A data center grid connection application should explain who is requesting service, where and how the facility will connect, how much electricity it will use and when, and what electrical configuration the utility must study. Prepare site and point-of-interconnection details, load forecasts and phasing, one-line diagrams and modeling data, information about onsite resources or flexible operations, and any readiness materials the provider requests. There is no universal national checklist: the serving utility, transmission provider, location, connection type, project scale, and any applicable ISO/RTO process determine the required forms and studies.
Start by identifying the process that governs the site
Before assembling documents, identify the electric utility serving the proposed site and the transmission owner or provider whose facilities may be involved. Then check whether a regional transmission organization (RTO), independent system operator (ISO), or separate large-load process applies. The utility or provider’s current intake instructions control; a general preparation list cannot replace them.
Ask the provider which application or procedure covers a new large load, where to submit it, whether the application and electrical-modeling package are separate, and which current business practices or technical standards apply. As a concrete regional example, Bonneville Power Administration (BPA) directs non-generation requests through its Line and Load Interconnection Procedure and points applicants to an account executive and business practices for forms and process requirements. Its technical requirements, dated January 26, 2026, say new or modified interconnections are evaluated according to location and type.
Prepare the core project information
Use the following as a preparation framework. The provider’s form may request different fields, supporting records, or levels of engineering detail.

Applicant, project, and site control
- Legal applicant or developer name, project name, and the contacts responsible for commercial and technical responses.
- Site location and the requested level of site-control or project-readiness information, if the intake process asks for it.
- The organization authorized to submit information and coordinate follow-up with the provider.
Reviewed official sources do not establish a standard national field list for applicant details or site-control evidence. Confirm the required fields and acceptable documentation in the applicable intake materials.
Site location and proposed point of interconnection
Describe the project site and proposed point of interconnection (POI) precisely enough for the provider to assess the request. Depending on the proposal and provider, this may include geographic identifiers or coordinates, access directions for a site evaluation, and the existing substation or transmission line involved. If proposing a tap on an existing line, identify the line and proposed tap location as requested.
BPA’s example requests location identifiers such as state, county, township, range, elevation, or latitude and longitude; it also describes driving directions, an existing substation, or a proposed tap on an existing line. These are examples from BPA’s process, not a universal list of required fields.

Requested demand, operating profile, and phases
State the requested demand in the provider’s format and explain how the load is expected to behave. Prepare peak-demand forecasts, the anticipated operating profile, ramping behavior, planned in-service dates, phase-by-phase load additions, and assumptions about later expansion. Identify which figures are forecast versus committed and the milestones behind the forecast if the provider asks.

A load narrative may not be enough for technical review. BPA directs load requesters to separate load-modeling requirements, so check whether the provider needs structured model inputs in addition to a written description.
Electrical configuration and modeling documents
Prepare a one-line diagram and the electrical and system data requested to model both the load and its connection. Depending on the topology and provider’s requirements, that package may need to describe transformers, major load blocks, the facility’s internal electrical arrangement, and controls or operating modes. Identify onsite generation, storage, or other connected facilities when they affect the requested service or model.

The necessary data depends on the connection type. BPA’s January 26, 2026 technical requirements state, “The specific electrical data required will depend upon the type of connection requested.” BPA also expects modeling information consistent with its technical requirements and applicable North American Electric Reliability Corporation (NERC) modeling requirements. Do not treat this BPA-specific direction as a national technical standard; request the applicable modeling requirements from the provider for the proposed POI.
Flexibility, curtailment, and onsite resources
Describe whether the facility can reduce, shift, or otherwise manage load, and under what operating conditions. Disclose relevant backup or onsite generation, storage, and co-located facilities, including how they would operate in relation to grid service if the provider requests that information. Do not imply flexibility guarantees a faster study or approval: FERC’s large-load docket is considering flexible and curtailable load treatment as a policy issue, not establishing a blanket expedited-review rule.

Prepare development milestones, requested energization dates, phase dates, and readiness evidence where the intake process calls for them. Some processes may qualify projects or group requests for study. For example, ERCOT’s approved Batch Zero framework groups qualifying large-user projects of 75 MW or more for a combined study. That threshold and process apply to the ERCOT example; they are not general requirements for data center applications elsewhere.

Understand the connection and study path before relying on a schedule
Connection configuration depends on project scale and local grid conditions. The U.S. Department of Energy (DOE) describes smaller enterprise or colocation facilities, often tens of megawatts or less, as potentially connecting at the higher-voltage end of distribution, using an existing distribution substation and a new feeder. Larger campuses may have complex internal grids connected directly to a bulk-system transmission substation. These are general descriptions, not design recommendations for an individual site.
Ask the provider which feasibility, impact, and facilities studies apply, what assumptions and data each study needs, how local or network upgrades will be identified, and what milestones govern the request. Local utility studies can identify local upgrades; clusters of connections may also trigger transmission upgrades. A proposed POI or indicative capacity is not, by itself, confirmation that capacity is available or that upgrades will be unnecessary.

FERC’s RM26-4-000 docket, last updated July 22, 2026, is an ANOPR process seeking input on large-load interconnection policy. Its questions include flexibility, upgrade costs, reliability analysis, treatment of pending requests, and whether studies could be completed within 60 days. These are matters under consideration in the docket, not settled nationwide rules. Study timelines, queue or batch procedures, cost allocation, and technical requirements must be confirmed with the applicable provider and region.

Ask how upgrades, ownership, and costs will be handled
Clarify the commercial and construction questions separately from the technical application fields. Request the provider’s explanation of how study results identify required facilities and upgrades, which party constructs and owns each facility, what cost allocation and security arrangements may apply, and which approvals or agreements are needed before construction or service. Ask when these answers become firm and what milestones or project changes could affect them.
There is no generally applicable cost-allocation rule established for every large-load request. FERC’s docket identifies upgrade costs, reliability, flexible-load treatment, and pending requests as policy questions; do not assume one region’s approach governs another or treat unresolved policy questions as final project terms.
Compare provider responses and candidate sites consistently
When assessing sites or reviewing responses from utilities, compare the same project assumptions against each provider’s answers. A useful comparison records:
- Distribution or transmission connection, proposed POI, and any identified capacity limits.
- Requested megawatts, expected peak and operating profile, ramping behavior, and phased expansion dates.
- Required studies, queue or batch eligibility, study milestones, and the assumptions behind any schedule.
- Identified local or network upgrades, their cost treatment, construction responsibility, and ownership.
- Flexibility or curtailment options and the treatment of onsite generation, storage, or co-located facilities.
Use the same load forecast, phasing, and operating assumptions in each request where possible, and clearly flag differences. Otherwise, apparent differences in capacity, schedule, or upgrade scope may reflect different inputs rather than different provider outcomes.
