Keep key documents protected from water and a smaller kit in your vehicle. If flooding threatens, leave for higher ground immediately—no kit makes floodwater safe.
Build a three-day household kit
Store supplies in sturdy containers that are easy to carry if you need to evacuate. Keep the kit somewhere household members can reach quickly, and tailor it to the people and pets who depend on it.
Water and food
- Water: National Weather Service Tucson recommends three gallons in clean, closed containers for each person and pet. A separate NWS Pittsburgh flood checklist specifies one gallon per person per day for a three-day supply. - Food: Pack food that does not need cooking or refrigeration. Add a manual can opener if you include canned food. NWS Tucson.
First aid, medicines, and medical needs
- Include a first aid kit and necessary prescription or essential medicines. NWS Tucson; NWS Pittsburgh.
- Plan for medical equipment that needs electricity. NWS Tucson specifically calls out backup power for life-support or other essential medical equipment. NWS Tucson.
- Pack items household members rely on, such as eyeglasses and hearing aids. For infants, include diapers and formula; for pets, include food and other needed supplies. NWS Tucson.
Alerts, light, and power
- Include a NOAA Weather/All Hazards radio or a battery-operated radio so you can receive weather information if other services are disrupted. NWS Tucson; NWS Phoenix.
- Pack flashlights and extra batteries. NWS Phoenix also lists an AM/FM radio or a web-capable cell phone as ways to get weather information. NWS Phoenix.
Clothing and practical items
- Keep sturdy or extra clothing, footwear, and a blanket or sleeping bag for each person. NWS Tucson; NWS Pittsburgh.
- Add an extra set of car keys and cash or a credit card. NWS Tucson.
Prepare for evacuation and vehicle travel
Put important documents in a waterproof container, and keep a smaller disaster kit in your vehicle. If your home is flood-prone, plan evacuation routes in advance and identify safe higher ground. A vehicle kit is a backup for travel or disruption, not a reason to enter a flooded area or delay leaving.
Account for the range of monsoon hazards
Monsoon planning should cover more than rain. Flash floods, lightning, strong winds, dust storms, wildfire, tornadoes, heat, and power or communications outages can affect plans. Rain gear alone is not enough; consider the household’s needs during heat and outages as well. NWS guidance for outdoor recreation also recommends knowing how alerts will reach you, identifying shelter, carrying a safety kit, and planning a route to higher ground. NWS Phoenix; NWS Flagstaff.

When flooding threatens, leave for higher ground
A kit is for preparation, not for waiting out a dangerous flood. A flood warning means flooding is happening or about to happen; a flash-flood warning signals life-threatening rapid flooding. Move to higher ground immediately when flooding is imminent or a warning is issued. Never walk or drive through floodwater, and never drive around barricades.
