If UPI or your bank is unavailable, first check whether the payment went through and whether your account was debited. Don’t pay again while the first transaction is pending or unclear. For an urgent purchase, use cash or a card you already have if the merchant and payment providers are working. UPI Lite and *99# may help in specific circumstances, but neither is a guaranteed workaround.
What should you do first if UPI is not working?
- If you have not tried to pay: Check for an official service notice from your bank or payment app, if available. One failed attempt does not establish that UPI is down everywhere. For a time-sensitive payment, ask whether the merchant accepts another method you already have, such as cash or a bank card.
- If you tried to pay: Open the transaction in your UPI app and check its status. Also check your bank account balance or statement to see whether it was debited. An error message alone does not show whether money moved.
- If the status is pending, processing, or timed out: Don’t repeat the payment until you know the outcome. Record the transaction ID, amount, time, and recipient or merchant details.
- If the outcome remains unclear: Use the transaction’s status-check or dispute option in the UPI app, or contact your bank through its official support route.
NPCI explains that some pending payments can be delayed by the beneficiary bank, and in the scenario described in its FAQ the amount may reach the recipient within 48 hours after the bank’s daily settlement. That is not a universal guarantee for every pending transaction. NPCI’s UPI FAQ and UPI Help provide official guidance.
What if your bank server is down?
Changing UPI apps may help only if the problem is isolated to the original app and the replacement can reach a working linked bank account. If your bank itself is unavailable, another app connected to that same account may face the same problem. A wider network issue can affect multiple apps and banks.
If you switch apps, NPCI says you need to register again in the new app. Don’t treat a different app as a reliable fix until you have checked the first transaction’s status and confirmed that the account and payment service are working.

NPCI says UPI payments are intended to be instant and available 24/7 regardless of bank working hours. That describes the service’s intended operating hours, not uninterrupted availability.
Which alternatives can work while UPI is unavailable?
| Option | When it may help | Important limits |
|---|---|---|
| Cash | You already have cash and the merchant accepts it. | It won’t help with remote payments. Getting cash may itself depend on ATM access and available cash. |
| Debit or credit card | You have a usable card and the merchant accepts it. | The payment can still fail if the card issuer, acquiring bank, point-of-sale network, or merchant is affected. |
| Another UPI app | The issue is limited to one app, and the other app can reach a working linked bank account. | It is unlikely to solve a bank-side or network-wide problem. NPCI says you must register again when changing apps. |
| UPI Lite | It is already enabled, has enough on-device balance, and the payment is eligible and supported. | Adding funds requires online mode, so it cannot help if it was never set up or funded. It does not guarantee payment during a broader outage. RBI describes the offline element as not requiring additional factor authentication and notes that alerts may not arrive in real time. |
| *99# | Your mobile number is registered and linked to an account supported by the service. | It is another channel to try, not proof that your bank or the service is available. NPCI’s BHIM information describes the registration and account-linking requirement. |
| Wait, then retry | No safe, accepted alternative is available and the first transaction’s status is clear. | Check for a debit and confirm the first payment’s outcome before trying again, to avoid paying twice. |
See NPCI’s BHIM UPI information for its *99# guidance, and NPCI’s UPI Lite overview for Lite details. RBI’s offline payment framework describes the relevant offline-payment characteristics.

UPI payment pending but money deducted: when should you get it back?
If your account was debited but the recipient or merchant says they were not paid, keep the transaction reference and proof of the debit. Ask the recipient or merchant to check their transaction records before you make another payment.
The Reserve Bank of India’s 20 September 2019 turnaround-time framework distinguishes between a person-to-person transfer and a merchant payment. Here, T is the calendar date of the transaction. These are maximum reversal limits in the framework, not a promise that every case will take that long.

| Failed UPI payment case | RBI auto-reversal limit | What the limit covers |
|---|---|---|
| Account-to-account transfer: payer debited, beneficiary not credited | By T+1 calendar day | Where the beneficiary account cannot be credited. |

The RBI framework specifies compensation of ₹100 per day for delay beyond the applicable UPI turnaround time in these covered cases. RBI says the compensation should be credited automatically, without requiring you to claim it first. It also calls the prescribed turnaround time an outer limit and says participants should aim to resolve failures sooner. Read the RBI circular.

- Keep the transaction ID, amount, date and time, recipient or merchant details, and evidence of any debit.
- Use the transaction’s complaint or dispute option in your UPI app, or contact your bank through contact details you verify independently on its official site or app. App labels and complaint steps can vary.
- Note when you complained and save any response. NPCI’s BHIM guidance describes raising a complaint from a declined transaction in transaction history.
- If the issue is not resolved within the applicable RBI turnaround time, check RBI’s current official Integrated Ombudsman complaint route and your bank’s current complaint process. The RBI framework says customers can use the Ombudsman scheme, as amended, for an issue not redressed within the prescribed time.
Never share your UPI PIN, OTP, device passcode, or banking credentials with anyone claiming to fix an outage. NPCI says the UPI PIN authorizes bank transactions and bank customer support will never ask for it. Do not approve a collect request or scan a QR code on the assumption that it will release a refund; check what the app says you are authorizing.
