incident response, escalation contacts, and the provider’s access during troubleshooting.
  • Capacity planning, scaling, availability commitments, and who pays for idle or peak capacity.

These details affect both control and ongoing workload: a customer-managed deployment may require more internal engineering and operations effort than the label “private” suggests.

What security evidence should you ask for?

Request evidence that applies to the exact product, deployment model, and configuration being offered. A general security statement is not a substitute for verifying how your specific data path and controls work.

  • Architecture and data flow: A diagram showing processing, storage, network boundaries, and third-party services.
  • Identity and access: How user, administrator, support, and service access is authenticated, limited, and audited.
  • Encryption and keys: Where encryption applies and who controls the keys.
  • Retention and deletion: What is retained, for how long, and how deletion applies to logs and backups.
  • Audit and assurance: Available access records, vulnerability-management evidence, and relevant independent assurance.
  • Contract terms: Data-processing commitments, access restrictions, retention terms, and service commitments that match the proposed configuration.

Documentation may be limited or specific to a particular service. ElevenLabs, for example, describes private deployments for agent and speech services while limiting detailed deployment documentation to authorized customers. Ask what technical evidence is available for your evaluation and ensure the contract covers the deployment you will use: ElevenLabs Private deployments.

For systems processing personal data, the European Data Protection Board’s 2025 training material, Fundamentals of Secure AI Systems with Personal Data, includes technical aspects to consider before and during deployment. It is a source of considerations, not a finding that any platform is compliant simply because it offers private deployment: EDPB training material.

How should you compare platforms?

Use the same questions for each candidate and record answers against your organization’s requirements. Treat an unanswered item as unresolved, not as evidence that a control exists.

Operations Who provides infrastructure, installs prerequisites, patches, monitors, upgrades, handles incidents, and plans capacity?
Model and workflow fit Can the proposed models and retrieval or integration features handle your target tasks?
Cost and capacity What are the infrastructure, licensing, support, and staffing costs at your expected workload?
Evidence and contract What architecture evidence, audit materials, data-processing terms, and service commitments apply to this exact deployment?

How can you test whether a platform fits?

Run a proof of concept using representative tasks and the same acceptance criteria for each candidate. Include the real documents, integrations, and workflow constraints that matter to your organization, while using data approved for evaluation.

  1. Choose test cases: Cover typical requests and difficult cases, including the retrieval tasks your users actually need.
  2. Set acceptance criteria: Decide how you will judge answer quality and retrieval accuracy, and define acceptable latency and throughput.
  3. Measure operating requirements: Record the infrastructure or cloud resources used, expected spend at your workload, and staff effort to deploy and operate the system.
  4. Validate controls in practice: Check that the data flow, access restrictions, logging, retention, and deletion behavior match the vendor’s claims and your requirements.
  5. Compare on the same basis: Use the same tasks, criteria, and workload assumptions across providers before making a selection.

There is no established universal winner or general savings figure: the reviewed product sources do not provide comparable cross-vendor benchmarks for quality, latency, throughput, or cost. Those results depend on the models, workload, deployment configuration, and operational choices being evaluated.
