Check the project’s current policy and scope first. If it still accepts reports, use its designated private channel, but do not assume a reward is available unless the current written terms say so.
What a bounty pause does—and does not—tell you
A bounty is a payment program; a vulnerability disclosure process is how a project receives and handles security reports. A pause may affect rewards, new bounty submissions, report intake, or some combination of these. The project’s current notice must clarify which.
For example, Code.org’s CodeAI Vulnerability Disclosure Policy says its paid bounty is paused while its disclosure program remains open, and that reports received during the pause are not eligible for rewards. Those terms apply to Code.org, not to other projects. Check the relevant project’s own SECURITY.md, security policy, bounty notice, engagement brief, scope, safe-harbor statement, and reporting instructions. OpenSSF’s guidance likewise emphasizes adapting disclosure practices to each project rather than assuming one process fits all (finder guide; Code.org policy).
Confirm that your testing is still authorized
Do not treat an old bounty listing or a previously open program as ongoing permission. Verify that the target and the methods you plan to use remain in scope under the current terms. A platform’s or project’s policy cannot authorize activity on a third party’s systems; GitHub’s safe-harbor terms state, “We cannot bind any third party, so do not assume this protection extends to any third party” (GitHub Bug Bounty Program Legal Safe Harbor).

- If the current policy clearly permits the activity, stay within its stated scope and rules.
- If the policy is unclear about whether testing may continue, stop active testing and ask the project for written clarification through an official channel.
- Do not test a hosting provider, dependency, integration, or other third-party service merely because the open-source project uses or links to it.
If reports are still accepted, send a private, useful report
Use only the reporting channel the project currently names. Keep the report sufficient for maintainers to assess the issue without exposing users or systems to unnecessary risk.
- Target and version: identify the affected project, component, deployment or service, and version where known.
- Impact: explain what an attacker could do and the conditions required.
- Reproduction: provide clear steps and a minimal proof of concept that demonstrates the issue without unnecessary access or disruption.
- Context: include the test date and environment, plus relevant logs, screenshots, or other evidence.
- Handling: keep exploit details private while the issue is being assessed and coordinated.
Minimize access to data, avoid service disruption, and stop if you encounter information or systems beyond what is needed to confirm the issue. OpenSSF’s finder guide says, “Ultimately, security defects should be responsibly reported to software maintainers to evaluate and correct them with patches and some form of notification to downstream consumers” (OpenSSF finder guide).

Set expectations about payment
A vulnerability report does not itself create an entitlement to payment. Read the current terms for the specific project and submission. If those terms say reports during the pause are not reward-eligible, do not assume the former bounty platform will pay, or request money in exchange for details.
OpenSSF advises maintainers that researchers making unsolicited reports outside an official bounty should not ask for money in exchange for security findings (OpenSSF maintainer guide). If a project explicitly keeps some paid submissions open during a pause, follow those current terms rather than relying on an earlier listing.

Keep a record and agree on disclosure timing
Save a private, dated record of the policy and scope you checked, your report, acknowledgments, follow-ups, and any agreed embargo or extension. Ask the project to acknowledge receipt and propose a timeline. Silence is not permission to publish immediately, and a pause in payment does not set a disclosure deadline.
If direct communication stalls, CERT/CC describes options for coordination, including seeking help through its CVD troubleshooting guidance. Its advice depends on the circumstances and the history of coordination: it says reporters and coordinators should consider the vendor’s responsiveness, and that they need not wait indefinitely when progress toward timely resolution is absent. Its non-response guidance also describes specific elapsed-time conditions and a courtesy copy with a few days’ lead time before independent publication in that defined scenario. Those are not a universal countdown for every report. CERT/CC accepts coordination requests through its guidance for when somebody stops responding; consult its reporter policy template as well.

Choose the next step based on policy and circumstances

OpenSSF’s finder guidance is community guidance, not a substitute for a project’s current terms; CERT/CC’s coordination recommendations are scenario-based, not a single deadline. Follow the policy that applies to the target and activity, along with laws that apply to you.
