Video games released in parts of the Middle East may be reviewed for sexual content and nudity, religious or cultural references, violence, and substance use. UAE internet guidance also flags gambling-related online content. But there is no single rule for the whole region: a game may receive edits, a higher age rating, or no approval, and a rating alone does not prove that content was changed.
Documented examples from Saudi Arabia and the UAE show outcomes can differ by country, release format, and year. The key is to distinguish a regulator’s review concerns from confirmed changes to a particular game.
What content is commonly reviewed for Middle East releases?
In documented Saudi and UAE cases, reviewers have focused on sexual imagery and nudity; content that may conflict with religious or cultural norms; violence; and alcohol, tobacco, or drug use. UAE internet guidance separately addresses gambling-related online content. These are recurring areas of scrutiny, not a universal checklist of cuts that every game must undergo.

Can sexual content, nudity, or LGBTQ-related themes be changed?
Sexual content and nudity have been historical obstacles in game approvals in Saudi Arabia and the UAE, according to Niko Partners’ analysis. UAE Telecommunications and Digital Government Regulatory Authority (TDRA) internet guidance addresses pornography and nudity and uses restrictive language about content it characterizes as promoting homosexuality.
That official internet guidance should be described as the authority’s language, not treated as an editorial judgment or proof of a blanket ban on every LGBTQ character, reference, or depiction in games. Nor does it establish what was changed in any one game. In principle, localization might involve artwork, clothing, dialogue, or scenes, but without a documented title-specific account, those are possible forms of change—not confirmed edits to an unnamed release.
Can religious, cultural, or state-related material trigger review?
Yes. UAE media-content standards call for respect for beliefs, state institutions, and national identity; TDRA internet guidance separately addresses contempt of religion. Niko Partners also identifies themes conflicting with local religious or cultural norms as a historical approval concern.
The UAE National Media Authority’s standards include the statement: “Respecting the Divine Entity, Islamic beliefs, monotheistic religions, and other beliefs, and not offending any of them.” This gives context for why a narrative, symbol, or line of dialogue might attract scrutiny. It does not establish that every appearance of another religion is prohibited, or that a particular game had a scene removed. Avoid treating a broad standard as proof of a specific edit.

Does violence mean a game will be cut?
Not necessarily. Saudi Arabia’s game-classification guidance describes realistic violence and some crime in the 16+ category, while placing extreme violence, torture, and detailed dismemberment in the 18+ description. That indicates how content can affect classification; an adult rating is not evidence that the content was edited out.
The Saudi General Authority of Media Regulation (Gmedia) describes 18+ games as including “extremely violent scenes like torture and detailed dismemberment,” as well as depictions of drug use, smoking, or alcohol consumption. A high age category may therefore be the regulatory outcome rather than censorship. To establish an edit, readers need evidence comparing builds or a reliable account of changes—not just an age label.
What about alcohol, drugs, tobacco, or gambling?
Saudi classification guidance mentions depictions of drug use, smoking, and alcohol consumption in its 18+ description. UAE TDRA internet guidance identifies content promoting gambling, including electronic gambling activities. These points are related but not interchangeable: one is a game-rating description, while the other is internet-content guidance.

What do the examples of approved and unapproved games show?
The clearest lesson from the named cases is that approval and modification are not the same thing, and outcomes can change over time. Niko Partners reports that God of War and Red Dead Redemption 2 received delayed approvals following content and localization tweaks, but its analysis does not enumerate the precise scenes changed.
By contrast, Niko Partners says Grand Theft Auto V later received official approval without major content modification. Its July 2025 discussion concerns formal releases of Grand Theft Auto V and Grand Theft Auto Online in Saudi Arabia and the UAE. This is a useful counterexample to the assumption that approval must mean a heavily edited game.
Final Fantasy XVI did not meet local requirements in the account described by Niko Partners. A May 4, 2023 report of the Saudi regulator’s statement said requested modifications were not specified. The available account does not establish which scene or element was at issue, nor does that Saudi report prove that the UAE made an identical decision. Claims about a specific cut should not go beyond what has been documented.
Why do country, release format, and year matter?
“Middle East version” is often too broad to be useful. Saudi Arabia and the UAE have different authorities and rules for different release channels, and an approval in one place or year does not settle the status of a copy sold elsewhere or later.

Microsoft’s publisher guidance says Saudi digital-only releases on Microsoft storefronts obtain Gmedia ratings through the International Age Rating Coalition (IARC), while new boxed releases need a Gmedia rating on the packaging. The guidance describes a 21+ Saudi game-rating category added in 2025; that is a classification category, not evidence that a game was edited.
For the UAE, Microsoft identifies the National Media Authority as the authority for physical games. Microsoft Store digital-only releases display generic IARC ratings rather than requiring an NMA rating. The UAE authority also describes a permit process that involves review of submitted game materials. These platform-specific arrangements help explain why rating marks and approval status can vary between physical and digital releases.
An ESRB or PEGI mark, an imported disc, or a storefront country setting does not establish the exact content of a different country’s approved release. Nor does a local rating, by itself, reveal whether the publisher changed scenes, dialogue, or artwork. To assess a particular copy, identify the country, platform, format, and release date, then look for title-specific information about the approved build.
How should readers interpret claims that a game is “censored”?
Ask what evidence the claim relies on. A regulator’s rating description shows how content may be classified; a refusal or delayed approval shows that the release encountered a regulatory barrier; a publisher or reliable report describing altered content is stronger evidence of an actual edit.

- Nonapproval: a game did not meet requirements at that time; it does not establish a universal regional ban.
- Confirmed modification: a documented comparison or reliable title-specific reporting supports a claim that content changed. Be precise about the country and edition it describes.
Niko Partners’ 2025 MENA-3 survey also offers context for audience sensitivity, not a censorship count: 1,580 gamers were surveyed across Saudi Arabia, the UAE, and Egypt, and 57% said they would consider whether to stop playing a game containing material they deemed religiously or culturally offensive. That is a stated consideration, not a measured boycott rate, and it does not mean 57% had encountered or stopped playing a censored game.
What should you check before buying a regional or imported copy?
Do not assume that a copy is locally approved or uncensored based only on its cover rating, seller description, or the game’s approval in another country. Check the precise edition and platform, the packaging or storefront’s country-specific rating, and whether an authoritative source documents content changes for that release.
For an imported physical copy, approval of the title in Saudi Arabia or the UAE does not prove that the disc contains the locally approved build. Likewise, a digital storefront’s regional setting or generic IARC label does not establish the contents of another market’s copy. If a seller promises an “uncensored” or “official regional” version, seek evidence tied to that exact edition rather than relying on the phrase alone.
